Diseases Institute (IDI) is an international non-profit organization which is a
partnership of infectious diseases and public health specialists. The overall
objective of the IDI is to strengthen health systems with strong emphasis on
Infectious Diseases, through Research and Capacity Development. IDI has five
operational areas through which it works to achieve its mission: Prevention,
Care and Treatment; Training, Research and Laboratory services (provided
through a partnership with the Makerere University – John Hopkins University
Core Lab) and Outreach.

In order to achieve
the above mission, the Global Health Security Project under IDI has received
funding from the UK Department of Health and Social Care through the Mott
MacDonald, a management agent to implement the multi-national Fleming Fund
Country Grant. This grant is to address critical gaps in the surveillance of
antibiotic resistant bacteria in Uganda through investing in laboratory
infrastructure enhancement, human resource strengthening and workforce reforms,
surveillance systems strengthening, building foundations for Antimicrobial Resistance
(AMR) and Antimicrobial Utilization/Consumption (AMU/C) surveillance data use
and promoting rational use of antimicrobial medicines. The major aim of the
project is to improve AMR and AMU/C surveillance data to inform policy and
practice at national and international levels. The overall goal is to avert the
human and economic burden of antimicrobial resistance (AMR). In order to fully
support the implementation of the project, Global Health Security Program-IDI
seeks to recruit for the following positions as follows:

Job Summary: The
Data Officer will support the collection and entry of project related data and
provide timely data to support project report writing. He/she will also provide
support to the project technical team leads in entry, cleaning and analysis of
data captured by the electronic and paper-based systems.

Key Duties and Responsibilities:
- In collaboration with the data team develop instruments / tools for
collecting, analysing and conducting data quality assessments - Ensuring availability of required HMIS tools i.e. registers, forms,
guidelines etc. - Provide supplies forecast to avoid stock outs of HMIS tools
- Ensuring completeness, consistency and accuracy of data captured in
the HMIS tools and conduct data quality assessment - Support facilities and the project in timely compilation of
antimicrobial resistance and antimicrobial utilization/consumption data
from the lab, pharmacy, ward, farms and records. - Support health facility staff produce data summaries for display on
noticeboards (showing progress in the different technical areas) - Support and mentor health facility staff in documentation/
extraction of data and transformation into information for national level
reporting - Participate in analysis and interpretation of data
- Ensure filing of all data documents and other records in the
appropriate files - Support and mentor health facility staff in management of collected
data and propagation of reports - Support the rollout of the WHONET software, eLIMS and other related
software to project sites
Qualifications, Skills and Experience:
- The applicant for the Infectious Diseases Institute (IDI) Data
Officer job must hold a Bachelor’s degree in Statistics, Computer Science
or IT - Advanced qualification (certificate or diploma) in data management
systems - Three years of progressive experience in data management and systems
development, especially in health sector. - Experience analysis and reporting/ presentation of data for both
research and capacity programme decision-making - Competency in data manipulation/analysis using Excel and/or SQL and
relational database systems e.g. Access - Good report writing and presentation skills
