Job Summary: The Capacity Development Specialist will
support the capacity development related
components (for gender-responsive climate change adaptation and mitigation) of
projects GCP/UGA/054/EC project entitled “Global Climate Change Alliance plus
(GCCA+)” and GCP/UGA/055/SWE project entitled “Climate Resilient Women Economic
Empowerment (CRWEE)”, funded by the European Union and Government of Sweden
respectively. These projects aim to strengthen key government institutions at
central and decentralized levels and build the resilience of communities in the
face of a changing climate. The assignment will focus on strengthening
knowledge and institutional capacities for gender-responsive climate change
adaptation and mitigation
Key Duties and Responsibilities:
- Lead efforts with national and district stakeholders to plan and
implement project activities identified under Result 1 “Knowledge and
institutional capacities for gender-responsive climate change adaptation
and mitigation strengthened” of GCCA+ and “Women access to and control of
productive resources and decision-making capacity improved” of CRWEE
projects; - Determine and prioritize, together with the GCCA+ and CRWEE project
teams, capacity needs of target stakeholders (FFS groups, implementing
partners, national ministries and agencies, and District Local Government
staff) on climate change adaptation and mitigation and gender
mainstreaming, including mapping
out capacity needs of national and district stakeholders in terms
of (a) climate data needs, (b) vulnerability and impact assessments, (c)
coordination at national and district level (d) climate change and gender
mainstreaming of climate resilience at district levels and sub county
level (e) conducting feasibility studies of gender-responsive adaptation
projects, (f) knowledge management, (g) M&E support with gender and cc
indicators; - Ensure full stakeholder consultation including with communities in
the target districts to ensure project ownership and full participation in
implementation through generating buy-in on the contents of GCCA+ and CRWEE
projects; - Contribute to preparation of training materials, knowledge products,
guidelines and sector manuals in line with FAO standards and conduct
training programs and workshops for integrating (a) climate change
adaptation and mitigation including Nationally Determined Contribution
(NDC) into subnational planning and development, (b) gender considerations
into adaptation and mitigation investments, and (c) adaptation and gender
indicators into national, sectoral and project M&E systems; - Assess and address capacity building needs of selected CSOs, NGOs,
NGO networks, women’s networks, youth initiatives and private sector in
support of the GCCA+ and CRWEE projects; - Provide technical assistance to the Ministry of Local Government,
Ministry of Water and Environment, Ministry of Agriculture, Animal
Production and Fisheries (MAAIF), Ministry of Gender, Labour and Social
Development (MGLSD) and 21 District Local governments with respect to
gender and climate change mainstreaming in their programs and plans; - Contribute to development of best practices on gender and climate
change mainstreaming in the target districts of GCCA+ and CRWEE projects; - Carry out monitoring visits to implementing partners and project
beneficiaries during project implementation; - Review the communication strategies/action plan to ensure that
Result 1 of both GCCA+ and CRWEE
projects are adequately reflected. - Participate in and actively contribute to donor/development partner
coordination fora on gender and climate change, including sharing of
information on FAO’s assistance in these areas through the GCCA+ and CRWEE
projects; - Prepare project reports and other ad-hoc reports on project
activities as and when required; and - Perform any other related duty
Qualifications, Skills and Experience:
- The ideal candidate for the Food and Agriculture Organization of the
United Nations (FAO) Capacity Development Specialist job opportunity
should hold an Advanced university degree (for COF.REG)/ University Degree
(for PSAs) in Rural Development/ Development Studies, Sociology,
Agriculture, environment and natural resource management or related
fields. - At least five years of relevant experience in capacity development
of individuals, communities and institutions in gender-responsive and
climate resilient agriculture and natural resource management. - At least five years of experience in both gender-responsive climate
change adaptation and mitigation programming formulation, planning,
implementation, monitoring and evaluation. - At least five years of experience in analysing and integrating the
perspective of gender equality in programme formulation, evaluation and
monitoring in the context of agriculture and natural resources and
experience in socio-economic and gender analysis - Previous experience and knowledge
in climate change (adaptation and
mitigation) and gender mainstreaming
in Africa and Uganda - Extent and relevance of experience and knowledge of FAO Climate
Change and Gender policies, procedures, project cycle and operational
activities - Extent of knowledge and experiences in working with various
stakeholders in Uganda in gender and climate change including UN,
Government, NGOs, private sector, academics, and others - Writing and communication skills
- Ability to manage a high workload, meet tight deadlines and
multi-task under pressure - Extent of experience with international organizations,
non-government institutions/organizations, and donors in a multi-cultural
setting. - Extent of experience in more than one location or area of work
- Excellent knowledge of assessment tools related to gender equality,
gender and climate change, and experience in mainstreaming capacity
development, social equity and women’s empowerment issues in Uganda and/or
East Africa/Africa in the context of agriculture and natural resource
management. - Excellent knowledge of the UN System and its administrative
processes. - Working knowledge of English and limited knowledge of one of the
other UN languages (French,
Spanish, Arabic, Chinese, Russian).
