Job Summary: The CSO Capacity Strengthening Officer is responsible for overseeing all partner capacity strengthening activities under the EMPOWHER project which will be implemented in Koboko and Maracha districts. S/he shall also be responsible for implementing the partner capacity strengthening plans, including giving technical oversight on the capacity strengthening process of partners (CSO strengthening) and mentoring them. The job holder will review the partnership approach proposed in the EMPOWHER project document and with reference to Plan International Uganda and Plan International policies, frameworks, guidelines and templates ensure that partner capacity enhancement happens in adherence with Plan Global Standards on Strengthening Better Partnerships (BBP) and implementing the project goals. He/she will ensure that it is systematic and with long term impact.
The job holder will facilitate and coordinate all Partner trainings and capacity strengthening aspects of the project and consult the Partnerships Manager for guidance and support. The CSO Capacity Strengthening Officer will ensure capacity development interventions are being progressively applied by all partners in the project.
ROLE DIMENSIONS:
The CSO Capacity Strengthening Officer fulfils a critical role in ensuring Local and grassroots CSOs working in SRHR in Koboko and Maracha districts have increased capacities and agency to contribute to the prevention of unintended adolescent pregnancies and support to adolescent parents.
The CSO Capacity Strengthening Officer provides EMPOWHER Project with technical expertise in partner capacity strengthening; identifying their capacity needs; directly coordinating capacity strengthening interventions for partners, and monitoring, mentoring and evaluating their performance in relation to the capacity interventions conducted.
Key Duties and Responsibilities:
KRA 1: Partnership Management
- Provide administrative support to Project Partners on boarding process for the effective implementation of the project and Financial Support for the Third Parties (FSTP)
- Support partners to develop detailed workplans and budgets for EMPOWHER partners’ capacity strengthening activities in line with the Plan International Uganda’s guidelines, description of Action and INTPA requirements for FSTP modality.
- Lead in conducting Partner due diligence and capacity assessments activities and providing all the necessary administrative support
- Lead in the formulation of capacity strengthening plans for partners based on the capacity assessments and project objectives.
- Take lead in onboarding of project partners (recipients of FSTP) onto the EMPOWHER project and their overall management.
- Circulate the relevant Plan partnership management documents to support the smooth running of the partnership including guidelines on non-negotiable areas like safeguards, fraud, gender equality and gender transformative programming, SRHR position paper etc.
- Take lead in identifying and documenting emerging change stories from the partnership.
- Working closely with the Project Manager and the Partnerships Manager, support in organising partner induction, coaching and training.
- Provide on-the-job coaching to the CSOs and support to the Project Team in overseeing the implementation of CSOs led activities
- Ensure partners have access to capacity development resources appropriate to their skill gaps/needs and link them to capacity strengthening exposures outside Plan International Uganda.
- Execute any interventional measures needed to ensure partners are on track with implementation of their projects
KRA 2: Communicating for Influence
- Work closely with the Partnership Manager to identify best practice in managing partnerships with different types of partners, at different stages of organisational development, to drive forward the country strategy objectives on partnership.
- Support the Programme Area with the dissemination of communication protocols from the project donor and Plan International to the implementing partners and holding them accountable.
- Gather and share case studies, write up success stories and profile the impact of partnerships on the project.
- Promote knowledge sharing and a learning culture among the partners, different stakeholders and Plan International Uganda staff involved in the implementation of the project.
KRA 3: Ensuring Impactful Implementation
- Provide support towards the implementation of EMPOWHER project, ensuring that the desired results, and final impact, are achieved on time and to standard
- In collaboration with colleagues, work with implementing partners to assist them in implementing their projects according to the project plan
- Support colleagues in logistical and administration work related to projects and collection of project data that will result in accurate budgeting and resource utilisation for each project
- Support and monitor partners participating in the execution of the project according to the project plan, ensuring that all activities are carried out on time, scope and budget; provide timely justification for any changes or modifications required
- Work closely with the Partnerships Manager, Project Manager, Technical Advisors and other Technical Resource Persons in Plan to develop and review appropriate capacity strengthening materials, guidance and procedures for partner capacity strengthening and constantly use the PIU Partners’ Capacity Strengthening Framework as a key reference document.
- Participate in developing and reviewing partner plans and proactively participate in quarterly programmatic review for partners
- Liaising with key stakeholders including partners, participate in the development of the project transitional and sustainability plan
- Support in linking EMPOWHER project Partners to key stakeholders and community structures for effective implementation and ownership of project activities
- Prepare activity and training reports for review by the M&E Officer and submission to the Project Manager
- Collaborating with the M&E Officer, and the Partnerships Manager, maintain clear records and data on all partner capacity strengthening sessions.
KRA 4: Risk, Compliance & Accountability
- Support partners in identification and management of risks, in particular those associated with procurement, finances, safeguarding, and staff health, safety and security as per Plan International Uganda and EU guidelines and requirements:
- Mobilise project partners to participate in Plan’s Annual Partnerships Survey and promote learning for Plan through the process and feedback
- Assist the project team in complying with the risk management framework relating to PIU’s projects Participate in and cooperate with audits, including maintaining and updating the audit tracker
- Support project stakeholders conduct quarterly project monitoring and support supervision visits and meetings.
- Implement the policies and Plan International’s Code of Conduct (CoC) to all areas of work, and concerns promptly reported and managed in accordance with the appropriate procedures
KRA 5: Safeguarding, Gender Equality & Inclusion
- Ensure that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
Qualifications, Skills and Experience:
- A degree in Social Science, Social Work, Communication or any other related field. Additional training at post-graduate level in Public Relations is of added advantage
- Experience in strengthening capacities of beginner and intermediary level organisations and designing capacity strengthening approaches and knowledge of how to deliver the capacity strengthening in different elements of organisational growth
- Experience in policy and advocacy issues for the young people and knowledge of coalitions and networks on gender/SRH is also an added advantage
- At least 5 years’ post graduate experience in working with different partners.

Critical Business Management Competencies
- Ability to work with partners to identify priority growth areas within the organization and develop goals based on results of assessments
- Ability to design and deliver trainings, provide on-the-job coaching or mentorship support and facilitate workshops to support partners` capacity development priorities
- Experience in developing or implementing partnership strategies, training manuals and tools for capacity strengthening of partners
- Excellent partnership management and team leadership skills.
- Good analytical skills as required to obtain and process information and numerical data from a range of sources and use the insights gained to inform decisions or communications.
- Good written and spoken communication skills, with an ability to effectively adjust content and presentation so as to connect with an audience.
- Ability to develop synergies and integration of different project and programs
Critical Technical Competencies
- Proven Capacity strengthening expertise in organizational development, including the ability to tailor and target support for different levels/sizes of Civil Society Organizations
- Appreciation of gender issues in Adolescent Sexual and Reproductive Health programming
- Desirable: Experience in networking with poor children and their families, local and international NGOs, local government partners, and local community-based organizations
