Job Summary: The Human Resources Management Specialist
will coordinate URC’s local organizations’ Non-US Pre-Award Survey (NUPAS)
assessment process, documenting the findings of assessments, and thereafter
leading capacity building efforts for the local organizations to mitigate and
address identified gaps, weaknesses and risk areas. S/he will assess and document the ability of
prospective recipients to receive, perform and achieve the objectives of USG
awards in accordance with USG rules, regulations and HR principles
will coordinate URC’s local organizations’ Non-US Pre-Award Survey (NUPAS)
assessment process, documenting the findings of assessments, and thereafter
leading capacity building efforts for the local organizations to mitigate and
address identified gaps, weaknesses and risk areas. S/he will assess and document the ability of

awards in accordance with USG rules, regulations and HR principles
Key Duties and Responsibilities:
- Provide advice and guidance to potential
organizations on HR policies and processes, as necessary. - Support the staff of the potential
organization ensure adherence to local labor laws and practices. - In coordination with the local capacity
building team, administer the URC Grants Management Manual assessment tool
(NUPAS) on eligible local organizations, with special attention to the
organizations’ HR policies, procedures and structures; - Support revision of the existing
policies to suit the prevailing situations and current labor laws - Identify specific areas requiring
improvement, clearly document identified weaknesses and design mechanisms
to mitigate these identified weaknesses; - Develop materials and provide training
and mentorship to facilitate corrective action on the identified
weaknesses and gaps; - Work with staff of potential
organizations to develop workplans for continuous improvement and tracking
mechanisms to address identified gaps; - Work with potential organizations staff
to implement the agreed upon corrective measures, track progress and
achieve agreed upon milestones in each area of sub-award management; - Prepare periodic reports on progress and
update the Program Manager on achievements and progress against the agreed
upon workplan and key indicators for each area. - Perform any other duties assigned by the
supervisor. - Support staff of the potential
organization in strengthening record keeping system. - Support staff of the potential
organization to ensure that HR best practices are adhered to through
counseling, guidance and coaching. - Perform other duties assigned by the
supervisor.
Qualifications, Skills and Experience:
- The ideal candidate for the Human
Resources Management Specialist job placement must hold a Master’s degree
or equivalent in Human Resources Management, Social Sciences, Business
Administration or a related field. - At least five years’ HR experience with
an International NGO or multinational company in a similar capacity or
higher - Excellent planning, organizing,
communication and interpersonal skills. - Demonstrated experience in record
keeping and documentation skills - Excellent capacity building skills
- Proficient in local employment law.
- Ability to work in a multicultural
environment, paying attention to detail and confidentiality and discretion
is a must. - Excellent Computer Skills.
- A good understanding of USAID rules and
regulations
