Lutheran World Federation (LWF) Uganda is part of the LWF World Service and we are currently supporting Congolese and South-Sudanese refugees living in settlements in the districts of Kamwenge, Adjumani, Moyo, Kyangwali and Lamwo respectively.
Job Summary: Under the guidance of the Protection Coordinator, the Project Officer is responsible for implementing Child Protection (CP) and Gender-Based Violence (GBV) activities. He/she will lead a team to plan and undertake quality, real-time, and effective interventions in line with existing CP/GBV frameworks, ensuring inclusivity across age, gender, and diversity. The incumbent is responsible for enhancing the team’s capacity to identify CP/GBV risks, analyze data, and report according to LWF Uganda and donor guidelines while fostering continuous learning and improvement. He/she must exemplify core principles of protection programming, including respect, non-discrimination, responsible use of power, nonviolence, and the promotion of gender equality. Ensure that all interactions with beneficiaries, colleagues, and stakeholders reflect these principles, fostering a safe and inclusive environment for all. The Project Officer shall ensure excellent relationships with all stakeholders involved in CP/GBV programming within the Programme Area, including operating partners, the Office of the Prime Minister (OPM), UNHCR, and the District Local Government.
Key Duties and Responsibilities:
Program Planning and Implementation.
- Lead the implementation of all CP/GBV activities, ensuring they meet national and international quality standards.
- Coordinate, plan, and supervise CP/GBV activities, ensuring alignment with the project’s objectives, work plan, and agreed timelines in consultation with the supervisor.
- Develop project activity concept notes based on proposed implementation strategies and project logic, and orient supervisees to ensure harmonized approaches.
- Ensure CP/GBV is mainstreamed across all relevant sectors within the sub-programme.
- Coordinate with, and build the capacity of, other sectors to ensure the integration of GBV and CP concerns into various services and broader humanitarian response.
- Develop and implement innovative strategies to address emerging CP/GBV issues.
- Ensure that all CP/GBV activities are culturally sensitive and tailored to the community’s needs.
- Provide ongoing support, supervision, and monitoring to Case Management Supervisors, Project Assistants, volunteers, and community structures to ensure the delivery of CP/GBV services.
Case Management.
- Lead and supervise the provision of high-quality case management services for children at risk, their families, and GBV survivors.
- Establish and maintain a robust referral system to ensure efficient and effective management of cases.
- Ensure effective collection, management, and consolidation of data in line with ethical standards, data protection standards, a survivor-centered approach, and timely submission of donor reports (including progresv4, GBV IMS).
- Facilitate feedback sessions with children, their families, and GBV survivors to ascertain clients’ satisfaction with the services received.
- Identify capacity gaps and provide regular training and capacity-building sessions for case management staff to ensure high standards of service delivery.
- Hold routine debriefing sessions with case workers to facilitate care for the caregiver and reduce staff burnout.
Community Engagement.
- Liaise and consult regularly with relevant local authorities, community leaders, civil society/non-governmental organizations, collaborating/implementing partners, and other stakeholders, in conjunction with the Team Leader, regarding the planning, design, and implementation of all community-based protection activities.
- Develop and implement community outreach programs to raise awareness about CP/GBV issues and available services.
- Foster strong relationships with community leaders and other key stakeholders to support the implementation of CP/GBV programs.
- Carry out periodic community dialogues and awareness on child protection and GBV.
- Promote child participation in all project activities, supporting children’s clubs within the project intervention areas.
- Mentor community-based structures to carry out interventions that prevent abuse and exploitation of women and children in the target community and take appropriate action to ensure efficient and effective performance.
- Develop transition and sustainability plans with project stakeholders, including women and children.
- Conduct focus group discussions with parents and children (boys and girls) according to age groups to understand the different gender roles and preferences of activities to inform CP/GBV interventions.
Financial management / Budget Monitoring & Control.
- Initiate payment requisitions for project activities following organizational policies.
- In liaison with the supervisor, develop accurate monthly expenditure projections and budget revisions for the CP/GBV sector according to donor standards.
