Foundation for
Community Development and Empowerment collaborates with established
community-based organizations to increase their institutional capacity. Acting
as a catalyst, FCDE provides direct support to strengthen each partner
organization’s efficacy in the community and ensures that local voices direct
development. Some of our capacity building approaches include: conducting skill
building workshops, providing one-on-one support, placing interns with
organizations, helping conduct institutional self-assessments, grant making,
assisting organizations with identifying funding opportunities, and providing a
localized resource center for the community.
Job Summary:  The Program Management Officer will help the
Foundation for Community Development and Empowerment (FCDE) develop, improve,
and expand its impact on underserved communities by increasing the efficacy of
the health programs of its community partners in Uganda. The Program Management
Officer will be responsible for providing technical support to local partner
organizations (LPOs), delivering quality services through program design and
strategic planning. The Program Management Officer will be responsible for
supporting partner organizations to develop a deeper understanding of the
community issues they are addressing by conducting comprehensive needs
assessments and assisting them to design effective and innovative strategies
that address identified gaps. As an integral member of the FCDE team, the
Officer will work with staff members as appropriate to better serve LPOs. This
might look like working with a Program Coordinator to provide a training for a
cohort of health focused organizations or partnering with the Resource Center
Managers to provide relevant, current resources and offerings (online
workshops, etc.) for LPOs.
Key Duties and Responsibilities: 
  • Act as an enthusiastic guide for LPOs as they go through FCDE’s
    capacity building program by providing support, training, and mentorship
  • Conduct assessments of partner organizations to identify gaps in
    programmatic design
  • Support innovative capacity building programs/projects focused on
    health and HIV/AIDS
  • Research and disseminate information to partners on new trends in
    the areas of  HIV/AIDS and other
    health issues
  • Be an advocate for creative solutions and new ideas in the field
  • Provide training and mentorship to partner organizations in the
    areas of strategic planning and implementation: developing/reviewing
    strategic plans, setting realistic strategic goals, objectives, and
    indicators.

Qualifications, Skills and Experience:
  • The ideal candidate for the Global Health Corps Program Management
    Officer career placement should hold a Bachelor’s degree*
  • Experience in designing or delivering trainings or workshops*
  • Experience with project planning and management, including project
    design, developing budgets, and assessing impact*
  • Research skills, including summarizing key learnings in accessible
    reports or other materials*
  • Ability to undertake regular field visits to rural communities*
  • Experience undergoing or supporting a strategic planning process,
    including SWOT analysis, visioning, developing an M&E plan, and/or
    creating implementation workplans
  • Experience conducting and analyzing needs assessments, especially in
    rural communities, which will translate to supporting FCDE’s
    organizational capacity building
  • Experience in partnership development, which includes forming
    relationships with LPO partners and external partners
  • Comfort with public speaking and the ability to hold an audience,
    making information fun and engaging
  • Ability to get things done
  • Excellent oral, written, and interpersonal communication skills and
    enthusiasm for working on a dynamic, fast paced team
  • Open mind, new ideas, and a passion for global health
  • Ability to work to work under minimum supervision and within tight
    deadlines
