Co-recipient of the 1997 Nobel Peace Prize, Humanity & Inclusion (the new name of Handicap International) is a 40-year-old independent and impartial organization working in situations of poverty and exclusion, conflict and disaster.
We work alongside people with disabilities and individuals experiencing extreme hardship, acting and bearing witness to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.
HI in Uganda is currently implementing development and humanitarian interventions in six sectors/thematic areas: Livelihood, Mental Health and Psychosocial Support (MHPSS), Physical and Functional Rehabilitation, Inclusive Education, Inclusive Health, and Inclusive Humanitarian Action (IHA) to improve access and quality of services to the most vulnerable people including persons with disabilities promoting a more inclusive and harmonious society.
About CHANCE Project:
The CHANCE Project is a pilot multi-sectoral integrated rehabilitation and psychosocial project to enhance every child’s right to survive and thrive from pre-conception to adolescence. The service is for children at risk of developmental delay and disability due to malnutrition and children with disability at a young age and capacity building of parents, caregivers, and other stakeholders in identifying, preventing, and managing threats to children’s health and well-being and utilizing the Nexus Approach serving both refugee populations and host communities in Terego district through the strong involvement of local authorities, multiple operational partners, and the different community stakeholders.
Service delivery focuses on child development of children at risk of developmental delay and children with disability from 0 – 12. Through intervention in physical (gross and fine motor), cognition, social interaction and emotional regulation, speech, language, and sensory awareness, improving the quality of life for children and reinforcing positive parenting. At the same time, the project aims to improve the capacities of parents and caregivers, members of the community and health service structures in identifying and reducing child development risks, mainstreaming and coordinating efficient, appropriate, and adequate childcare services at all levels.
About LNOB Project:
The Leave No One Behind Project (LNOB) is a multi-country programme of HI funded by the German Federal Foreign Office (AA) and carried out together with the Christoffel Blinden mission Christian Blind Mission e.V. (CBM) and the Institute for International Law of Peace and Armed Conflict (IFHV) at the Ruhr-University Bochum. It already completed three phases and is opening its Phase 4 which includes field implementation.
The project draws on the Inter-Agency Standing Committee (IASC) Guidelines on the Inclusion of Persons with Disabilities in Humanitarian Action to help humanitarian actors better understand the human rights-based approach to disability in their work. The project combines both global and local interventions that build on the results and good practices of the previous phases of the project and aims to benefit the entire humanitarian community.
The project will continue to be implemented in six pilot countries: Somalia and Somaliland, South Sudan, Uganda, Nigeria, Niger, and Cameroon. In these countries, the project will support the operationalisation of the IASC Guidelines and address the need for technical support, training and tools of local and international non-governmental organizations, UN agencies, and organizations of persons with disabilities. The work includes adapting sector-specific assessment toolsets in the target countries to identify and monitor disability-specific needs, barriers and enablers for accessing protection and humanitarian services. Further, the aim is to strengthen in-country technical capacity in all six pilot countries by contributing to an inter-agency technical support mechanism on country coordination level.
About Inclusive Project:
Inclusive Education Projects: HI is part of the Uganda Education Consortium (U-EC) led by Save the Children (SCI), and implementing 1) MYRP II project funded by the Education Cannot Wait (ECW) and 2) INnovative and inCLUsive accelerated eDucation programmE for refugee and host community children (INCLUDE) project Phase III, funded by the European Civil Protection and Humanitarian Aid Operations (ECHO), to contribute to the implementation of ERP II.
The consortium will enable conflict-affected children (refugees/host communities, boys/girls, children with disabilities and out-of-school children) to access safe and inclusive formal and non-formal learning opportunities and supports them to attend and remain in school (Result 1). Learners enrolled in formal and non-formal education (including AEP) will be supported by teachers with improved competencies and demonstrate improved learning outcomes (Result 2). District Local Government and School Leadership and Management capacities in the target communities will be strengthened to support better and supervise safe and inclusive learning environments that generate improved learning outcomes (Result 3).

Key Duties and Responsibilities:
Mission 1: Management
- Manager as a role model: embody HI’s values on a daily basis and be a role model.
