We work alongside people with disabilities and individuals experiencing extreme hardship, acting and bearing witness to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.
HI in Uganda is currently implementing development and humanitarian interventions in six sectors/thematic areas: Livelihood, Mental Health and Psychosocial Support (MHPSS), Physical and Functional Rehabilitation, Inclusive Education, Inclusive Health, and Inclusive Humanitarian Action (IHA) to improve access and quality of services to the most vulnerable people including persons with disabilities promoting a more inclusive and harmonious society.
About PROSPECT Project:
In response to key issues impacting sexual and reproductive health and rights (SRHR) in West Nile, Uganda for adolescents, young people, and women and in line with the priorities of the Embassy of the Kingdom of Netherlands (EKN), Humanity & Inclusion is working within a consortium called ‘Protecting Sexual Reproductive Health and Rights’ (PROSPECT SRHR) project (consortium name subject to changes) led by the International Rescue Committee (IRC). IRC together with its partners, a team of experienced, specialized consortium partners – Word Vision (WV), Reach A Hand Uganda (RAHU), and Humanity & Inclusion (HI), as well as strategic partner Open Capital Advisors (OCA) – have designed a holistic, evidence-based approach to tackle these issues, aiming to ultimately improve the SRHR and social wellbeing of 1,147,105 adolescents, young people, and women of a reproductive age by reducing preventable maternal deaths, teenage pregnancies, sexual and gender-based violence (SGBV), child marriage and new HIV infections in West Nile, Uganda. HI will be the Disability inclusion lead for the PROSPECT-SRHR consortium. Its activities will include mainstreaming disability in all consortium partners activities as well as conducting direct activities including training and mentoring of various stakeholders as well as supporting Organizations of Persons with Disabilities to play a meaningful role throughout the four years PROSPECT SRHR project.
Job Summary: The primary objective of the Capacity Building Technical Officer is to provide support, monitoring and evaluating training effectiveness, and ensuring the integration of best practices in project activities. The Capacity Building Officer will plan, design and conduct trainings for different types of stakeholders on issues related to disability inclusion in Health, SRHR, GBV and economic empowerment. The Capacity Building Officer also builds partnerships, advocates for inclusive SRHR services, and contributes to overall project management. The Capacity Building Officer will undertake activities primarily focused on preparation for trainings, mentoring and supervision plans and strengthening the capacities of the stakeholders and partners as well as beneficiaries through follow up support to operationalize the actions generated from the trainings.
Key Duties and Responsibilities:
Mission 1: Providing guidance and technical support to projects in accordance with the technical frameworks and general standards of his/her sectoral scope
- Provide appropriate technical guidance on disability inclusion and support to project teams, partners and other stakeholders.
- Ensure capacity building, mentoring and supervision activities are implemented in accordance with internal quality and technical standards and propose adjustments or improvements as necessary.
- Adapt project documentation as required, in accordance with global technical standards and norms. Contribute to the regular reporting of technical activities of its scope (collection and analysis of technical data collected) in conjunction with the project team and the MEAL team.
- Where appropriate, coordinate and collaborate with the project’s technical partners as delegated by the Specialist or Project Manager.
Mission 2: Providing project-based technical learning
- Ensure global and field technical specialists get the information they need and collaborate with technical divisions as needed.
- Collect the elements necessary for capitalization exercises or scientific documentation.
- Contribute to technical learning under the responsibility of the specialist or project manager, based on best practices.
- Responsible for the technical learning of projects based on lessons learned and good practices
- Adjust activities to audit recommendations as appropriate.
- Implement recommendations to improve the technical quality of projects.
- Ensure the technical quality and relevance of project activities implemented within their area of expertise; conduct self-evaluation of their project and participate in evaluation cycles under the supervision of the PM.
- Taking ownership of norms and standards anticipates and prepares for nexus adjustments.
- Propose research and study topics.
- Oversee data collection for research activities.
- Contribute to the terms of reference for evaluations.
Mission 3: Contributing to the animation of his/her sector
- Contribute to or lead the technical training required in his or her field.
