Job Summary: The Programme Policy Officer (Assistance
Delivery Mechanism) will contribute to the design, planning, implementation,
monitoring and evaluation of the strategic direction of digital delivery
mechanism and systems including BIAM, SCOPE CODA and supporting scale up of the
cash transfer mechanism.

Key Duties and Responsibilities:
- Technically support the modelling of cash transfer mechanism and
deployment of SCOPE CODA under the Karamoja Nutrition Programme in the
MCHN programme; - Coordinate with WFP internal delivery mechanism for cash
progragramming and work closely with CBT and AME units to develop an
integrated delivery mechanism of programmes; - Support the next phase of BIAM design, delivery and implementation
for government and other development partners; - Support and participate in the Cash Technical Working Group and
other relevant delivery fora to support the harmonisation of social
transfers with humanitarian cash delivery systems; - Engage and collaborate with government safety nets programmes to
technically support the delivery of social assistance programmes in an
efficient and transparent assistance delivery mechanism; - Provide technical input for scalability of the national social
protection systems and platforms such as Social Assistance Grant
Empowerment (SAGE); - Support the technical rollout and expansion of the community
registration and the deployment of Assistance Delivery Mechanism tools to
the various WFP and partner programmes; - Support the design phase of the continuous registration in the
country; - In consultation with Area and Field offices, support the development
of a communication strategy and materials for the BIAM engagement delivery
strategy; - Support the appraisal of various cash assistance delivery mechanisms
to suit specific programmes based on context and designto support proposal
development; - Support the development of a Risk Matrix for the selected assistance
delivery mechanism and collaboratively work with Field and Area offices on
mitigation measures for smooth implementation of the programmes; - Support the designing and implementation of appropriate continuous
process monitoring tools to ensure compliancy to WFP’s policies and
procedures; - In consultation with the Regional Bureau and Headquarters teams,
propose appropriate delivery mechanisms for the different stakeholders
such as Government and potential implementing partners; - Support as a central link between WFP, government and development
partners in coordinating delivery mechanism across the different
stakeholders.
Qualifications, Skills and Experience:
- The ideal candidate for the United Nations UN World Food Programme
(WFP) Programme Policy Officer (Assistance Delivery Mechanism) job
placement should hold an advanced
degree in any of the following areas obtained from a recognised education
institution: Business Management, Computer Science, Telecommunications
Engineering, Social Sciences or any related area; - At least five (5) years of post graduate professional experience in
design and implementation of humanitarian and development assistance
delivery mechanism at community and national level; - Knowledge of business analysis philosophies and methodologies;
- Awareness of technologies used in beneficiary transfer management in
humanitarian contexts; - Possession of a combination of specific skills in cash transfer
delivery, ratio analysis for cash and food, community registration and
linkage with government priorities, integrated model programming - Has gained experience in implementing technical programs (i.e.
nutrition, etc.). - Has implemented programmes and provided input into designing
operations. - Has provided input into policy discussions and decisions.
Competencies:
- Programme Lifecycle & Food Assistance: Demonstrates ability to identify key
variables and contextual factors that affect food assistance problems and
programmes throughout the lifecycle to inform quality programme design or
re-design. - Transfer Modalities (Food, Cash, Voucher): Demonstrates ability to analyse and
consolidate quantitative and qualitative information from different
sources (e.g., market studies) to inform transfer modality selection and
programme development. - Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.): Demonstrates the ability to interpret
basic data in the context of WFP specialised fields to contribute to
technical programme design, implementation and monitoring. - Emergency Programming: Displays capacity to provide inputs into the development,
implementation and realignment of high quality emergency programmes. - Strategic Policy Engagement w/ Government: Develops thorough recommendations using
multiple inputs (e.g., government counsel, research, own experience) to
strengthen national or subnational entities and government owned food and
nutrition security programmes.
