Job Summary: Under the BMM programme annual work plan, IOM Uganda will work in collaboration with the Ministry of Internal Affairs and Ministry of Health to develop Mental Health & Psycho-social support Guidelines tailored to Victims of Trafficking and migrants in vulnerable situations (BMM Programme) for service providers in Uganda. The developed manual will provide technical and operational guidance as well as standards for the provision of assistance to victims of trafficking but also to offer suggestions and advice necessary to effectively deliver a full range of case management support to victims of trafficking from the point of initial contact and screening up to the effective community returns and social reintegration of the potential cases concerned.
The proposed timeline for this assignment will be 60 working days starting on the day of contract signing.
Under the overall supervision of Head of Programmes and Policy Development and the Direct supervision of National programme Officer – Migrant Protection & Assistance
Key Duties and Responsibilities:
- Presentation/debrief of ToT manual development process to IOM after signing the contract.
- Interviews with key focal persons from Ministry of Health, IOM & Ministry of Internal Affairs for clarification on the expected outcomes.
- Review of existing training materials of relevance and in line with MoH guidelines.
- Draft a service providers’ guideline on MHPSS (inclusive of psychological first aid) for TiP/SoM interventions presented to IOM for feedback by end of the 30 working days.
- Develop Final version of manual for MHPSS for VoTs, including reference and bibliography by end of 60 days.
- Test 3 selected modules from the guidelines with MHPPS health care givers, shelter managers and counselors for fine-tuning of training manual and material (kind of dry run exercise) to gauge usability.
- 1 Validation meeting on the developed manual to key stakeholders for not more than 2 days with contract period.
- Provide 2 coaching sessions/training in the field to health care givers and counselors.
- Validation report and roll out plan to specified regions.
Qualifications, Skills and Experience:
Education
- Have a background in health, public health, or cross-cutting psychology profession.
Experience
- Possess 10 years minimum experience, technical knowledge and service provision in developing training materials on similar MHPSS related contexts for both state and non state actors proven by previous work done by the consultant.
- Highly experienced trainer and manual developer with a very good understanding in public health with a bias in Mental care and psycho-social support (MHPSS) interventions.
- Strong practical experience of conducting and delivering training.
- Solid experience in public health as well as mental health and psycho-social support interventions at both national and community level as well as Human Trafficking.
- Preferably: in-depth understanding and/or experience of working with migrants in vulnerable situations or Victims of Trafficking and smuggled migrants ((incl. victims of forced labour and sexual exploitation, adults, and children)
