• Assume primary responsibility for project management and
  implementation, and ensure compliance with the donor agreement and project
  proposal, proactively notifying the PRoL and WPE Coordinator if issues
  arise.
• Lead project planning, and oversee program implementation and budget
  expenditures to ensure effective use of resources against planned
  activities and expected outputs.
• Actively participate in the program development and design process
  through assessments, proposal writing and budget development.
• Develop and deliver the provision and quality of trainings on
  general protection, GBV core concepts and other capacity building
  programs.
• Develop work, procurement and spending plans for running grants.

• Compile and prepare quality periodic project progress reports, as
  well as final reports, and feed in other information as required by
  donors, the Regional Office and the Technical Unit.
• Prepare quality weekly and monthly reports that meet standards and
  timelines
• Ensure project monitoring and evaluation systems are regularly
  updated to inform reporting,
• Ensure proper program and donor visibility in the project sites
• Lead data analysis and interpretation exercises with the project
  team to inform programming and advocacy
• Ensure that project teams understand, maintain and follow ethical
  practices in data sharing and communication with external audiences in
  line with data protection principles and the Information Sharing Protocol
  for GBV actors

• Lead on the recruitment of sector staff in collaboration with WPE,
  Protection &Rule of Law coordinator, Team Leader and Human Resources
  Department.
• Maintain updated job descriptions, conduct interviews, orient new
  staff to the IRC programs.
• Provide ongoing supervision, mentoring, training and technical
  support and guidance to staff, and ensure all adhere to best-practice
  principles in all aspects of program implementation.
• Ensure Performance Management System documentation for all staff is
  in place and followed up regularly.
• Build staff capacity in work plan development and reporting to
  ensure accurate monitoring and documentation of activities.
• Ensure staff understand and follow the IRC way and donor Policies
  and Procedures.
• Ensure regular communication with the WPE and PRoL and other
  internal departments regarding the project’s progress and processes.
• Identify training needs for staff according to the performance
  management evaluations and identify appropriate external training that
  will enhance their skills.

• Ensure effective working relationships with government agencies,
  donors and partners to ensure adequate representation and collaboration.
• Represent IRC at regular working group meetings, consortium
  activities/meetings, reviews, strategic planning; and assist in the
  preparation of new initiatives for the program .

• The applicant for the International Rescue Committee (IRC) Program
  Manager job must hold a Master’s degree in Human rights, Social Work,
  Gender/Women Studies, Public Health, or other appropriate fields; with
  relevant field experience.
• At least three years of field experience preferably working with
  refugees or conflict affected populations. Specific experience in gender
  based violence response, human rights or general protection and refugee
  issues is essential.
• Two years’ experience working directly with survivors, victims of
  violence and abuse, or marginalized individuals
• Broad knowledge and understanding of case management, psychosocial
  support and life skills programming to promote survivor healing and
  recovery
• In-depth understanding of the roots cause of violence, human rights
  abuse, exploitation, GBV, and related international standards on GBV and
  other violence and human rights prevention and response strategies
• Competency in writing progress and donor reports and proposals;
  familiarity with UNHCR , ECHO and SV desirable
• Excellent communication and analytical skills and ability to present
  ideas effectively, in both oral and written form.
• Ability to communicate sensitively and without judgment; good
  diplomatic and persuasion skills.
• Ability to use good judgment when making decisions and to take
  accountability for decisions made.
• Emotional maturity and stability to resolve conflicts in non-violent
  way and maintain appropriate boundaries.
• Good interpersonal skills including ability to gain trust and build
  relationships.
• Ability to handle multiple tasks; proven self-initiative and problem
  solving abilities.
• High standard of spoken and written English.
• Good computer skills including Microsoft Excel, Access, Word,
  Outlook, and Power Point.
• Be able to work in a stressful setting and adapt quickly to changing
  environments; and willingness to travel to program sites
