The Petroleum
Authority of Uganda (PAU) is a statutory body established under Section 9 of
the Petroleum (Exploration, Development and Production) Act 2013, and in line
with the National Oil and Gas Policy for Uganda which was approved in 2008. The
PAU’s mandate is to monitor and regulate the exploration, development and
production, together with the refining, gas conversion, transportation and
storage of petroleum in Uganda. This includes ensuring that petroleum
operations in Uganda are carried out in accordance with the relevant laws,
regulations, guidelines, statutes and in line with international best practice
for the petroleum industry.

Job Summary: The Upstream Cost Monitoring Officer will
report to the Senior Upstream Cost Monitoring Officer and is responsible for
monitoring and regulation of operations in the upstream petroleum value chain.

Key Duties and Responsibilities:
- Ensure cost efficient upstream operations.
- Contribute to the planning, budgeting and reporting on the
activities of the Cost Monitoring Department. - Responsible for evaluating and advising on the day today contractor
requests related to contracting, budgets and expenditure as regards to
upstream operations. - Monitor compliance by upstream licensees in cost management.
- Monitoring and evaluate costs of upstream field operations.
- Participate in the evaluation of draft management letters and
participate in the exit meetings over cost recovery audits by the Office
of the Auditor General and other relevant institutions. - Review and advise on budgets for upstream projects and support the
same in the midstream. - Support the process of ascertaining the cost of oil or gas due to
licensees. - Ensure that cost control databases are put in place to control costs
and are always up to date, the cost estimation tools are being used to
generate comparative costs and that approved budgets are always
benchmarked. - Prepare, document, review and submit periodic progress reports to
relevant internal and external stakeholders. - Perform any other duties as may be assigned from time to time.
Qualifications, Skills and Experience:
- The applicant for the Petroleum Authority of Uganda (PAU) Upstream
Cost Monitoring Officer job placement must hold an honor’s bachelor’s
degree in Engineering, Geosciences, Statistics, Mathematics, Accounting,
Physical Sciences or related disciplines from an internationally
recognized University/ Institution. - At least three years of working experience in project cost control,
estimation, forecasting or commercial management of engineering,
procurement and construction works preferably in the Oil and Gas Sector. - Demonstrated experience in working in a team in an
organization/business unit/project with diverse professionals. - A professional/advanced qualification in Finance/Accounting,
Audit/Compliance/Risk, Cost Engineering/Management, Project Management. - Membership to an internationally recognized professional body.
- A qualification in the oil and gas sector from an internationally
recognized institution. - Good knowledge of the policies, laws, regulations and guidelines
regarding cost monitoring of the Oil and Gas Sector in Uganda. - Innovative and with a proven high level of integrity.
- Ability to work independently and in a team.
- Proven track record of outstanding performance.
- Excellent interpersonal and communication skills.
- Excellent analytical and problem-solving skills.
