The Refugee Law
Project (RLP) is an outreach project of the School of Law, Makerere University.
Our Mission is to empower asylum seekers, refugees, deportees, IDPs and host
communities to enjoy their human rights and lead dignified lives. Refugee Law
Project’s work is currently structured in five thematic areas: Access to
Justice; Conflict, Transitional Justice & Governance (CTJ&G), Gender
& Sexuality; Mental Health & Psychosocial Wellbeing; and Media for Social
Change.
Job Summary: The Project Officer provides directly and
indirectly a range of violence related screenings, psychosocial assessments,
diagnostic, therapeutic, and/or case management services for individuals,
groups, and/or families, as appropriate to clients.
Key Duties and Responsibilities:
Direct Client
support
- Plan and execute systematic screening of recently arrived refugees
for experiences of violence and resultant medical/psychosocial/legal needs - Provide psychosocial support, counseling, referrals and advice to
clients exposed to sexual and gender based violence, trauma and torture - Support in management of the emergency medical funds and coordinate
the emergency medical referral to approved medical service providers and
the home-based medical care scheme for persons unable to access public
services (e.g. disabled, sexual minority clients) - Conduct field visits and follow-up with clients in the different
refugee settlements across the region - Provide technical support to refugee support groups
- Plan, develop and implement client care and communication strategies
including establishing close working ties with relevant partner
organisations - Support the legal team, as necessary, in provision of legal
representation to refugee clients on cases involving sexual and
gender-based violence.
Stakeholder
capacity building
- Facilitate in trainings, workshops, conferences and seminars on
refugee related aspects - Conduct trainings and information sessions organised by RLP and for
RLP - Participate in coordinating annual events related to project
- Participate in the planning and provision of training activities on
other psychosocial issues
Research
- Undertake psychosocial and SGBV related social research with the bid
to publish findings on identified issues among refugees and forced
migrants - Participate in data collection processes and activities through
interviews and focus group discussions or using any other adopted data
selection technique - Identify and prepare research training materials and tools as
necessary for the execution of specific research projects
Networking and
Advocacy
- Represent the organization at different fora that address forced
migration issues related to gender and other cross-cutting issues such as
HIV/AIDS and SRHR issues. - Participate in advocacy on psychosocial issues;
- Advocate for the mainstreaming of a range of gender and sexuality
issues in refugee protection and assistance programmes, such as sexual and
gender minorities, sex workers/survival sex work; male survivors of sexual
violence, etc. - Consult with related professional and paraprofessional staff, as
appropriate, in the performance of therapeutic and/or casework; refer
clients to appropriate service agencies as required. - Follow-ups to determine reliability and validity of treatment used;
make recommendations regarding modification to services and service
delivery - Participate in the review of psychosocial issues and program
policies and procedures - Participate in, lead, and/or coordinate training sessions and
workshops to enhance psychosocial skills of staff and/or client groups
Qualifications, Skills and Experience:
- The ideal candidate for the Refugee Law Project (RLP) Project
Officer job opportunity must hold a Bachelor’s Degree in Social Work,
Psychology, Development Studies, Community Education or related human
services field - At least three years of proven and relevant work experience with
vulnerable communities (e.g. community mobilisation, social work,
counselling working with SGBV survivors, research in war-affected
communities etc.) - Experience of empirical research, data analysis, and evidence based
reports and evidence based reports - Has worked with an NGO or can understand the way NGO’s operate
- Practical and theoretical understanding of sexuality, sexual and
gender based violence - Excellent written and spoken English and communication skills
- Excellent networking and communication skills
- Good computer skills (standard office and PowerPoint software) are
necessary - Amicable interpersonal appearance and behavior
- Proactive and self-driven
- Comfortable working in environments with little basic infrastructure
- Ability to work under pressure; Team player and organized
personality - Result oriented and quick at implementing plans
- Analytical skills, self-motivation and ability to motivate others
and high level of integrity - Knowledge of any language spoken in refugee communities will be an
added advantage
