About US:

The Petroleum Authority of Uganda (PAU) is a statutory body established under Section 9 of the Petroleum (Exploration, Development and Production Act 2013, and in line with the National Oil and Gas Policy for Uganda which was approved in 2008. The PAU’s mandate is to monitor and regulate the exploration, development and production, together with the refining, gas conversion, transportation and storage of petroleum in Uganda. This includes ensuring that petroleum operations in Uganda are carried out in accordance with the relevant laws, regulations, guidelines, statutes and in line with international best practice for the petroleum industry.

 

Job Summary:   To review, assess, and support the approval of the design, engineering, and operation of the proposed process systems submitted by licensees to ensure compliance with Part VII and Part VIII of the Upstream General Regulations 2016

 

Key Duties and Responsibilities:

  • Aid in the evaluation of process safety requirements and advise on process risks. The proposed process systems operate under strict performance conditions wherein an upset may result in a fatality, loss in production and cost variations. The support provided in the evaluation ensures that inherently safe considerations are undertaken when covering the design envelope.
  • Assists in the review of licensee work programs and budgets relating to production systems, processes, and operations to ensure technical and cost efficiency. The expected outcomes of the review are comments to be communicated to the licensee on the technical proposals such as areas of concern, value engineering addition, noncompliance, or commendations among others.
  • Assists in the review of process aspects of Field Development Plans, Reservoir Management Plans, Detailed Engineering, and any other technical proposals concerning processing of petroleum
  • Maintaining a database on aspects relating to process equipment and real-time production data submitted by the licensee per regulation 145 of the Upstream General Regulations 2016.
  • Partake in field monitoring and reporting on the installation, commissioning, operation, and maintenance of processing systems to ensure compliance with Ugandan legal framework, standards, procedures, international practice, and industry codes
  • Support the review of technical proposals submitted by production licensees on upstream processing systems and technologies to ensure their suitability and compliance. These include process engineering-related FEED deliverables, detailed engineering designs, study proposals, process simulation models, and 3D facilities models among others.
  • Utilize process simulation software to analyze and review process designs of the upstream processing facilities. The simulation works to define the flow assurance of the proposed pipelines, interactions of the processing facilities among the proposed battery limit pools, and the operability and maintainability of the systems among others.





Qualifications, Skills and Experience:

  • A Bachelor’s degree (Hons) in Engineering or Physical Sciences.

  • Ability to interpret and analyze process diagrams
  • Excellent interpersonal and communication skills

  • Excellent analytical/critical thinking skills
  • Proven record of outstanding performance.