- Manager as a coach for meaning: understand the strategy, make it explicit, translate it into operational objectives for his or her team, lead the necessary changes. Give meaning to each management action. Encourage inter and intra departmental exchanges of practice. Encourage innovation and risk-taking.
- Operational manager: organise the operational management of his or her team, structure the work around identified processes, steer performance and facilitate the resolution of problems.
- First HR & Coach: contribute to the development of his or her staff, creating the conditions for their commitment, professionalism and attachment to HI. Ensure compliance with the code of conduct and institutional policies, the mindset and expected individual and collective behaviour.
Mission 2: Strategy and steering
- Contribute to the development of the programme’s operational strategy
- Contribute to programme or country operational strategy (StratOp).
- Draft new project proposals for the continuity or expansion of the project.
- Contribute to the drafting of new proposals for new opportunities, if necessary.
Mission 3: Operational implementation
- Responsibility 1: Ensure the implementation of the project, in line with the logical framework and allocated budget Steer the project’s intervention strategy and put forward adjustments if the objectives change or if it is likely that they will not be met.
- Ensure that activities and the associated resources are planned and implement the action plan.
- Ensure that activities are implemented in line with the project proposal and the allocated budget.
- Ensure project reporting, internally (within the programme) and externally (reporting to funding bodies, authorities and/or partners).
- Undertake expenditure and manage the project activity-specific budget lines according to the delegation he/she received based on the programme signature delegation table
- Prepare and manage partnerships with the project implementation partners.
- Guarantee the proper archiving of information.
Responsibility 2: Ensure that project implementation complies with the existing frameworks
- Ensure the proper implementation and follow-up of institutional policies (specifically PME, PSEAH and Age-Gender-Disability policies) and the other HI internal standards.
- Ensure compliance with the terms of the project proposal and the rules applied by the project funding body/bodies.
- Ensure compliance with global technical standards and norms by communicating and by involving the technical specialists and advisors with expertise in the project themes.
Responsibility 3: Ensure project monitoring, evaluation, accountability and learning
- Ensure project monitoring, specifically activity progress indicators and the expected outcomes.
- Develop and implement the project evaluation plan.
- Ensure that the project is accountable to the local stakeholders.
- Ensure project learning, taking into account lessons learned from similar previous projects, following the recommendations made throughout the project (from evaluations, support missions, audits, etc.), and capitalising on the acquired knowledge.
Responsibility 4: Ensure project data management
- Ensure that the appropriate data collection and management tools are in place on the project, in line with global standards.
- Ensure that data related to the project is collected and compiled in the project database.
- Carry out regular checks and makes any necessary corrections to the activity database.
Responsibility 5: Coordinate the teams involved in the project
- Facilitate coordination meetings between his/her direct team and the support services located in the area when necessary.
- Ensure that his/her team and the support teams (shared and technical services, in particular) work well together in order to facilitate the implementation of the project in the country.
- Facilitate the project steering committee.
Responsibility 6: Contribute to external project communication
- Contribute to HI’s external influence by taking part in networks, when required.
- Communicate about the project to partners, authorities and stakeholders when relevant.
Mission 2: Emergency Preparedness and Response
- Lead the emergency preparedness actions in his/her department and, in the event of an emergency, reorganize the priorities of his/her team according to the humanitarian priority, in order to ensure a quick and efficient response by HI.
Qualifications, Skills and Experience:
Education & Experience
Mandatory
- A Master’s degree in a relevant field.
- A post graduate diploma in project planning and management
- Bachelor’s degree in a relevant field.
- At least 5 years of relevant work experience in project management ideally working on joint projects with international partners and/or health or education cluster partners.
- At least 3 years of practical experience in Project Management in a similar area of intervention (education, early childhood development or inclusive humanitarian action).
Desirable:
- Excellent verbal and written communication skills. Strong presentation skills with the ability to convey complex information clearly and effectively.
- Working with an NGO (local/international)
- Experienced working in humanitarian and emergency settings.
- Experience in working with persons with disabilities in both humanitarian and development context.
