Background

It’s crucial to recognize that Least Developed Countries (LDCs), including Uganda, face disproportionate vulnerabilities to the impacts of climate change. Their limited financial resources and technological capabilities exacerbate their susceptibility to climate-related challenges. Acknowledging this reality, Uganda has undertaken significant policy and structural reforms to align itself with the ambitious targets set forth in its updated NDC. The GoU’s objective in its climate policy documents is to increase availability and promote access to finance for climate-resilience, low-carbon investments, and climate impacts recovery. The urgency to mobilize these funds is underscored by the current fiscal reality of the country which is shifting the focus to creating fiscal space for priority social spending, preserving debt sustainability, strengthening governance, and enhancing the monetary and financial sector frameworks.

 

An Environment and Climate Change development partners group – ECC DPG is one of the several subgroups of the Local Development Partner Group (LDPG). It aims to coordinate on matters related to climate change and environment. There is, further to this group, a subgroup of the ECC DPG that is focused on coordinating climate finance support and engagement of development partners. The ECC DPG meets monthly, led by two donor co-chairs to cover issues related climate and environment. In addition. The climate finance working group (CFWG) also meets on a regular basis and is currently led by FCDO.

 

Job Summary:   This advertisement is for a short-term consultancy with the World Bank. Only candidates who are already be based in Kampala will be considered for this consultancy. This scope of work is for a consultancy focused on assisting with effective climate finance coordination via the platform of the ECC-DPG subgroup of Climate Finance

 

Key Duties and Responsibilities:

The main activities/outputs of this consultancy, for a climate finance coordinator, are divided into the following tasks

Support DP coordination

  • Support DP coordination (among DPs and with GoU) to help provide strategic and effective support to GoU to mobilize resources to address their climate financing gap and ensure the financing contributes to generating global public goods that provide local benefits and positively contributes to economic growth.
  • The climate finance coordinator will report to World Bank and the LDPG secretariat (via the World Bank), and closely liaise with the climate finance team working on various climate change TAs for GoU.
  • The coordinator will be to carry out the function via the following tasks and any other actions that are agreed upon:
  • streamline coordination among government agencies with multilateral and bilateral partners engaged in climate action in Uganda. More specifically, the coordinator will:
  • Coordinate and facilitate, at a minimum, bimonthly (once every two months) hydrid or virtual meetings among DPs involved in climate finance activities to share recent developments in activities that each DP is supporting.
  • Coordinate and facilitate, at a minimum, three hybrid or virtual meetings per year between key stakeholders in government (identified in coordination with CFU) and DPs on the specific aspects of climate finance. The aim of the meetings would be to share recent developments, progress and augment coordination between GoU DPs. For the meeting the coordinator will also prepare a brief summary of progress against development of a national climate finance vehicle and resource mobilization to the development partners.
  • Coordinate and facilitate additional meetings based on clear and agreed demand from among the parties.
  • Prepare a brief presentation that the World bank can make to report on progress against the national climate finance vehicle and climate finance resource mobilization to the wider development partners group.
  • provide the secretariat to the climate finance sub-group of the ECC-DPG. More specifically:
  • Issue invitations for the meetings
  • Circulate the agreed details and agenda of the meeting ahead of time
  • Prepare relevant presentations including presentations for the LDPG
  • Circulate within no more than 5 days the minutes of the meeting and any other relevant material

Assist the Climate Finance Unit with the identification of funding opportunities for climate-related initiatives, projects, and programmes. This will involve

  • Engaging actively with CFU and the finalized national climate finance strategy map out the different funding requirements (this work may be able to draw on the analysis being done by DPs on climate finance flows)
  • Map development partner financed activities that are oriented towards climate action and map these against the financing requirements identified in the national climate finance strategy. As part of the mapping process, the coordinator will review necessary documents to: (i) differentiate between adaptation and mitigation related activities, (ii) alignment with specific activities in the NDC (starting with NDC 2.0 and eventually the approved NDC 3.0), and (iii) determine how much financing under each activity is committed to capital investments, technical assistance, capacity building and other key intervention categories that are agreed to with CFU and the DPs.
  • Conduct regular check ins with development partners on opportunities through their programs to receive support for climate finance
  • Engage, through the collection of information on opportunities for climate finance and opportunities for financing from development partners, in (i) ensuring that the national climate finance vehicle taps into these opportunities and (ii) informing, where relevant, the development associated with the Resource Enhancement and Accountability Programme to also ensure complementarity among these efforts.
  • Identify thematic areas with gaps and identify project concepts to be developed for mobilizing funding for gaps in implementing climate change related activities for mitigation and adaptation/ resilience. Support CFU (and associated government agencies) to receive support in developing the associated concept notes.
  • Assist with the identification of and support for building the institutional capacity across key areas related to climate change within government and how the CC DPG could support the capacity building. This will involve:
  • Mapping the institutional capacity needs
  • Identify the different sources of support for the capacity needs
  • Identify the gaps and have regular discussions with the DPG to identify opportunities for fulfilling the capacity needs.
  • Support the CFU to provide regular updates to the CC DPG subgroup on the status of the establishment of the dedicate climate financing vehicle (DCFV) and to think through how the ongoing support from DPs could contribute to the finalization of the DCFV.
  • Any other task jointly agreed between the consultant and the World Bank task team leader.

 

The specific outputs associated with this consultancy include:

  • Regular newsletter that captures some of the main developments from the discussions based on agreement with the development partners from whom information will be shared
  • Contributions to talking points, briefs, etc.
  • Consolidating relevant information from the Government of Uganda regarding their climate action and climate finance agenda
  • Other outputs agreed with World Bank following discussions with the ECC DPG members of the climate finance subgroup.




Qualifications, Skills and Experience:

  • Advanced degree in environmental science, climate change, climate / environmental economics, climate finance, or related field and at least 5-10 years of relevant professional experience.
  • Prior experience in effectively working on donor engagement and coordination;
  • Prior experience in effectively serving as a liaison and coordinator;
  • Prior experience in effectively engaging with government (multiple agencies, departments and ministries);
  • Excellent writing and communication skills in English.;
  • Excellent analytical and problem-solving skills and strong ability to diagnose problems and propose solutions.;
  • Strong planning and organizational skills and ability to work independently and handle multiple tasks under tight deadlines.;
  • Strong interpersonal and client orientation skills and ability to work effectively with internal/external partners and promote collaboration in a multi-cultural environment.;
  • Experience working in or with donors/development agencies is desirable.;
  • Ability to use own computer and phone for this task;
  • Language Skills: English,