- Initiate procurement and supplies of project activities following LWF procurement policies and procedures.
- Keep track of all GBV/CP budgets and ensure that activities are within the assigned budgets and fully accounted for according to the LWF accountability guidelines. Monthly budget variance analysis.
- In liaison with the supervisor, review financial reports to track expenditures and provide feedback to the responsible Accountant.
Human Resource Management.
- Lead and manage supervisees by ensuring clarity over work plans and priorities, providing supportive supervision, guidance, and mentorship, and fostering effective teamwork and inclusivity.
- Advise and assist in defining the required team composition and structure for the operational program per LWF’s standard structure.
- Identify capacity gaps among the team and enhance their capacity for peak performance (case management, psychological first aid, etc.).
- Set clear performance objectives for all direct reports during appraisals and ensure timely appraisals for all team members with appropriately set objectives.
- Provide supportive and constructive feedback, and support teams to develop succession plans.
- Foster a safe and supportive working environment for all GBV staff/volunteers/partners.
- Conduct regular team-building activities to promote a positive and collaborative work environment.
- Adhere to the Code of Conduct, including compliance with anti-harassment, safeguarding, and PSEA policies. Work with cultural sensitivity and respect the dignity of vulnerable children, families, and members of the host communities at all times.
Monitoring, Evaluation and Reporting.
- Provide oversight and guidance for project monitoring, evaluation, and learning activities, ensuring data consolidation for high-quality reporting and continuous improvement.
- Contribute to the development and updating of project M&E systems, including performance indicators and activity trackers.
- In collaboration with the M&E unit, oversee the collection, handling, analysis, and reporting of data related to child protection activities.
- Develop an activity and budget tracking tool, and use it monthly to track and report on activity and budget management.
- Compile weekly, monthly, and quarterly project performance reports, and provide actionable feedback. Identify emerging challenges and work closely with the UNHCR Focal Point to address them.
- Organize feedback sessions with project stakeholders to assess project quality and update them on deliverables, promising practices, and innovations to inform CP/GBV programming.
- Use data and feedback from monitoring and evaluation activities to inform program improvements and innovations.
Coordination and networking.
- Contribute to inter-agency efforts to strengthen CP/GBV prevention and response through active participation in coordination mechanisms and promotion of sector principles, standards, and guidelines at the settlement level.
- Participate in advocacy initiatives ensuring that the voices of children and GBV survivors are heard.
- Undertake any other related tasks, or other responsibilities as may be assigned by your supervisor.
- Represent the organization at the settlement level on CP/GBV to share best practices and learn from other organizations.
- Develop and maintain a network of CP/GBV professionals to support knowledge sharing and collaboration.
Qualifications, Skills and Experience:
- University degree in social work, sociology, psychology, public health, or relevant fields of social sciences.
- Relevant training and working experience in CP/GBV, psycho-social well-being, case management, and application of international technical guidelines and standards in Child Protection and GBV, including prevention of sexual exploitation and abuse (PSEA), are desirable.
- A minimum of 3 years’ experience in child protection, gender-based violence, and related areas, program/project development, and management in an emergency context is required.
- Direct case management experience and experience working with children, women, and adolescents is an asset.
- Proven track record in capacity building, stakeholder engagement, and fostering collaboration within diverse teams and communities.

- Strong project management skills, including managing budgets and producing high-quality reports.
- Strong analytical and problem-solving skills, with the ability to develop innovative solutions to complex issues
- Strong interpersonal, communication, and presentation skills, with fluency in English.
- Ability to analyze information, evaluate options, and plan strategically.
- Team player with leadership and team management skills, including planning, organizational, and time management abilities.
- Demonstrated ability to work in a fast-paced environment with tight deadlines, effectively managing multiple priorities.
- Ability to work independently and as part of a team, with a high level of self-motivation and initiative.
- Flexible, network-builder, able to handle pressure, and willing to work in the field.
- Knowledge of MS Office applications (Word, Excel, PowerPoint).
- The ability to ride a motorcycle is an added advantage.
