Korea Foundation for International Healthcare (KOFIH) was established in 2006 as a public affiliated organization of the Ministry of Health and Welfare of the Republic of Korea (ROK) in honor of the Late Dr. Lee Jong-Wook, the 6th Director General of the World Health Organization. The Foundation’s objective is to promote international cooperation and humanitarianism through healthcare support for developing countries, North Korea, overseas Koreans, and foreign workers in Korea. With 17 years of experience in international health care assistance, KOFIH has supported more than 30 countries across the world in its bid to be a global partner towards healthcare improvement with three basic objectives: sustainable development cooperation, sustainable healthcare assistance, and sustainable reform.

 

BACKGROUND

Korea Foundation for International Healthcare (KOFIH) is a public agency under the Ministry of Health and Welfare of the Republic of Korea carrying out Official Development Assistance (ODA) in health, specialized health programs and capacity building for healthcare professionals in developing countries. By holding the legacy of the late Dr. Lee Jong-wook, the 6th Director General of the World Health Organization, KOFIH provides government level health assistance to partner countries, North Korea and migrant workers residing in Korea, contributing to promoting international cooperation and practicing humanitarian values.  For more information visit www.kofih.org.

Upon officially starting operations in Uganda in 2017, KOFIH has implemented projects in emergency medical services, capacity building of community health workers, prevention, detection and response to infectious diseases and cancer management.

With support from the government of the Republic of Korea, KOFIH is implementing a 2-year Water, Sanitation and Hygiene project titled “Waterborne Disease Reduction and Prevention Project” in the Busoga region, focused on Jinja, Uganda.

This project focuses on the supply of clean water, strengthening capacity of medical personnel related to waterborne diseases and improving awareness in prevention of waterborne diseases (diarrhea, dysentery, cholera and typhoid) through best practices in WASH.

The project goal is to reduce the incidence of waterborne diseases (diarrhea, dysentery, cholera and typhoid) among the target residents to less than 4% (current rate is about 5% of the population).

To this end, KOFIH seeks to engage a consultancy firm / academia / NGOs with specific competence in WASH to undertake the development and finalization of project documents and baseline survey. This consultancy will support the project;

  • To Complete project documentation including; fixing the target project beneficiaries, location for project interventions and performance indicators
  • To establish the current situation on the intervention areas especially the identified key performance indicators, and status before the project intervention
  • Stakeholder mapping and identification of specific roles of the stakeholders.
  • Identify needs, gaps and priorities to ensure relevant and targeted project interventions,
  • Set a benchmark and meaningful reference points for monitoring & evaluation of the project
  • Provide baseline data and initial context to monitor the projects impact and establish a monitoring and evaluation framework to track project progress.
  • Provides insights and allow for informed & evidence-based decisions improving adaptability and response to change

 

 

SCOPE OF WORK AND EXPECTED OUTPUTS

  • Survey design and planning; Review of project documents to understand project goals and target outcomes, development of survey methods and design of survey tools pre-testing of survey instruments for relevance, accuracy and clarity.
  • Carry out stakeholder mapping and engagement including project partners, local authorities, community leader, schools, NGOs, regional referral hospital and other relevant stakeholders to align methodologies, survey process and project scope.
  • Carry out a gap analysis to identify gaps in trainings and capacity building in WASH projects within the region.
  • Establish robust project management structures and processes.
  • Identify WASH technologies and solutions that offer relevant and sustainable solutions in the target area and justified selection of specific locations for interventions
  • Comprehensively establish state of key project indicators as an independent point of reference during project implementation.
  • Reporting and presentation; produce a well written and comprehensive baseline survey report in both MS Word and make a PPT Presentation in the presence of KOFIH’s leadership and staff.
  • Work with the project team to publish the findings of the project baseline

TIMEFRAME AND DEADLINES

This assignment is for Ugandan based consultancy firm / academia / NGOs and is for a period of 2 months between January and March 2025

REPORTING

The consultancy firm / academia / NGOs will present the results to KOFIH Uganda Office on 3rd Floor, Golf Course Road, Mariba Building; from time to time share the progress of activities under this assignment, ensuring that it has been satisfactorily performed with minimal oversight.





REQUIRED SKILLS AND EXPERIENCE

The project seeks to identify the experts that fulfill the following criteria and have demonstrated ability in stakeholder engagement;

  • A post graduate or equivalent qualification in Project Management, Information Science, Public Health, Environmental Health or any other relevant discipline
  • At least 5 -7 years pf experience in public health, WASH and project management
  • Demonstrated knowledge and experience in conducting baseline surveys, designing and developing tools, data collection and analysis methodologies, planning and budgeting.
  • Strong understanding of monitoring and evaluation practices.
  • Relevant regional and cultural/contextual experience is an added advantage
  • Excellent writing, editing and oral communication skills in English

The consulting firm/academia/NGO is expected to submit the following;

  • A 1-page Letter of Expression of Interest (EoI) explaining why you are the most suitable for this assignment.
  • Team composition with relevant experience for the assignment

DEADLINE FOR SUBMISSION OF PROPOSALS

The Expression of Interest must be received by KOFIH Uganda Office no later than 24th December 2024.

ORIENTATION MEETING

A 1st Orientation Meeting will be held on 6th December 2024 for all Consulting firms/academia/NGOs who will have submitted their Expression of Interest.

A 2nd Orientation Meeting will be held on 13th December 2024, for all Consulting firms/academia/NGOs who will have submitted their Expression of Interest.

SPECIAL NOTE

Only consulting firms / academia / NGOs that submit their Expression of Interest by 10am on 5th December 2024, will be invited for the 1st Orientation Meeting. Submissions after this date will be deferred to the 2nd Orientation Meeting.

This Terms of Reference is subject to cancellation by KOFIH Uganda Office without any further notification given.
