About Project Context and Scope:

The Global Compact for Safe, Orderly and Regular Migration (GCM) is the first inter-governmental framework which has been prepared through the support of the United Nations and covers all dimensions of international migration in a holistic and comprehensive format. It was adopted at an intergovernmental conference on migration in Marrakesh, Morocco on 10 December 2018.

Although the compact was adopted in December 2018, governments would still require technical support in the elaboration and monitoring of the implementation plan of the GCM which would be supported through the Better Migration Management Programme; a regional, multi-year, multi-partner programme funded by the European Union Trust Fund for Africa and led by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The GIZ-led BMM programme takes a regional approach and aims to improve migration management. IOM is one the main implementing partners for the programme.

 

Job Summary:   Therefore, at the NCM Quarterly meeting, it was resolved that a consultant be hired to develop the GCM National Implementation Action Plan which shall give directions on how the Country can go forward in implementing the GCM National Objectives. nder the overall guidance of the Head of Programmes and Policy and the direct supervision of the Migration Governance and Policy Development Officer, the selected candidate will assist in the development of Uganda’s GCM National Implementation Action Plan.

 

Key Duties and Responsibilities:

Tasks to be performed under this contract

  • Conduct an inventory of the existing policies, strategies and mechanisms for the GCM components and national objectives with guidance from the NCM Secretariat. This involves reviewing current documents, identifying relevant stakeholders, and compiling a comprehensive list of existing frameworks.
  • Identify gaps and propose areas for possible amendment/inclusion. The consultant will analyze the current policies and strategies to pinpoint deficiencies or areas that need improvement. He/She will then suggest amendments or new inclusions to address these gaps.
  • Develop a Draft National Action Plan for the GCM. This includes outlining the objectives, strategies, and actions required to achieve the GCM goals. The consultant will ensure that the plan is comprehensive and aligns with national priorities and international standards.
  • Link the National Action plan to other policies in place for continuity and intertwined inputs/ implementation. The consultant will ensure that the GCM National Action Plan is integrated with other existing policies and frameworks to ensure a cohesive approach to implementation.
  • Make recommendations for enhancing the implementation of the GCM National Objectives. This involves providing strategic advice on how to effectively implement the GCM objectives, including identifying potential challenges and proposing solutions
  • Draft an Implementation strategy and dissemination strategy for the GCM National Action Plan. The consultant will develop a detailed plan for how the GCM National Action Plan will be implemented, including timelines, responsible parties, and resources required. They will also create a strategy for disseminating the plan to relevant stakeholders.
  • Support to conduct a validation exercise for the GCM National Action Plan. This involves organizing and facilitating validation workshops or meetings with stakeholders to review and finalize the National Action Plan.

Qualifications, Skills and Experience:

Education:

  • The consultant should possess a minimum of a master’s degree in International Relations, Business Administration, economics, public policy or any other closely related social sciences field from a recognized university.
  • A PhD will be an added advantage.

Experience:

  • A minimum of 10 years of professional experience working with government agencies and/ or inter-governmental organizations in development work, migration and such other related fields demonstrated by a number of prior studies, reports, consultancies conducted with government agencies and/or international development organizations.
  • Expertise in designing and implementing both government and donor funded programs, development action plans, in one of the following areas: migration governance, immigration, border management, international Law and policy formulation.
  • The Consultant must be well grounded in international migration frameworks.
  • Extensive knowledge of the Global Compact for migration, the IGAD and EAC policies and frameworks is mandatory.
  • Prior experience in developing a National GCM Implementation Plan and sound knowledge of Migration Governance are a distinct advantage.
  • Experience in liaising with government, international organizations and civil society partners is an advantage.

Skills:

  • In-depth knowledge of the broad range of migration related technical subject thematic areas dealt with by the organization and knowledge of UN and bilateral donor programming.
  • Strategic Planning and Implementation: Develop comprehensive strategies for the effective implementation of the GCM plan, ensuring alignment with national policies and international standards.

  • Data Collection and Analysis: Enhance skills in collecting, analyzing, and utilizing migration data to inform decision-making and policy development.
  • Capacity Building: Provide training and support to relevant stakeholders to build their capacity in managing migration issues effectively.
  • Communication and Advocacy: Strengthen communication skills to effectively advocate for the rights and wellbeing of migrants, and to raise awareness about migration issues.
  • Project Management: Improve project management skills to ensure the successful implementation of GCM-related projects, including planning, monitoring, and evaluation.
  • Crisis Management: Develop skills in managing migration-related crises, including providing assistance to crisis-affected populations and implementing durable solutions.
  • Excellent oral and written skills in English and any other relevant languages.
  • Strong organizational skills and reliability in time management and schedule organization.
  • Ability to work in a multi‐cultural environment and respect of diversity.
  • Teamwork-oriented but with a capacity to work independently.
  • Languages: Fluency in English. IOM’s official languages are English, French and Spanish. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
