Job Summary: The Victim Assistance Manager will play a significant role in the support and coordination of victim related needs in human trafficking investigations. He or she will oversee the referral of human trafficking victims from law enforcement and government officials to victim services. The Victim Assistance Manager will develop and maintain close working relationships with law enforcement officials, prosecutors and nongovernmental organization (NGO) partners. He or she will supervise the Regional Victim Assistance Coordinators (RVACs), providing guidance, technical assistance and delegating or taking lead on cases as needed. The Victim Assistance Manager will be responsible for maintaining a resource manual of victim services. This position will report directly to the Country Director of Uganda.
Key Duties and Responsibilities:
- Supervise Victim Assistance Coordinators by providing assistance, guidance and support as needed including, but not limited to:
- Identification of safe, confidential, and neutral locations for victim interviews.
- Case consultation to investigators in the planning for potential victim related needs once a case is identified.
- Coordination of emergency services and referrals when victims are identified.
- Coordination with nongovernmental service providers to ensure victims needs are met, including locating safe emergency housing, food, clothing, and other needs or additional referrals for services.
- Ongoing follow up and communication with regional Victim Assistance Coordinators to ensure RVACs are coordinating with victim service providers and victims throughout cases.
- Liaise between investigators and service providers about any issues relevant to the investigation and that could impact the victim’s ability to cooperate in the investigation.
- Filling in any gaps and supporting the RVACs in their daily work and caseloads.
- Supervise the spreadsheets of the RVACs and monitor the RVACs referral data to ensure that all TIP cases are being handled properly.
- Manage victim referrals and ensure continuum of care for complex cases.
- Ensure that all cases HTI is working on have been referred to Coordination Office for Prevention of Trafficking in Persons (COPTIP).
- Identify resources for victims and maintaining an up-to-date resource manual to be used for referrals, to include but not limited to: shelter and housing services, case management services, peer support programs, mental health services, healthcare, substance abuse treatment programs, education and job skills training programs, legal services, interpreter services, faith based programs, and other services as appropriate.
- Develop strong relationships with key service providers and maintain regular and productive working relationships with the following:
- Victim service providers including, but not limited to, partner NGOs and CSOs, counsellors, medical officers, vocational training, and other education institutions to ensure ongoing and comprehensive service provision to survivors.
- Criminal justice stakeholders, especially investigators and prosecutors.
- Participate in the development of operational procedures and policies related to victimization issues.
- Support the creation of the local survivor network, identify potential clients to join the network, and provide input into developing survivor voice in program design and activation strategies.
- Maintain expertise with relation to human trafficking victim assistance and brief management as well as other government officials as necessary with regards to the program, service delivery, gaps/needs in victim services, and partnerships.
- Assist in the development and delivery of trainings surrounding victims and trauma, as well as other requests by the Country Director.
- Participate in local, regional, and/or national advisory groups or coalitions related to human trafficking.
- Maintain confidentiality of privileged and sensitive information.
- Maintain timely, accurate, and thorough data gathering, data entry, aftercare reports, etc. for internal use regarding emergency services and referrals provided to victims.
- Advocate for victims of TIP to access (legal, medical, housing, vocational skills training, community reunification and reintegration) services, and provide victims with information on their rights under the PTIP Act.
- Assist HTI’s executive team with reports and data surrounding victims across Uganda.
- Be a member of the Leadership Team of HTI Uganda and taking an active role in progressing the vision of HTI in Uganda.
Qualifications, Skills and Experience:
- Bachelor’s degree and at least three years of experience working directly with victims of crime.
- Working knowledge of the criminal justice system and the procedures of the investigative and prosecutorial agencies as they relate to treatment of victims of trafficking.
- Expert knowledge of all statutes, policies, and procedures related to human trafficking investigations and crime victims’ rights.
- Expert knowledge of community resources and victim service providers engaged in anti-trafficking work.
- Knowledge of crisis intervention and direct victim services.
- Ability to establish and maintain effective working relationships with other professionals across disciplines, to include investigators, prosecutors, NGO partners, and others.
- Experience developing and providing trainings, preference for trafficking specific training experience.
