The Regional Service
Centre, as approved by the Member States, is owned, managed and staffed by the
regional missions it serves. This framework reinforces the existing missions’
chain of command structures and lines of authority in a manner that does not
create an additional layer between Headquarters and the regional missions. It
also ensures that staffing for RSC.

Job Summary: The Chief, Regional Field Technology Service
(FTS) at the Regional Service Center in Entebbe (RSCE) is in charge of the
Regional Field Technology Service located in Entebbe, Uganda. The incumbent is
responsible for the provision of regional coordination in the areas of
telecommunications and information technology and geospatial-related matters in
support of client missions. S/he reports directly to the Chief, Regional
Service Center Entebbe. The incumbent has also functional reporting
relationship to the Information and Communications Technology Division (ICTD)
at UN Headquarters.

responsible for the provision of regional coordination in the areas of
telecommunications and information technology and geospatial-related matters in
support of client missions. S/he reports directly to the Chief, Regional
Service Center Entebbe. The incumbent has also functional reporting
relationship to the Information and Communications Technology Division (ICTD)
at UN Headquarters.
Key Duties and Responsibilities: Within

responsible for the following:

- Conceptualizes and develops ICT strategy in concert with the
strategic objectives of the RSCE and ICTD; serves as the overall Regional
Coordinator for FTS with regards to the integrated regional FTS management
approach for the RSCE and client missions; - Plans, manages and oversees the activities of all ICT and geospatial
support operations; Coordinates with Regional Field Technology Service and
other field missions on matters related to CITS operations and support;
ensures that substantive work programmes and programmed activities are
carried out in a timely fashion by coordinating diverse projects in the
service. - Provides technical and policy advice to senior management and
regional coordinators on ICT systems and services in a changing business
environment; establishes priorities and strategic requirements in
consultation with senior management; Serves as the main liaison with the
commanders of former military contingents on tactical and non-tactical ICT
support for the client missions. - Plans and prepares the inputs for the work program of the service;
provides leadership, guidance, and mentoring for the senior staff, and
fosters teamwork and improved communications among all staff of the
service; - Collaborates, liaises and establishes partnerships with peer ICT
officials of other missions to develop standards, procedures, and
practices to ensure an integrated, regional approach for a more
cooperative and effective enabling ICT environment; - Takes the lead in the preparation of the RSCE’s ICT budget;
coordinates the generation of reports to the relevant United Nations HQ
finance and budget review bodies as required; - Ensures that the outputs produced by the Service maintain
high-quality standards; that reports are clear, objective and based on
comprehensive data. Ensures that all outputs produced by the Service under
his/her supervision meet required standards before completion to ensure
they comply with the relevant mandates; - Serves as the as the main liaison, and represents the service, with
its clients; negotiates and coordinates with relevant national authorities
with respect to ICT policy and related matters. - Manages the acquisition of goods and services; coordinates needs
assessments and the establishing of benchmarks as well as the preparation
of the scopes of work and requests for proposals, in coordination with the
procurement office to establish and manage contracts. - Ensures proper inventory control and asset management of ICT systems
and services in coordination with the mission’s Property and Inventory
Control Unit in RSCE. - Serves on various committees and review bodies within the mission as
required.
Qualifications, Skills and Experience:
- The ideal candidate for the United Nations Regional Service Centre
at Entebbe (RSCE) Chief Regional Field Technology Service (FTS) job
placement should hold an advanced university degree (Master’s degree or
equivalent) in Telecommunications, Information Systems and Technology or
related areas is required. A first-level university degree in combination
with an additional two (2) years qualifying experience may be accepted in
lieu of the advanced university degree. - A minimum of fifteen years of progressively responsible experience
in ICT, including the strategic planning and design of highly-complex ICT
networks and systems is required. Proven track record of managing and
delivering highly complex projects, and experience in integrating
large-scale IST and Telecommunications Systems is required. - At least five (5) years of experience in the UN common system field
operations, inclusive of Peacekeeping and Special Political Missions and
UN Agencies, Fund and Programmes, is desirable. - Previous experience in carrying out administrative functions of a
Section/Division which includes preparation of budget/cost estimates,
reporting on budget/programme performance, procurement of goods and
services along with contract management, and the recruitment of staff is
desirable. - Proven Service Management experience is desirable.
- Languages: fluency
in English (both oral and written) is required. Knowledge of another UN
official language is desirable.

dispersed locations, for large-scale regional and inter-mission projects

procedures; ability to provide specialized advice on a broad range of ICT
issues to the Senior Management of the Mission; ability to produce reports
and papers on technical issues and to review and edit the work of others;

in meeting commitments, observing deadlines and achieving results; is
motivated by professional rather than personal concerns; shows persistence

similar training programs is desirable: - ICTD Management Certification Program
