Key Duties and Responsibilities:  Under
the overall guidance of the Resident Representative and direct supervision of
the Programme Specialist – Displacement, with matrix reporting to the CO Gender
Coordinator, the Gender Specialist will:
Contribute
technically to the development of programme strategies in the area of refugee
response and resilience including the mainstreaming of gender and GBV concerns:
  • Provide substantive inputs to the design and formulation of
    programme/ project proposals and initiatives;
  • Identify areas for support and intervention related to the programme
Provide substantive
gender related technical support to the implementation and management of the
refugee response and resilience programme:
  • Provide technical inputs to the annual workplan and budget;
  • Coordinate and provide technical support in the implementation of
    programme activities;
  • Maintain relationships with national partners to support
    implementation and expansion of the refugee response and resilience
    programme;
  • Identify opportunities for capacity building of partners and
    facilitate technical/ programming support and trainings to partners, as
    needed.
Provide substantive
inputs to resource mobilization strategies; analyse and maintain information
and databases;
  • Development of partnerships with other UN Agencies and task teams.
    Also the specialist will strengthen partnerships with government
    institutions, bi-lateral and multi-lateral donors, private sector, civil
    society based on strategic goals of UNDP, country needs and donors’
    priorities.
  • Analysis and research of information on donors, preparation of
    substantive briefs on possible areas of cooperation.
  • Prepare relevant documentation such as project summaries, conference
    papers, briefing notes, speeches, and donor profiles;
  • Participate in donor meetings and public information events, as
    delegated
Contribute to
inter-agency coordination to achieve a coherent to the refugee influx:
  • Provide substantive technical support to the Gender Coordinator and
    the CO on inter-agency coordination related activities by drafting
    background reports and briefs and participate in inter-agency coordination
    groups.
  • Provide substantive inputs to advocacy, knowledge building and
    communication efforts
  • Develop background documents, briefs and presentations related to
    gender and GBV in refugee response and resilience programming;
  • Support coordinate efforts for advocacy campaigns, events,
    trainings, workshops and knowledge products;
  • Support the development of knowledge management methodologies, and
    products on gender and GBV programming in refugee response and resilience
    programming.
  • Sound contributions to knowledge networks and communities of
    practice through identification of best practices and lessons learned.



Qualifications, Skills and Experience:
  • The ideal applicant for the United Nations UNDP Gender Analyst –
    Resilience job placement should hold a Master’s Degree in social science
    especially gender studies, international development or relevant
    discipline
  • At least three years of progressively responsible work experience in
    development programme/project implementation, coordination, monitoring and
    evaluation, donor reporting and capacity building;
  • Experience in research and policy-level analysis and usage of
    computers and office software packages, experience in handling of
    web-based management systems and advanced programmes for statistical
    analysis of data.  
  • Experience coordinating and liaising with government agencies and/or
    donors and is an asset;
  • Prior experience of working with a UN or INGOs will be an asset.
