Job Summary:   The Private Sector Engagement (PSE) Officers will provide support to the Private Sector Engagement Manager in advancing collaboration with districts and KCCA as they work with private healthcare providers and strengthening the quality of healthcare services for MNCH, FP/RH, Malaria, Global Health Security and Nutrition within the Greater Kampala Metropolitan Area (KMA). The officer will assist in implementing quality assurance, accreditation, quality improvement initiatives, and the adoption of high-impact practices (HIPs) in primary healthcare.

 

Key Duties and Responsibilities:

Partnership Development & Stakeholder Engagement

  • Assist districts in fostering strong relationships and collaboration with the private health sector.
  • Support districts to plan meetings and events with facilities, partners including networks and forums to support PSE and promote involvement of key stakeholders to enhance collaboration and innovation in the target districts.
  • Assist districts to mentor and functionalize the Public Private Partnerships in Health (PPPH) desks.
  • Map and build relations / collaborations with private sector health and non-health partners.
  • Assist in Functionalizing Private Health Facility Accreditation Standards and QA Systems
  • Support districts to operationalize accreditation standards and quality assurance (QA) systems for private health facilities.
  • Assist in monitoring and documenting facility performance against accreditation standards.
  • Support Quality Improvement (QI) Initiatives and continuity of care
  • Assist private sector in implementing self-regulatory quality improvement system (SQIS)+ and QI initiatives in private health facilities in collaboration with district health teams.
  • Support districts to functionalize linkages between central (hub) facilities and peripheral (spoke) facilities for QI.
  • Assist districts in functionalizing the referral systems within Greater Kampala Metropolitan Area to ensure efficient and timely patient transfers for quality care.
  • Support Adoption of Integrated service delivery and High-Impact Practices (HIPs) in Primary Health Care
  • Assist private healthcare providers in implementing and optimizing integrated service delivery and HIPs as per MoH strategies.
  • Provide technical support for capacity building efforts aimed at increasing the adoption of integrated service delivery and HIPs in private facilities.
  • Support the Implementation and Scaling of Innovations
  • Assist in piloting and scaling healthcare delivery innovations within the private sector.
  • Provide support in evaluating the impact of these innovations and identifying opportunities for broader implementation.
  • Promote Sustainable and Equitable Business Models
  • Assist in promoting the adoption of business models that enhance the financial sustainability of private healthcare services.

Knowledge Management and Adaptive Learning

  • Document lessons learned, success stories, and best practices from private sector engagement activities.
  • Contribute to knowledge-sharing initiatives to inform decision-making and improve program implementation.





Qualifications, Skills and Experience:

  • Degree in nursing / midwifery, clinical medicine or a related field.
  • At least 5 years of experience in private sector engagement, health systems strengthening, or project support within a healthcare setting.
  • Basic understanding of public health systems, accreditation, quality assurance, and healthcare service delivery models.
  • Experience working with private healthcare providers or government health agencies is an advantage.
  • Strong organizational and communication skills, with the ability to manage multiple tasks and deadlines.
  • Ability to work collaboratively with team members and external stakeholders.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint).
