Job Summary: DRC Uganda is currently looking for a highly qualified and motivated individual to join our dynamic team as a Programme Coordinator URRI.
The overall purpose of the role: The Programme Coordinator is part of the DRC led consortium’s URRI Programme Co-ordination Unit. The objective of the Uganda Refugee Resilience Initiative (URRI) programme is to enhance climate resilience for women, men and youth in refugee and host communities and promote inclusive, cohesive and environmentally sustainable development in refugee affected areas aligned with local priorities.
The West Nile Programme Coordinator will provide technical partner capacity support and coordination across all partners including consortium partners, district and local government and other identified key stakeholders in the area of operation. The Programme Coordinator will have responsibility for ensuring timely implementation and reporting of URRI capacity strengthening programme activities in the districts. The coordinator will provide ongoing capacity technical support, guidance, capacity strengthening and motivation to ensure effective performance of URRI partners and stakeholders in the six districts of Terego, Madi-Okollo, Yumbe, Koboko, Obangi and Moyo.
Key Duties and Responsibilities:
Programme, capacity strengthening and co-ordination
Review and update partner capacity assessment, planning and implementation tools
Jointly conduct partner capacity assessments and capacity development plans.
Ensure coordination of and sharing of best practices on approach to capacity building of local partners and District Local Governments.
Prepare annual work plans and budgets for capacity strengthening activities.
Ensure that the activities are implemented in accordance with work plans and implementation guidelines.
Regularly carry out field monitoring of activities and give feedback to the staff.
Prepare quarterly and annual progress reports as well as monthly highlights.
Request for and account for funds and ensure that funds are used in accordance with the financial guidelines.
Enforce guidelines on proper use of programme assets and facilities.
Train, coach and mentor staff.
Coordinate and work closely with the URRI programme managers across West Nile.
Engage with relevant Government entities on capacity strengthening support and co-ordination.
Support the consortia partners in maintaining close relationships with key stakeholders to ensure that URRI is coordinated with relevant ministries, organisations and development partners active in refugee affected areas.
Liaise closely with the relevant DLGs about all relevant URRI programming for example relating to agricultural training, marketing, and VSLA.
Liaise with OPM and UNHCR about issues relating to capacity strengthening in refugee settlements.
Perform other duties as may be necessary e.g. participate in radio programs, coordination meetings and other meetings and activities in the respective area of jurisdiction.
Monitoring and Evaluation
Identify, document, and disseminate relevant project success, and challenges, and follow up on the implementation of the Project’s action points.
Participate in quarterly OPM and District monitoring project reviews and evaluations.
Reporting
Provide engineering data and information for the preparation of donor reports, e.g. monthly highlights, and quarterly and annual reports.
Additional tasks
Monitor and promote Danida’s visibility and interests including URRI Communication and Visibility Guidelines.
Support the development of communications materials.
On request, perform any other additional duties assigned by the supervisors to allow the organization to function optimally.
Qualifications, Skills and Experience: To be successful in this role we expect you to have outstanding relationship management and communication skills, Ability to establish collaborative working relationships across district locations. Moreover, we also expect the following:
Required
A bachelor’s degree in environment, agriculture, gender studies, development studies or similar field
Minimum of 6 years of full-time relevant professional experience in capacity strengthening, coordination and programme cycle management.
Broad knowledge of concepts, principles, techniques and practices of climate smart agriculture, resilience design, environment and/or climate change, safe access to energy and biodiversity conservation.
Experience with donor-funded projects, DANIDA an advantage and international non-Governmental Organizations.
