About Organisation:
Uganda Electricity Generation Company Limited (UEGCL) is a Public Limited Liability Company incorporated in March 2001 under the Companies Act (Cap 110). the Laws of Uganda and in conformity with the Electricity Act, 1999. UEGCL started operation on 1st April 2001 and is wholly owned by the Government of the Republic of Uganda, with the head office located in Kampala. The mandate of UEGCL is to establish, acquire, maintain and operate electricity generation facilities as well as promote Research and Development in the Electricity generation sector while running the company on sound business principles.
Job Summary: Monitor and Maintain performance of civil engineering structures and related works in accordance with established Dam Safety management system.
Key Duties and Responsibilities:
- Work closely with the relevant Government agencies to ensure compliance to all dam safety requirements and where national standards are not adequate, adopt and implement approved best dam safety practices.
- Ensure that all dam safety records are clearly identified, created and properly managed. The records should include all available dam safety reports, record of recommendations from the reports, summary report of all important data, source of data and geotechnical parameters.
- Initiate, Plan, prioritize and manage all maintenance and repairs related to dams and any other civil structure.
- Ensure that flow control equipment is regularly maintained, inspected, tested and available for controlled release of flow downstream
- Ensure that adequate stock of spares for flow control equipment
- Ensure that all monitoring and surveillance activities for both Nalubaale and Kiira dams are planned, executed and documented.
- Perform first level analysis of all instrumentation date for both Nalubaale and Kiira dams
- Initiate, Plan and schedule periodic dam safety reviews for both Nalubaale and Kiira dams
- Update and maintain a data base of dam safety related incidents.
- Ensure implementation of the Emergency Preparedness Plan, including regular reviews, updating, testing and familiarization of related emergency plans from other stakeholders who might be affected by Hydropower power dam Operations
- Compile and update monthly reports on dam safety and maintenance of civil structures.
- Develop, update and maintain a dam safety risk register.
- Develop and ensure the implementation of effective maintenance strategies for all other civil structure like, powerhouses and administration buildings.
- Review, analyse and recommend to your supervisor/management collations, summaries and presentations of data collected from dam safety field instrumentation analysis in the area of but not limited to stability, seepage, movement (sliding, rotation, tilting etc), settlement, structural strength, response to change in seasonal changes and resilience to other natural or manmade phenomena of all hydraulic structures.
- Participate in inspection of General safety inspections conducted by other relevant authorities as may be established by statutory bodies and/or experts hired by UEGCL
- Develop and implement proper storage, calibration and Management of all instrumentation used for monitoring readings,
- Develop and implement corrective measures for identified defects during inspections
- Develop and ensure implementation of strategies of identifying and combating concrete quality problems such as Alkali Aggregate Reaction (AAR) in existing hydropower structures.
- Develop budgets for modifications, spares and all dam maintenance related activities.
- Develop and ensure implementation of the public safety management plans for the safety of the communities that host the hydropower dams
- Ensure and Maintain UEGCL’s quality, safety and environmental standards in all works under your supervision and in absence of such standards, you shall adopt best industrial practices.
- Ensure effective project execution from development to implementation.
- Liaise with other technical specialties including electrical, mechanical and business support disciplines to ensure timely achievement of the company’s objectives.
- Manage contractors and sub-consultants the company may place under your supervision.
- May assist in training and mentoring company staff and other personnel as assigned to you by the line supervisor/management
Qualifications, Skills and Experience:
A strong academic background supported with:
- A minimum of an upper second Bachelor’s degree in Engineering (Civil, Hydropower or other related) from a recognized university
- Must be a registered Engineer
- A master’s degree in hydropower, water resources, geotechnical or related Masters
Related Job Experience: The Experience required to perform this job.
- At least 6 years relevant experience in hydraulic structure engineering, geotechnical engineering of dams, dam safety monitoring and supervision for large hydro power plants with demonstrated ability to read and interpret construction drawings, management of teams and compliance in a regulated environment.
Additional Skills/Competences: In addition to the experience and educational requirements listed above
- Good working knowledge of civil engineering principles, standards and regulations applicable to hydraulic structures and hydropower plants.
- Excellent computer literacy skills.
