Job Summary:   Sightsavers Uganda office is currently seeking a Project Coordinator to work with local district governments (DLGs) of Teso Sub-region to ensure that the Eliminating Lymphatic Filariasis Uganda Project (ELFA Uganda NTD project) is planned implemented, monitored and evaluated to the highest possible standards as laid in Sightsavers Programme & Implementation manual (PIM).

 

Key Duties and Responsibilities:   The Project Coordinator will develop relationships with DLGs to achieve the objectives of the project and ensure that project partners are supported to deliver high quality project deliverables on timely basis. Further duties include:

Working with partners:

  • Support partners in the identification of their capacity development needs, in line with Sightsavers partnership policy and guidelines, and facilitate capacity building activities to meet those needs.
  • Negotiate partnership agreements or memorandum of understanding, MOUs with the DLGs of Teso sub-region.
  • Promote shared learning and collaboration between partners by facilitating partners networks and meetings

Project Management:

  • Support partners to manage all aspects of the project cycle including planning, implementation, monitoring & evaluation.
  • Work with partners to identify needs for technical support in relation to trachoma elimination estimates
  • Ensure that project partners (District Local Governments) monitor case finders and outreach work and deliver high quality project deliverables on timely basis.
  • Coordinate transition and advocacy work with the DLGs as outlined in the project documents.

Finance and Recourse Management:

  • Assist project partners in the preparation of budget and forecast
  • Monitor expenditure of project financial or actively returns
  • Ensure that partners submit timey financial or activity returns
  • Ensure that partners manage and utilize project assets as per Sightsavers’ policies
  • Follow up with partners any activities arising from audits carried out by the finance team

Data Collection, Analysis and Documentation:

  • Ensure routine data collection, entry, cleaning, and storage are accordingly implemented with program needs
  • Ensure that partners staff are trained in the use of Hydrocele tracker
  • Review and provide feedback to the program on the quality of methodologies established to collect data and document the protocols that are in place for the collection and aggregation of data.
  • Participate in PR activities writing Teso subregions

Partnership and Networking:

  • Develop relations and work with District Local Governments of the target sub-regions to achieve the objectives of the project.
  • Promote shared learning and collaboration between partners by facilitating partner networks and meetings.
  • Represent Sightsavers to District Local Governments and development partners in the target regions

Qualifications, Skills and Experience:

Skills and Experience

  • As the ideal candidate you will hold relevant experience in, or a tertiary qualification (bachelor’s or above) in social sciences, public health, development studies or equivalent, with a post graduate degree in M&E being desirable.
  • You will also have experience implementing programmes, in particular health programmes and/or neglected tropical disease programmes with a focus on Monitoring and Evaluation, and have knowledge of the WHO SAFE approach to trachoma elimination.

Further requirements include:

  • Experience in working with District Local Governments health departments
  • Demonstrated experience in data processing and management of large-scale surveys
  • Demonstrated experience of statistical and or data analysis packages (SPSS, STATA, Excel, Power BI)
  • Prior experience carrying out qualitative and quantitative data collection
  • Knowledge and experience of the NGO sector.
  • Experience in advocacy work in health and in general development
