IntraHealth has been
working in Uganda for over 25 years. The current project, the USAID Regional
Health Integration to Enhance Services in Eastern Uganda (USAID RHITES-E) is a
USAID funded activity to support the Government of Uganda (GOU) and key
stakeholders to increase availability and utilization of high quality health
services in 23 districts in Eastern Uganda and 2 in Karamoja sub-region by
strengthening health systems and improving the quality of, access to, and
demand for health services with attention to equity and underserved
populations.

Job Summary: The Quality Improvement Officer will work
closely with the technical team on IntraHealth’s USAID project as well as
district health teams to design, implement, document and report Quality
Improvement (QI) activities, as per the National QI Framework and Strategic
Plan. S/he will also work with the Ministry of Health (MoH) and relevant
stakeholders to improve the quality of health care services in target
districts.

Key Duties and Responsibilities:
- Identify and address QI capacity building needs for the District
Quality Improvement teams, health sub-Districts (HSD), and Facility and
Work improvement teams to promote the application of the 5S-CQI model for
improvement across health interventions - Support District Quality Improvement Teams to coordinate, facilitate
and track monthly facility performance review and quality improvement
activities, in close collaboration with the respective District Programme
Officers - Support the District Quality Improvement Committees to conduct
quarterly integrated QI coaching and mentorship activities for the health
facilities in the respective clusters based on performance data - Coordinate targeted QI coaching activities for health facility teams
to design, implement, monitor, document and report QI activities - Support and facilitate the District QI committee meetings and
implementation of the District QI plans - Facilitate QI teams to establish and maintain QI databases at the
different levels of QI implementation including facility, HSD, District
and Regional levels - Provide support for reporting of QI activities and results across
all levels in accordance with the Health Sector QI framework and strategic
plan - Contribute to the development, implementation and tracking of
annual, quarterly and monthly QI activity plans - Contribute to documentation and dissemination of QI related
activities, progresses, successes, lessons learned and best practices - Support districts to plan and conduct Health Facility quality of
care assessment activities, client satisfaction surveys using MOH tools
and continuously utilize the findings for improvement
Qualifications, Skills and Experience:
- The ideal candidate for the Global Health Corps Quality Improvement
Officer career placement should hold a Bachelor’s degree* - Preferred: Bachelor’s or Master’s Degree in medicine, midwifery,
nursing, social sciences, public health, or related field - Two years of relevant experience*
- Experience improving processes or outcomes, ideally through Quality
Improvement approaches and in support of facility-based Quality
Improvement teams* - Ability to translate findings or technical concepts into accessible
messages via trainings/workshops or written materials, which will serve to
transfer knowledge and skills to IntraHealth’s front-line service
providers* - Proven ability to conceptualize, innovate and execute ideas*
- Experience working with or in a government institution or NGO,
especially in an integrated health programming context - Experience with partnership/relationship management, with proven
ability to coordinate activities of different stakeholders, especially at
district and or sub-national level - Field experience, especially in HIV and family health services
- Database management experience
- Excellent writing skills as evidenced by past reports and other
materials - Possesses IntraHealth core competencies: Innovation, Accountability,
Service Excellence, Interpersonal Relationships - Conceptual thinker with excellent organizational skills, time
management skills, attention to detail, and self-motivated - Excellent interpersonal skills; ability to clearly and concisely
express ideas and concepts in written and oral form - Proficient use of Microsoft office especially Excel
- Willingness to be based in Mbale and travel within the country
