Job Summary:  The Project Accountant – HPP will support the
implementation of the 3-year Irish Aid Humanitarian Programme Plan (HPP) grant.
The role will support the 3 partner organisations and Trocaire to develop
budget and reports ensuing compliance to donor and internal regulations. It
will build the internal financial controls and systems of the partner
organisation.
Key Duties and Responsibilities: 
Finance and
Governance in Partner Organisations (60%)
  • Support the development of the budget Irish Aid HPP at partner
    level, ensuring that appropriate levels of technical support and guidance
    is provided during the process of preparing the budget and subsequent
    reviews and revisions.
  • Support the Finance team of partner organisations to enable them to
    produce and submit accurate financial reports. Support will include design
    of accounting and reporting systems, design of spreadsheets, training and
    on-going financial guidance including interpretation of partner management
    accounts / reports.
  • Lead on reviewing partner financial reports and ensure that Trócaire
    and donor requirements are being met.
  • Lead on the grant payments to the Irish Aid HPP partners.
  • Lead an ongoing process to appraise partner organisations financial
    controls and systems in line with the Trócaire partner governance and
    finance manual. This will include field visits, desk audits and other
    methods as appropriate. Ensure recommendations are implemented in
    agreement with the partner.
  • Participate in delivering training to partners on compliance with
    donors’ financial requirements.
  • Review Trócaire records ensuring that partner financial reporting is
    up to date and properly maintained, in accordance with Trócaire and donor
    requirements.
  • In the event of a major issue in relation to financial management at
    partner level, especially in the management of donor funds, the programme
    accountant may be required to be deployed to a partner organisation to
    ensure that financial management and reporting are carried out in
    accordance with Trócaire and donor requirements
Financial Control,
Audit and Reporting (25%)
  • Lead the development of the budget Irish Aid HPP at Trocaire level,
    ensuring that appropriate levels of engagement with Finance team and
    PM-Humanitarian during the process of preparing the budget and subsequent
    reviews and revisions.
  • Prepare a monthly Budget Variance Analysis (BVA) for the Irish Aid
    HPP grant as available on Agresso Business World and ensure follow-up of
    any any issues or variances arising.
  • Lead in the development of quarterly financial reports on the Irish
    Aid HPP grant for the donor.
  • Ensure that donor reporting meets all donor financial reporting
    requirements.
  • Lead in project audit preparations in collaboration with partners
    and external auditors and in the implementation of recommendations both
    internally and with partners.
  • Guided by the FAD ensure that the relevant Trocaire organisational
    financial policies and procedures are adhered to and implemented in a
    standardised manner in the Irish Aid HPP grant.
  • Closely monitor all project financial activities, and keep the FAD
    and PM-Humanitarian advised of all situations which have the potential for
    a negative impact on internal controls or financial management
    performance.
  • Ensure that all financial and project reports are properly stored
    and archived for referencing and verification during internal and external
    audits.
  • Assist with investigations into alleged fraud or irregularities at
    partner organisations.
Programme Staff
Capacity Building (10%)
  • Provide technical financial advice and expertise to the PM –
    Humanitarian, Business Development and Grants Manager (BDGM) and other
    relevant staff.
  • Provide basic training and guidance to the PM-Humanitarian, the BDGM
    and other relevant staff for skills improvement in the areas of budget
    preparation and monitoring, budget revision, reporting, and internal
    controls.
  • Assist in the induction and orientation of country programme staff.
Other (5%)
  • Actively participate in planning and review meetings internally and
    externally.
  • Any other tasks which may, in the opinion of the FAD be appropriate
    for this level of responsibility.

Qualifications, Skills and Experience: 
  • The applicant must hold a relevant Accounting Qualification to a
    minimum of Degree level.
  • At least three years of finance experience with at least one year of
    partner organisation capacity building (coaching, mentoring or training)
    experience.
  • Experience with international donors and grant requirements
  • Excellent communication and training/ capacity building skills.
  • Proven organisation and planning skills.
  • Have strong computer literacy skills in word, excel, internet/email
    and accountancy packages
  • Strong interpersonal and team work skills.
  • Demonstrated ability to work with a participative style within
    teams.
  • Ability to work on own initiative.
  • A commitment to social justice and the ethos of Trócaire.
  • High level of reliability, confidentially and honesty
  • Cross cultural awareness and sensitivity.

Desirable:
  • ACCA or other professional qualification
  • Experience of working on Irish Aid grants
  • Experience in Humanitarian programming