- Contribute to the skills upgrading plan for professionals in its sector and may be a third-party assessor.
Mission 4: Contribute to ensure the technical influence of HI on its perimeter
- Contribute to the outreach of HI expertise: can represent HI technical expertise by delegation in relevant local, regional and international networks and with local partners.
- Where appropriate, coordinate and collaborate with the project’s technical partners as delegated by the Specialist or Project Manager.
- Relay and contribute to advocacy messages within its scope of work.
- Write new project content for the continuity or expansion of the project within its technical scope.
- Contribute to the writing of new proposals for new opportunities within its technical scope.
Mission 5: Emergency preparedness and response
- Contributes to the program’s emergency preparedness actions and, during an emergency, adapts his/her work modality to contribute to HI’s effective humanitarian response.
Mission 6: Provides guidance and technical support to stakeholders and project partners in accordance with the overall technical frameworks and standards concerning inclusive SRHR and inclusive education
- Understand Technical Frameworks and Standards: Review and become thoroughly familiar with the overall technical frameworks and standards concerning inclusive SRHR with a focus on youth friendly services, comprehensive sexual education, social norms, gender-based violence and economic empowerment.
- Attend relevant training and workshops to deepen understanding of these frameworks and standards.
- Stakeholder Engagement: Identify and map stakeholders and project partners involved in SRHR, GBV, Protection and Women Empowerment. Build relationships and maintain regular communication with stakeholders and partners. Determine their specific needs
- Training and Capacity Building: Liaise with the HI’s SRHR Specialist to organize and deliver training sessions and workshops for stakeholders and partners on Disability Inclusion, inclusive SRHR, Social Behaviour Changes, Gender Based Violence, advocacy and any others topics identified as a training needs during project implementation.
- Advocacy and Awareness: Advocate for the adoption of disability inclusive health and education, the meaningful participation of persons with disabilities and organizations of persons with disabilities and quality of care.
- Raise awareness about the importance of inclusive SRHR through presentations, publications, media and community events. Use the HI SBC framework to promote social behaviour change in regards to inclusive and youth friendly SRHR services.
- Support the local OPDs within their advocacy roles, ensure their meaningful participation throughout the whole consortium and engage them as cofacilitator.
- Ensure the respect of reasonable accommodation and accessibility rules for any HI conducted workshop or training and guide the other partners during their own sessions and events
Qualifications, Skills and Experience:
Mandatory
- A post graduate diploma in a relevant field
- Bachelor’s degree in public health, Social Sciences, Education, Development Studies, or a related field.
- Strong experience in training adults including use of innovative and participative training and facilitating skills.
- Ability to adapt training methods and materials to meet the needs of different audiences and contexts.
- Flexibility to adjust training plans based on participant feedback and situational demands
- At least 3-5 years of experience in training, facilitation, or adult education, preferably in a relevant sector such as health, Social Behaviour change, education, or community development.
- Experience in designing, delivering, and evaluating training programs for diverse audiences.
- Experience in Disability inclusion or disability focus projects.
Desirable:
- Excellent verbal and written communication skills. Strong presentation skills with the ability to convey complex information clearly and effectively. Ability to facilitate group discussions, encourage participation, and manage group dynamics.
- Working with an NGO (local/international)
- Experienced working in humanitarian and emergency settings
- Experience in working with persons with disabilities in both humanitarian and development context.
Personal Skills & Technical Competencies required
- Training and Facilitation Skills: Ability to create engaging and interactive training sessions that cater to various learning styles. Proficiency in using a variety of training methods (e.g., workshops, e-learning, on-the-job training).
- Strong interpersonal skills with the ability to build rapport and work collaboratively with participants and stakeholders
- Monitoring, mentoring and coaching
- Critically assessing and reporting the impact/effects of the training and capacity building activities
- Good communication skills in spoken and written English.
- Knowledge of French, Acholi, Lugbara (or other languages spoken in West Nile) and/or Sign Language is an advantage.
