Office on Drugs and Crime is a United Nations office that was established in
1997 as the Office for Drug Control and Crime Prevention by combining the
United Nations International Drug Control Program and the Crime Prevention and
Criminal Justice Division in the United Nations Office at Vienna.

Job Summary:  The Crime Prevention and Criminal Justice
Officer (Violent Extremism in Prisons) will coordinate implementation of the UN
project on “Strengthening the management of violent extremist prisoners (VEPs)
and the prevention of radicalization to violence in prisons” (2018-21) in
Uganda, which constitutes one out of three project beneficiary countries, the
1st and 2nd being Kazakhstan and Tunisia. The project will be co-implemented by
UNODC and the UN Counter-Terrorism Centre (UNCCT), in consultation with the UN
Counter-Terrorism Committee Executive Directorate (UNCTED).

Key Duties and Responsibilities: 

·        
Keenly review,
monitor and analyze, on an ongoing basis, social, economic and/or political
developments and trends which are relevant to prison management in general, and
to preventing and countering violent extremism in prisons, in particular.

·        
Actively
participate in the development, implementation and evaluation of project
activities in the country, including by supporting needs assessment,
programming and other technical missions to the country and by organizing a
variety of technical assistance activities aimed at strengthening the
management of VEPs and the prevention of radicalization to violence in prisons.

·        
Provide
substantive support for the development of relevant technical and training
materials, tools and capacity-building packages, participate in national
workshops, seminars and training courses for prison staff and other relevant
stakeholders, and deliver presentations, as required, in line with UNODC’s
Handbook on the Management of VEPs and the Prevention of Radicalization to
Violence in Prisons.

·        
Provide
support in ensuring close coordination amongst co-implementing and associated
project partners in the course of project implementation in the beneficiary
country, and in maintaining transparent contacts with national stakeholders and
donors, including by attending policy-making and technical meetings, as required;
clarify UNODC’s work in the field of prison reform and of addressing violent
extremism in prisons to (non-)governmental counterparts, as requested.

·        
Prepare
and maintain a country-specific and tailored work and monitoring plan, draft
related reports on project achievements at the levels of activities, outputs
and objectives in line with UNODC and donor-related reporting requirements, and
prepare other written outputs, such as official correspondence, briefings and
presentations.

·        
Prepare
budgets, monitor and report on the expenditures and the utilization of
financial resources under the project segment for the beneficiary country and
draft or contribute to financial progress reports, ensuring compliance with UN
financial rules and regulations as well as applicable reporting requirements.

·        
Assume
other work-related responsibilities, as required, such as those related to the
recruitment and supervision of consultants and/or other project personnel; the
implementation of project activities related to procurement and/or
refurbishment; and to prison reform in the context of UNODC’s Global Programme
on Addressing Prison Challenges, with a focus on VEPs.

·        
Perform any
other work-related duties as required.

Qualifications, Skills and Experience: 

·        
The
ideal candidate for the United Nations Office on Drugs and Crime (UNODC) Crime
Prevention and Criminal Justice Officer job opportunity should hold an advanced
university degree (Master’s degree or equivalent) in political science, social
science, economics, international relations, law or related field. A first-level university degree in similar fields in combination with two
additional years of qualifying experience may be accepted in lieu of the
advanced university degree.

·        
At least
five years of progressively responsible professional work experience in areas
relevant to UNODC’s crime prevention and criminal justice mandates is required.
National and/or international experience in the field of prison management
and/or penal reform is required. Experience in project management and
implementation is required. Work experience in the United Nations system and/or
in an international organization as well as experience in and knowledge of UN
standards and norms in the field of crime prevention and criminal justice, in
particular those related to the treatment of prisoners, are highly desirable.
Relevant working experience in Africa is highly desirable. Experience in
delivering workshops/training courses for criminal justice officials,
preferably prison staff, is desirable. Experience in managing EU-funded
projects is considered an advantage.

Languages:
English and French are the working languages of the United Nations Secretariat.
For the position advertised, fluency in English is required. Knowledge of
French is desirable. Knowledge of other United Nations official languages is an
advantage.

concepts, practices and approaches relevant to crime prevention and criminal
justice reform, in particular prison management and penal reform and
corresponding practical challenges, preferably including the management of
high-risk prisoners and VEPs and/or issues surrounding radicalization to
violence and current approaches for disengaging individuals from violence. Has
knowledge of the work of the UN in crime prevention and criminal justice,
including penal reform, as well as standards and norms related to the treatment
of prisoners. Has good project management skills, preferably including the
implementation of projects in the UN or other international organizations and
the preparation of narrative and financial project documents. Has sound
judgment and excellent analytical and problem-solving skills, including the
ability to identify and contribute to the solution of problems/issues and to
address sensitive issues in a diplomatic manner. Has a broad understanding of
the situation in developing, transitional or post-conflict countries. Has good
training skills including the delivery and/or organization of workshops or
training courses. Is able to analyse expeditiously extensive substantive
documentation and prepare comprehensive reports, summaries and policy briefs.
Shows pride in work and in achievements; demonstrates professional competence
and mastery of subject matter; is conscientious and efficient in meeting
commitments, observing deadlines and achieving results; is motivated by
professional rather than personal concerns; shows persistence when faced with
