About Organisation:

The Government of Uganda (GoU) with support from the United Kingdom – Foreign, Commonwealth and Development Office (FCDO) is implementing the Clean Cooking Support and Scale Programme. As part of the programme, and through the Global Green Growth Institute (GGGI), GoU is establishing a Clean Cooking Unit (CCU) at the Ministry of Energy and Mineral Development (MEMD).

 

Job Summary:  The purpose of this assignment is to provide leadership and strategic direction for the entire CCU within the MEMD of the Government of Uganda (GoU). The Coordinator of the CCU will be responsible for ensuring the attainment of the set objectives below, driving forward Uganda’s clean cooking agenda. This position is funded by the UK Foreign Commonwealth Development Office (FCDO) in Uganda through the Global Green Growth Institute (GGGI).

 

Key Duties and Responsibilities:

Lead and manage the CCU, and its staff, to ensure effective implementation of clean cooking initiatives within the Ministry.

Develop and oversee the execution of a comprehensive national clean cooking strategy, aligning with Uganda’s climate and energy goals.

Facilitate the mobilization of private sector investments and carbon finance to support the scale-up of clean cooking solutions.

Coordinate and collaborate with various stakeholders to promote innovation and technology advancements in the clean cooking sector.

Design and implement programs to enhance public awareness, support behavioral change, and integrate gender considerations in clean cooking initiatives.

Establish and maintain strategic partnerships with national, regional, and international organizations to bolster resource mobilization and technical support for clean cooking projects.

Lead the development of training and capacity-building programs to ensure the availability of skilled personnel for the clean cooking sector.

Engagement

Establish and maintain open communication within the unit and across the Ministry, conduct regular team meetings and progress reports, and coordinate with other departments to integrate clean cooking initiatives into broader energy and environmental strategies.

Engage actively in daily communication and build partnerships with key stakeholders, such as the Uganda National Alliance on Clean Cooking (UNAC), Uganda Renewable Energy and Energy Efficiency Alliance (UNREEEA), Centre for Research in Energy and Energy Conservation (CREEC), Energy Efficiency Association of Uganda (EEAU), National Planning Authority (NPA), Ministry of Finance, Planning and Economic Development (MoFPED), Makerere University, Uganda National Bureau of Standards (UNBS), and other pertinent organizations in Uganda.

Lead advocacy efforts to raise awareness about the importance of clean cooking, organizing public campaigns, workshops, and conferences to engage and educate stakeholders and the community.

Support resource mobilization efforts to secure funding and technical assistance for clean cooking projects, including collaboration with international partners.

Coordinate with the GGGI and MEMD team and other departments (legal, HR, procurement, etc.) to ensure high-quality delivery and adherence to rules and regulations set by GGGI, MEMD and FCDO.

Delivery

Monitor and evaluate deliverables related to clean cooking projects.

Support the training and development of CCU staff and other government officials on clean cooking technologies and practices.

Lead CCU engagement with stakeholders including development partners, financing mechanisms, and international organizations.

Establish effective coordination methods to ensure streamlined implementation and monitoring of clean cooking projects.

Engage in international forums and negotiations relevant to climate finance and clean cooking technologies.

Produce policy briefs, position papers, and policy documents on clean cooking and sustainable energy solutions.

Contribute to the formulation and timely submission of clean cooking projects to relevant financiers and funding bodies.

Identify capacity needs for implementing clean cooking initiatives across partner government agencies.

Lead the CCU team in supervising consultants, ensuring their work aligns with project objectives and terms of reference.

Collaborate with stakeholders to develop an investable plan for scaling clean cooking solutions in Uganda.

Contribute to capacity building activities related to clean cooking within MEMD and among relevant stakeholders.

Provide evidence-based recommendations to support MEMD’s strategic approach to clean cooking.

Develop a strategy and roadmap for advancing clean cooking initiatives under the CCU.

Coordinate clean cooking initiatives within MEMD and across relevant government agencies.

Design the operating model of the CCU, outlining roles, responsibilities, and workflows.

Foster partnerships to mobilize resources and support for scaling clean cooking initiatives in Uganda.

Lead the identification of resource gaps in clean cooking technologies and infrastructure, aligning with national energy and environmental strategies.

Contribute to the formulation of annual and medium-term budgets and work plans for the CCU.

Perform any other duties as may be assigned to support the overall objectives of the CCU and MEMD.





Qualifications, Skills and Experience:

Master’s Degree in Energy/Renewable Energy/Forestry/Environmental Engineering/Physical Sciences, or a Master’s Degree in Social Sciences, with at least 10 years of work experience in the field of clean energy.

Possession of full qualification in any professional programme or project management certification is required.

Eight (8) + years’ experience, 3 of which should have been at Principal Level within the field of Clean Energy demonstrated through successful implementation of GoU/ donor-funded projects. Experience leading teams and managing complex portfolios, including negotiations for funding and partnerships to support clean cooking programs.

Proven ability to develop and influence policies supporting clean cooking, engaging with government agencies and international bodies.

Excellent written, verbal, and interpersonal skills.

Ability to listen actively, be diplomatic, and share knowledge and information well.

Understanding of climate change mitigation strategies and emission reduction benefits accruing from low-carbon energy technologies.

Applicants must be aged 35-55.

Functional

Knowledge of energy access and electrification policies.

Proven experience working with Ugandan Government entities especially with those involved in this Project (as mentioned above).

Good understanding of the local context and the relevant policy environment.

Detail-oriented striving for quality and consistency in all outputs and communications.

Output-oriented, demonstrating creativity, innovation and an entrepreneurial drive.

Highly organized and able to effectively and efficiently multi-task and prioritize.

Comfortable working both in a team and independently.

Good organizational and management understanding and demonstrated experience with successful mainstreaming of safeguards, gender, poverty reduction and social inclusion.

Demonstrated experience in implementing projects that are supported and/or executed by both international and local consultants.

Proven experience with donor reporting

Experience and strong public speaking skills is an advantage.
