IMPORTANT: Under the JPO programme framework, the following position is open only to nationals of Norway.

 

Job Summary:   Reporting to the Humanitarian Specialist, the Gender in Humanitarian Action Analyst contributes to the effective management of UN Women programmes in Uganda by providing substantive inputs to programme design, formulation, implementation, and evaluation while also providing technical support to the Comprehensive Refugee Response Framework (CRRF) secretariat in Uganda on gender mainstreaming the CRRF and the refugee response in Uganda. As part of this support to the CRRF the Programme Analyst works in close collaboration with CRRF Director based in the OPM in Uganda and aligns their workplan to the CRRF roadmap. The Programme Analyst will also work closely with the UN Women Uganda programme and operations team, UN Women HQ personnel, Government officials, multi and bi-lateral donors and civil society ensuring successful implementation of the UN Women programme .

 

Key Duties and Responsibilities:

Content and methodology of supervision:

  • Establishment of a Work Plan: During the first month of the assignment, the Junior Professional Officer (JPO) will work jointly with the direct supervisor to finalize an agreed upon work plan. The final work plan will be discussed and mutually agreed to by the JPO and supervisor.

Evaluation:

  • The Performance Management and Development (PMD) tool will serve as a primary platform to evaluate of the JPO’s performance.
  • Training components:
  • Participation in a UN Women Induction Course in New York or remotely if applicable.
  • UN Women mandatory online training courses.
  • Access to online training and learning resources of the Learning Management System to develop management skills as well as knowledge in specific technical areas in line with the individual learning plan developed annually with the supervisor.
  • Use of yearly JPO duty-related travel and training allocation (DTTA), as per the online DTTA guide.

Learning components:

  • On completion of the assignment, the JPO will have/be able to manage a largescale long term emergency programme, implement Results Based Management (RBM) skills, facilitate trainings, have advanced knowledge on the policies and programmes on gender in humanitarian action and be able to liaise with a range of stakeholders in a large complex emergency setting.

Functions

  • Provide substantive inputs to advocacy, knowledge building and communication efforts on gender mainstreaming in the CRRF:
  • Develop background documents, briefs and presentations related to Gender in Humanitarian Action in CRRF.
  • Follow up on implementation of UN Common Pledge, including liaising with contributing agencies on their pledge components.
  • Coordinate and organize advocacy campaigns, events, trainings, workshops, and knowledge products for CRRF.
  • Coordinate the development of CRRF Gender knowledge management methodologies, and products on Gender in Humanitarian Action.
  • Provide technical assistance and capacity development to the mainstreaming of gender in the CRRF Secretariat in Uganda:
  • Coordinate and provide technical support in the development and implementation of CRRF programme activities and policies, including GEWE considerations on the Self-Reliance Measurement Framework.
  • Maintain relationships with CRRF national partners to support implementation and expansion of the Gender in Humanitarian Action programmes across all actors in the refugee response.
  • Support preparation of needs assessments including analysis, presentation and follow up on findings and recommendations.
  • Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to CRRF and relevant partners, as needed.
  • Provide substantive technical support to the implementation and management of the Gender in Humanitarian Action programmes:
  • Provide technical inputs to the design and formulation of programme/ project proposals and initiatives.
  • Support the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners.
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports.
  • Train partners on Results Based Management and monitor implementation.
  • Provide substantive inputs to building partnerships and resource mobilization strategies:
  • Provide substantive inputs to resource mobilization strategies; compile, analyze and maintain gender information and databases.
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.
  • Participate in donor meetings and public information events, as delegated.

 

Key Performance Indicators

  • Timely and quality technical assistance to UN Women and CRRF policies and programme development.
  • Timely and quality implementation of UN Women Programme/Portfolio/ activities against set workplans, timelines, and budgets, in line with the Strategic Note.
  • Quality and timely inputs to reporting.
  • Strong relations with UN Women and CRRF partners and stakeholders.
  • Enhanced best practices and lessons learned documented and circulated on gender in the CRRF in Uganda.





Qualifications, Skills and Experience:

Education and certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field is required. (MA + minimum 2 years of relevant paid experience).
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree (BA + minimum 4 years of relevant paid experience).
  • A project/programme management certification would be an added advantage.

Experience:   

  • The work experience needs to be relevant and paid. It needs to be progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building.
  • Experience in the promoting the mainstreaming of gender equality and women’s empowerment in refugee response, disaster contexts and emergency situations.
  • Experience coordinating and liaising with government agencies is an asset.
  • Experience of working on gender and humanitarian programming and IASC/GiHA training an asset.

Language Requirements:    

Fluency in English is required.
