Italy in 1972. Its mission is to promote the dignity of the person through
development cooperation activities, with special attention to education,
according to the social teaching of the Catholic Church. AVSI has been present
in Uganda since 1984, first supporting hospitals and agriculture projects in
Gulu and Kitgum districts, and later expanding around 1990 to establish the
present-day headquarters in Kampala, offices in Pader, Gulu and Kitgum, and
project activities in 12 other districts.

About Project:

AVSI, as leader of a
consortium including Trickle Up and IMPAQ is implementing a USAID/Food for
Peace funded project titled “Graduating to Resilience” in Kamwenge District in
western Uganda targeting refugees in Rwamwanja and surrounding host
communities.

Job Summary:  The Program Officer – Graduation and Linkages
will contribute to the implementation of AVSI’s Graduating to Resilience
project activities with focus on providing technical support in areas of
linkage and graduation to the Coaches and beneficiary households in Kamwenge.

Key Duties and Responsibilities: 

  • Ensure that the programmatic decisions on the Graduation Approach,
    best practices, and innovations are clearly communicated to the coaches;
  • Conduct trainings and mentorship for project coaches on graduation
    approaches and linkage activities;
  • Network and link with other organizations and projects implementing
    graduation approaches, study and compare graduation aspects within the program
    with the Graduation Community of Practice and provide technical
    programmatic guidance for the project;
  • Map and regularly update the list of all service points to
    facilitate high quality referrals, linkages and access to critical
    services by beneficiary households;
  • Participate in the development of a service provider inventory and
    engage them regularly towards maintaining a functional referral pathway;
  • Ensure that all service outreaches are well planned and implemented
    towards effective referrals;
  • Represent the AVSI Kamwenge Graduating to Resilience project in the
    Rwamwanja settlement, Sub County and district level working groups and
    initiatives related to linkages and referrals including the regular
    interface with district level probation officer and other departmental
    heads;
  • Develop plans and reports in line with timelines agreed with the
    Program Manager and Graduation and Linkages Advisor;
  • Maintain harmonious and constructive relationship with all major
    stakeholders in the program and in the policy environment including OPM,
    UNHCR and other implementing and operational partners;
  • Conduct routine visits to refugees and host community households and
    groups to provide psychosocial support and track the project progress;
  • Coordinate Household Vulnerability assessments and development of
    Household Development Plans for beneficiary households;
  • Conduct community mobilization and sensitization on critical issues
    affecting the refugee and host communities;
  • Facilitate the referral of household members to critical services;
  • Perform any other duty assigned by the supervisor.

Qualifications, Skills and Experience: 

  • The ideal candidates MUST hold a Bachelor’s degree in Social
    Sciences, Community
  • Development, Social Work and Social Administration, Law or a related
    field.
  • Possession of a post graduate training in Project Planning and
    Management would be an added advantage
  • At least three years’ experience in community work gained through
    Serving within a government institution or NGO.
  • Experience implementing USAID funded project, related to Household
    graduation model
  • The candidate must possess strong experience in building capacity of
    individuals and organization;
  • Skills in at least two or more of the following technical areas:
    Strengthening service delivery programs, supporting referrals and
    linkages; service quality improvement, psychosocial support, and managing
    household graduation approaches.
  • Good team player with excellent inter-personal and communication
    skills
  • Excellent computer skills (MS Word, Excel, internet)
  • Excellent communication, including written and presentation skills.
  • Excellent analytical and organizational skills – innovative thinker;
  • Experience working with refugees and refugee hosting communities is
    desirable.
  • Excellent planning and organization skills
  • Monitoring, Evaluation and Learning skills and experience
  • Willingness to be based in a rural setting with frequent travel
    within the implementation area.
  • Cultural sensitivity, patience and flexibility
  • Required Language: English fluency with excellent oral and writing
    skills is required.
  • Knowledge of Swahili and local languages i.e. Runyakitara is an
    added advantage.
