About GOAL Uganda Programme:

First operational in
Uganda in the late 70’s, the current country programme focuses on two of GOAL’s
three strategic sectors, namely: Health (including WASH and Health
Accountability programming); and a market based approach to improving
agricultural livelihoods and WASH. GOAL Uganda mainstreams HIV, gender, child
protection and the resilience strategies across all programming. GOAL works on
a district focused approach, and uses a mixture of direct implementation and
partnerships with national and international civil society organizations, local
government, the private sector and communities to give effect to our mission.
GOAL is currently operational in the North, South, East and West of Uganda with
six established offices in Kampala, Bugiri, Abim, Kaabong, Lira and Agago
Districts. We are funded by a number of donors who include DfID, Charity: water,
Irish Aid, Master Card Foundation, GOAL and a number of small foundations.

Job Summary: The
Nutrition Officer(s) are responsible for the direct implementation of
activities under GOAL’s Nutrition Impact and Positive Practices methodology
(NIPP), as well as some additional activities under the NIPP+ intervention arm.
The Nutrition Officers, together with sub-country and district stakeholders and
volunteers, will provide technical support to the project beneficiaries to
contribute to the reduction of malnutrition and the realisation of positive
nutrition outcomes. The Nutrition Officers will report to the Nutrition
Programme Manager and will be responsible for ensuring project activities are
achieved within agreed timeframes, budgets and according to GOAL’s standards
and donor regulations. They will manage NIPP volunteers, contribute to robust
process and impact monitoring and support the adaptive management of a complex
nutrition project.

Key Duties and Responsibilities: 

Project planning
and Implementation

•                    
Identify
and cascade training to NIPP/NIPP+ volunteers with the support and input of
community leaders and local authorities, on all the aspects of the NIPP
approach. This will include home gardening and flow up, cooking demonstrations,
tippy-tap, latrine, fuel-efficient stoves, food processing, preservation and
storage techniques, and agricultural best-practice, based on identified
community needs.

•                    
Manage
and oversee NIPP/NIPP+ volunteers, ensuring quality and timely implementation
of NIPP/NIPP+ circle activities as per the project activity plan.

•                    
Support
NIPP volunteers on NIPP circle implementation and ensure adherence to
NIPP/NIPP+ guidelines and ONCE project SOP.

•                    
Facilitate
screening to identify NIPP/NIPP+ beneficiaries in collaboration with community
leaders and the trained NIPP volunteers.

•                    
Contribute
to the development of NIPP session curriculum and NIPP circle timetable with
NIPP/ NIPP+ volunteers, according to the results of the formative research, the
context and community needs.

•                    
Refine
existing and/or develop as required, multisectoral IEC materials across health,
nutrition, livelihoods, sanitation and hygiene sectors for use by the NIPP
volunteers to promote positive behaviours through the NIPP/ NIPP+ sessions.

Project Monitoring
and Learning

•                    
Participate
in contextual analysis and formative research, including conducting FGDs and
KIIs in target communities as well as Barrier Analysis, to support the
contextualization of NIPP project materials.

•                    
Facilitate
and conduct pre (admission/baseline) and post (graduation/endline) data
collection as well as support longitudinal monitoring at 2, 6 and 12 months
post-graduation from NIPP/NIPP+ circles. This will involve taking accurate
anthropometric measurements (weights, height, MUAC) for all NIPP participants as
relevant.

•                    
Ensure
consistent and accurate records are taken and kept for all NIPP participants in
the project monitoring tools as required.

•                    
Participate
in data analysis and/or entry using EPI INFO and SPSS.

Networking,
coordination and outreach

•                    
Meet
with community leaders to explain NIPP and project objectives and keep them
appraised of project activities being implemented in the target area.

•                    
Work
closely with VHTs, agricultural extension workers and other relevant sub-county
and district stakeholders in to the implementation of NIPP activities.

•                    
Coordinate
NIPP/NIPP+ volunteers review meetings.

•                    
Facilitate
NIPP/NIPP+ graduation ceremonies in collaboration with community leaders.

•                    
Participate
in coordination meetings with the district stakeholders regarding NIPP related
activities as directed.

•                    
Network
and represent with other agencies and government on NIPP related activities as
directed.

General

•                    
Prepare
weekly planning and updates to share with the Nutrition Programme Manager.

•                    
Conduct
follow-up and spot check on on-going activities for quality control.

•                    
Prepare
periodical reports: update indicators, achievements, activities and results
according to the project log frame.

•                    
Provide
inputs and support on the development of learning documents including learning
reviews, success stories, story of change.

•                    
Record
and respond to feedback from communities, following GOAL CBRM process and
protocol.

•                    
Provide
relevant nutrition information as required in the development of new proposals.

•                    
Ensure
compliance with the HR manual and GOAL policies and procedures, maintaining
standards of integrity and working to the GOAL Code of Conduct.

•                    
Perform
any other duties as may be assigned.

Qualifications, Skills and Experience:  

•                    
The GOAL
International Nutrition Officer job placement should hold a University degree
in human nutrition, public health, Environmental Health, Social Sciences, or
related discipline. Experience may substitute for qualifications, but not the
other way around.

•                    
At least
two years of working experience of community nutrition with a strong focus on
social behavior change-related activities.

•                    
Experience
in and ability to work in rural settings.

•                    
Confident
presentation and facilitation skills, proven record in provision of trainings.

•                    
Soft
Skills in coordination and networking with stakeholders including district and
local government, WASH sector actors, NGO partners and community leaders.

•                    
Basic
Knowledge of Acholi Dialect.

•                    
Strong
computer literacy with a full knowledge of office applications.

•                    
Possession
of a riding permit (Class A) and ability to ride a motor cycle.

Other Desirable
Criteria

•                    
Knowledge
of data entry and analysis using SPSS and EPI INFO.

•                    
Demonstrated
monitoring and evaluation skills with experience conducting nutrition
assessments.
