About US:

The GROW Project is a joint initiative of the Government of Uganda, supported by a grant from the World Bank, to enhance entrepreneurial services for women entrepreneurs in host and refugee communities. Implemented by the Ministry of Gender, Labor, and Social Development (MGLSD) and  PSFU, the project aims to promote women-led enterprises through targeted interventions.

 

Job Summary:   The Procurement Specialist will oversee all procurement activities related to the GROW project to ensure the timely acquisition of goods, works, and services in line with the approved procurement plan.

 

Key Duties and Responsibilities:

  • Develop and update annual procurement plans and provide monthly status updates.
  • Maintain a contracts register and acceptable record-keeping system.
  • Regularly update procurement documentation in the World Bank’s STEP system.
  • Timely submission of procurement documents to the Contracts Committee and the World Bank.
  • Prepare procurement performance reports and identify bottlenecks.

 

Scope of Work

The Procurement Specialist will be responsible for:

Procurement Planning and Management

  • Develop, review, and monitor the project’s procurement plan in line with World Bank guidelines.
  • Prepare bidding documents for goods, works, and services.
  • Ensure adherence to the procurement procedures outlined in the Project Implementation Manual.

Procurement Process Execution

  • Lead the bidding and selection process, including organizing pre-bid meetings, receiving bids, and participating in evaluations.
  • Prepare draft contracts and submit them to the Contracts Committee and IDA for review.
  • Coordinate contract negotiations and ensure timely contract signing.
  • Publish procurement notices and ensure terms of reference/technical specifications are obtained promptly.
  • Liaise with the World Bank to obtain clearance/No-objections as required.

Monitoring and Reporting

  • Prepare quarterly procurement progress reports highlighting challenges and progress.
  • Track contracts and address procurement challenges promptly.
  • Facilitate post-procurement reviews and implement recommendations.

Records and Documentation

  • Maintain a comprehensive procurement filing system to facilitate audits.
  • Ensure procurement records are accurate, complete, and easily retrievable.





Qualifications, Skills and Experience:

  • Bachelor’s Degree in Procurement, Business Administration, Economics, Engineering, Commerce, or related fields.
  • Master’s Degree in Procurement, Economics, Business Administration, Project Planning and Management, or a related discipline.
  • Professional qualifications in procurement/supply chain management (e.g., CIPS) from a recognized institute.

Experience

  • At least 8 years’ experience in public sector procurement, with 3 years in World Bank or Multilateral Development Bank-funded projects.
  • Proven expertise in managing high-value contracts and working with multidisciplinary teams.
  • Familiarity with PPDA procurement rules and procedures.

  • High levels of professional ethics, transparency, and integrity.
  • Strong interpersonal, organizational, and communication skills.
  • Leadership, coaching, and mentoring abilities.
  • Proficiency in planning, managing teams, and meeting tight deadlines.
