Job Summary: The Programme Officer, Peace and Security
works under the overall supervisor and day-to- day guidance of the oversight of
the Team Leader Peace, Security and Systems Resilience. He/she works closely with UNDP’s programme,
Operations and Field offices, International Partners and government
institutions, UN agencies.

Key Duties and Responsibilities:
Support with
provision of high quality technical/programmatic policy and substantive
advisory support to management in Peace, security and Systems Resilience to
ensure better synergy between Inclusive Effective Governance (IEG) pillar and
Sustainable Inclusive Effective Development (SIED) in development planning,
financing, strategies and programme implementation.

- Contribute to the identification of key issues for policy and
advisory support addressing vulnerability, social cohesion, Prevention of
violent extremism, Small arms and light weapons, mediation and conflict
prevention, cross border for affected communities, youth and women, with a
view to recommending appropriate strategic responses for UNDP and
partners; - Assist with the provision of substantive and methodological support
to Team and IEG pillar and Country Office leadership in the design,
formulation and implementation of research and analysis activities; - Support Country Office leadership in positioning and activities in
the Peace, security to promote and support sustenance of peace; - Contribute to the conceptualization and formulation of
policy-related discussion and positioning, policy proposals and concepts
for internal discussion within UNDP and external discussions with partners
and other stakeholders; - Assist with the planning and coordination of advisory support to
projects addressing social cohesion and peace sustenance. Lead
implementation of advisory activities ensuring the highest technical
standards. Ensure that activities in support of policy support are well
designed and delivered in a timely manner. Review and quality control
technical outputs such as reports and assessments; - Support the coordination and implementation of the PSSR programme;
- Support the training of local community members on the role of
elders, faith-based organizations and various peace platforms in conflict
prevention, mediation and building social cohesion; - Contribute to the identification of key policy-related issues and
stimulate thinking processes within the Team, contribute to discussion on
issues related to focus of the Team and IEG pillar; - Support as required, representation of the Programme in coordination
platforms including sector reviews.

- Support with advocacy for greater contextual awareness and
understanding in the design of programmatic activities, to ensure that
programmatic activities are appropriately targeted and take due
consideration of the delivery environment to maximize applicability,
timeliness, quality and impact of the interventions; - With emphasis on risk mitigation and conflict-sensitivity, support
promotion of the systematic consideration of risk and conflict in
programme and project descriptive and technical documents; - Provide methodological support for the design and implementation of
knowledge capture, and the incorporation of lessons learnt and best
practices into programmatic formulation; - As required or beneficial, assist in the preparation of concept
notes, positioning papers, project proposals, Terms of Reference, analyses
and reports, ensuring the systematic consideration of risk, conflict-sensitivity,
and identified lessons learnt and best practices; - Contribute to the design and conduct capacity needs assessments for
the conflict hot spots and conflict mapping; - Support the establishment of systems, procedures, standards,
benchmarks and guidelines for monitoring and evaluating capacity building
prograrmmes in the field of peace and security; - Support the assessment and evaluation of the capacities and skills
of consultants to undertake various capacity building programmes,
assessments; - Contribute to the analysis and research to seek information on
training and research institutions that could serve as centers of capacity
building programmes; - Support the conduct conflict analyses and develop briefing notes
from time to time to inform the early warning and response system; - Support the development of conflict sensitivity planning tools and
help local governments to mainstream them in their regular development
planning.

- Support to develop a comprehensive capacity building programmes and
strategies through consultations with various partners; - Contribute to the design and implement capacity building programmes
to strengthen the skills and knowledge of key partners in peace and
security on techniques of mediation & negotiation skills, and conflict
sensitive development for sustainable peace and social cohesion; - Jointly with the IEG team, support the implementation of
comprehensive synergistic capacity building programmes as to enhance the
skills and knowledge of key peace and security stakeholders; - Contribute to the preparation of evaluation questionnaires and
evaluate various training programmes undertaken and give feedback to the
UNDP COs in areas of improvement; - Support the Programme Manager in setting up technical criteria for
appraisal and evaluation of capacity building and conflict prevention
programmes; - Contribute to the effective implementation of policy or capacity
building recommendations from Stakeholders and Audit reviews; - Support the preparation of technical briefs & perform analytical
work on area of expertise for UNDP senior management. - Assist in the preparation of grant reports and applications;
- Provide back-up support to other professionals in the team during
periods of absence from the office. - Contribute to the preparation of relevant capacity building
reports and documentation of
lessons and best practices, concept notes and background documents for
training programmes to ensure effective implementation of the various
capacity building programmes.

- Support the technical advice and advocate for conflict sensitive and
capacity development approaches to inform programming; - With focus on the project activities of the peace and security team,
particularly those relating to addressing vulnerability, social cohesion,

project teams to resolve challenges to delivery that arise; - Contribute to policy and substantive guidance to the programme teams

delivery of project activities; - Assist with substantive contribution and quality control for regular
and ad-hoc programme communications and reporting.; - Contribute to actively codify, share, and disseminate knowledge,
including best practices and lessons learned, accumulated through the
programme implementation; - Support representation of the Progrmame in meetings and conferences
to which the Project is invited to attend; - Support strategic documentation of PSSR successes and lessons;
- Provide support to ensure that the Programme systematically builds
capacities of implementing partners and other national partners so that
they can independently take initiatives for national dialogues and
reforms; - Contribute to the initiation and/ or participate in UNDP knowledge
and learning events and take advantage of best practices and lessons to
position UNDP as the Thought Leader in the area of peace and security.
Qualifications, Skills and Experience:
- The ideal applicant for the United Nations UNDP Programme Officer –
Peace and Security job placement should hold a master’s degree or
equivalent in one of the following, or related, fields: Master’s degree in
Conflict Prevention and Peace Building, International Development,
Political Science, Sociology, International Relations, Law, Public
Administration or a related area. - Five years of work experience which must combine policy, advisory
and advocacy engagement with senior levels of government, United Nations
or government, and design, formulation and delivery of international
development assistance. - Proven experience in peace and security Peace and security sector,
in particular in civilian peacebuilding, conflict prevention and
resolution including capacity-building, monitoring dialogue and
information exchange, and preferably in at least two of the following
areas: (1) conflict early warning/early response, (2) security sector
reform (SSR); (3) transnational organized crime; (4) mediation,
confidence-building and assisting peace processes through National peace
infrastructures; (5) women, peace and security (UNSC RES 1325 and
follow-up resolutions) in a governmental, multilateral or civil society
organization. - A proven track record in designing and managing politically
sensitive projects involving national political actors. - Experience in or understanding and managing projects/programmes with
multiple donor partners; - Knowledge of and experience of East Africa/ horn of Africa or Uganda
context will be an advantage; - Experience in mainstreaming gender equality, conflict sensitivity
and human rights in designing and implementing related projects including
monitoring and reporting on these cross-cutting themes and SDGs; - Experience managing election related conflict, mediation and or a
national dialogue processes will be distinct advantage. - Knowledge of E systems for conflict prevention and management.
- Experience in the usage of computers and office software packages,
(MS Word, Excel, etc.)
