About US Embassy:

The United States
Embassy in Kampala, Uganda has enjoyed diplomatic relations with Uganda for
over 30 years.  Ambassador Natalie E. Brown currently heads the U.S
Mission to Uganda.  The Mission is composed of several offices and
organizations all working under the auspices of the Embassy and at the
direction of the Ambassador.

 

Among the offices
operating under the U.S Mission to Uganda are:

  • United States Agency for International
    Development (USAID)
  • Centers for Disease Control (CDC)
  • Peace Corps

 

Job Summary:  The Program Coordinator will serve as advisor
to the President’s Emergency Plan for AIDS Relief (PEPFAR) Country Coordinator
and Deputy Coordinator on policy and program management issues affecting
implementation of PEPFAR in Uganda.  S/he
will manage and monitor federal assistance process and award of PEPFAR’s
Community- led Monitoring grant. S/he will be responsible for responding to
inquiries, tasks, and deliverables from multiple constituents, including the
interagency PEPFAR team, U.S. Mission Front Office, Office of the U.S Global
AIDS Coordinator (S/GAC), and Embassy Public Affairs Office (PAO).

 

The Program
Coordinator will serve as PEPFAR Coordination Office (PCO) focal person and
coordinate external engagement/outreach with associated host country
government, civil society, donor partners, and private sector organizations.

 


Qualifications, Skills and Experience:

NOTE:  All applicants must address each selection criterion detailed
below with specific and comprehensive information supporting each item.

·       
The
applicants for the United States US Embassy PEPFAR DREAMS Coordinator job
opportunity should hold a Master’s Degree in social work, public health,
epidemiology, or behavioral science is required.

·       
At least
five years of experience working with U.S. Government Missions, host country
Governments, implementing partners, community-based organizations, and/or other
bilateral donors internationally; and experience working with children and
adolescent programs, programs to mitigate the effects of HIV in adolescents and
young women is required.

·       
Job
holder is required to have in-depth knowledge of PEPFAR and USG development and
public health agencies’ visions for global health.  By virtue of position, is required to have
good understanding of the country and health resources available through
government and NGOs.

·       
Broad knowledge
and understanding of US government processes and requirements as related to
PEPFAR programming required

·       
Comprehensive
understanding of HIV/AIDS prevention and community-based social welfare
initiatives, including program design, implementation and evaluation

·       
Strong
management and analytical skills are required to strategize, develop, and implement
effective US government -supported HIV/AIDS programs; and strong financial
management and administrative skills used to track the performance of
implementing partners.

·       
Evidence
of excellent interpersonal, facilitation and teambuilding skills/experience
required

·       
Demonstrated
ability in maintaining close counterpart relationships, both governmental and
in the partner, community

·       
Demonstrated
leadership skills in negotiating and managing diplomatically sensitive issues

·       
Demonstrated
ability to apply policy directives to activity design, implementation and
monitoring and evaluation

·       
The
ability to interpret regulatory directives and related guidance.

·       
The
ability to organize and present information and to draft clear, concise
documents.

·       
Excellent
written and oral communication skills

·       
Intermediate
Microsoft Office Skills – Microsoft Word for preparing documents and reports;
Microsoft Excel for creating spreadsheets

·       
Keyboard
skills with speed and accuracy is required.

·       
Language: Level IV (Fluent) writing/speaking/reading
of English is required. This may be tested
