Job Summary: To create and design PMEL frameworks for the Country Strategic Plan and support the development of the PMEL frameworks for programs/projects and grants, ensuring their alignment with the office strategy, in line with WWF’s Network’s Standards of Conservation Project and Programme Management (PPMS) and ensuring compliance with the WWF International Country Office Strategy and Impact Monitoring policy.
Key Duties and Responsibilities:
- Coordinates the development of the UCO PMEL frameworks and yearly work plan with the Conservation Head to track delivery and report against the UCO identified objectives and intermediate results (in accordance with the WWF Project and Program Management Standards (PPMS)
- Lead the rollout and effective operation of the PMEL system across landscapes in coordination with the M&E and Landscape teams.
- Provide technical support to identify key indicators for preparation of PMEL plans across projects, departments and functions at the UCO.
- Participate in grant proposal development, programme/project planning including assistance in preparation of required workplans/log frames/actions plans, PMEL plans, and facilitate quality control to ensure proposed projects are well-designed and aligned to the needs of the project target groups, donors and WWF requirements.
- Advise on data collection, management, analysis tools and system to increase efficiency of collecting, analyzing and sharing data and results.
- Lead the implementation of the UCO’s PMEL system and ensure it is functioning satisfactorily through provision of quality information on progress against targets.
- Coordinate the review and monitoring of progress of the UCO strategic plan performance organized in conjunction with the Country Leadership Team.
- Coordinate with project leads to undertake monitoring (spot checks) for all projects and subject areas as stated in project PMEL Plans and review the quality of the baseline and end line data (validity, reliability, completeness, precision, integrity & timeliness) and methods of their collection and interpret data and report and inform programme/ project staff and senior management to support corrective decision making.
- Support the process of Quality Assurance and ensure data density and recency of the PMEL system are maintained through appropriate data pipelines and clear roles and responsibilities within various teams.
- Coordinate timely reporting at the UCO on a quarterly basis, linking all implementing partner reports, evaluations, and other relevant publications into an overall assessment of WWF outcomes, learning and actions for improvement in the overall WWF Uganda performance.
- Coordinate and contribute to internal learning and knowledge management by routinely and consistently collecting, maintaining and sharing key experiences and lessons learnt, organizing reviews and reflection sessions, in conjunction with the communication teams.
- Support the development and implementation of Environmental and Social Safeguards Framework (ESSF) and Grievance Mechanism in the Country Office Landscapes.
- The PMEL Manager shall be responsible for leadership by maintaining strong cohesion and motivation among his/her team, acting as a coach and holding them accountable for delivery
Qualifications, Skills and Experience:
- A master’s degree in Monitoring and Evaluation, International Development, Environmental Science, or a related field.
- Knowledge in the use of conservation standards and/or equivalent such as Project and Program Management Standards (PPMS) will be an added advantage.
- A high level of computer literacy and knowledge of standard computer software packages such as Word and Excel. Knowledge of databases (Access); GIS software, particularly the Arc suite and socio-economic data analysis software such as SPSS and digital monitoring platforms such as RESTOR, and Miradi would be an added advantage.
Experience& Competencies
- Minimum of 10 years’ experience in PMEL, with at least 5 years’ experience in PMEL leadership roles and leading teams within the international development or conservation sector.
- Excellent understanding of the environment and social safeguards policies and procedures of multilateral organizations will be an advantage.
- Proven track record in designing and implementing M&E systems for complex programs, preferably in environmental conservation.
