Job Summary: The
Project Engineer with support from the Project Manager (PM) or Programme
Manager (PGM), is responsible for planning, coordination and supervision of the
hardware/engineering activities under the specific ZOA project(s) assigned to
him/her.
Key Duties and Responsibilities:
Designing of building drawings and estimation of Bill of Quantities (BoQs)
·
Generating
the construction/ building specifications and interpreting whenever necessary
to the contractors;
·
Be able
to engage with community/education committees providing sensitization on
construction works;
·
Administer
all sites of construction and provide technical guidance on emerging
construction issues including standard finishes, repairs and engravings.
General
·
Implements
project activities in line with the workplan to achieve optimal project outputs
and outcomes in line with ZOA/donor procedures and targets;
·
Leads
the engineering activities and provides technical support during feasibility
studies, technical design and implementation;
·
Performs
feasibility surveys of potential sites incl. topo-surveys, flow estimations and
soil assessment;
·
Prepares
technical drawings and designs for engineering structures in line with
pre-approved (government) guidelines and develops Bill of Quantities (BoQ)
accordingly;
·
Ensures
and obtains approval and recommendation from the District Engineering
Department for construction works;
·
Ensures
engineering works are conform environmental standards and within the legal
frameworks of Government of Uganda;
·
Prepares
technical bid evaluations and makes recommendations to the procurement
committee for engineering works;
·
Ensures
that contractors adhere to the ZOA Code of Conduct and ZOA Child Protection
Policy;
·
Participates
actively in official refugee day celebrations as organized by the lead partner
and/or OPM/UNHCR;
·
Participates
actively in coordination meeting of the respective settlements;
·
Any
other duty assigned by project manager or program manager;
·
Any
other duty as assigned by the supervisor in line with the project.
Reporting
·
Provide
timely and accurate input to supervisor for reporting purposes;
·
Prepare
and submit well written success stories;
·
Contribute
to project reports or implementation plans as required by supervisor;
·
Collect
monitoring data according to ZOA’s systems and activities in the project;
·
Supervises
all construction works and provide technical advice to contractors, ZOA and
makes recommendations to PM/PGM;
·
Verifies
completion of works and prepare all certificates and recommendation reports for
payments;
·
Reports
to the supervisor on construction works as indicated in the Project
Implementation Plan (PIP) with weekly reports supported by high-quality
pictures of the various construction sites;
·
Captures
relevant data trough digital data collection tools;
·
Accounts
timely for executed project activities in line with and according to relevant
ZOA policies and guidelines;
·
Provide
any other verbal and written reports to ZOA management when required.
Qualifications, Skills and Experience:
·
The
ideal candidate must hold a Degree or Diploma in Civil Engineering;
·
A
minimum of three years of successful experience in a similar position
implementing hardware activities;
·
Experience
in working in large projects with hardware activities funded by institutional
donors is an added advantage;
·
Having
cooperated in a project with a local NGO is an added advantage
·
Excellent
facilitation, communication skills and writing ability;
·
Understanding
of the local context, culture, and language(s) is an added advantage;
·
Excellent
spoken and written command of English.
·
Experience
with design programmes like AUTOCAD;
·
Good
communication, writing and facilitation skills;
·
Innovative,
creative and enthusiastic;
·
Good
computer skills: Ms Excel and Ms Word;
·
Self-motivator,
able to work with limited supervision;
·
Ability
to drive a motorcycle with valid driving/riding license.
·
