The African Network for the Care of Children Affected by HIV/AIDS (ANECCA) is a network of clinicians and social scientists across Africa working to improve the quality of health care services for women, children, adolescents, young adults, and their families in Africa by strengthening the RMNCAHN platform. ANECCA is a registered NGO in Uganda with strong collaboration with the Ministry of Health and other institutions.
Job Summary: Monitor the implementation of guidelines for providing laboratory services in the region in line with current laboratory professional standards and with anecca-Uganda’s mission.
Key Duties and Responsibilities:
- Implement strategies to strengthen specimen referral systems (for CD4, DBS, sputum, serology and chemistry samples) from health facilities to testing laboratories in the region, and dispatch of test results within realistic Turn Around Times (TATs) in line with the anecca-Uganda laboratory mission.
- Monitor the implementation of MoH Quality Improvement Programs in laboratories in the region to bridge the identified gaps in line with MOH Laboratory Quality Improvement Program guidelines.
- Implement region periodic work plans, procurement plan and budgets for providing laboratory services and integration of key laboratory activities in the health facility plans and budgets in line with MoH laboratory objectives and anecca-Financial Guidelines.
- Maintain partnerships with key stakeholders, and advocate for coordinated and harmonized laboratory systems strengthening interventions in line with anecca-Uganda laboratory mission.
- Monitor the implementation regional laboratory performance targets and prepare periodic laboratory performance reports to the supervisors, and other key stakeholders in line with the regional laboratory work plan and anecca reporting guidelines.
- Implement stock management best practices, forecasting and distribution of laboratory supplies, to strengthen laboratory logistics systems in the region in line with anecca-Uganda procurement guidelines and ‘current NMS order & delivery schedule.
- Monitor the implementation of MoH accreditation process in the regional laboratories to enhance proper functioning of the laboratories in line with the WHO AFRO SLMTA accreditation standards.
- Implement Biosafety and waste management practices in laboratories, and institute measures to enhance compliance to the MoH Biosafety and Health Care Waste management guidelines.
- Participate in periodic needs analysis of the regional laboratories and implement laboratory capacity building plan (including retooling- equipment, workspace and HR) in the region in line with MOH and anecca-Uganda capacity building guidelines.
- Participate in research and present research findings in CMEs, Case conferences and other medical related fora in line with anecca-Uganda and MOH research guidelines.
- Write and submit weekly, monthly and quarterly reports in line with USAID LPHS-anecca, MoH and donor reporting guidelines
- Maintain a competent & motivated of supervisees through giving constructive appraisal performance feedback, coaching and mentoring, in accordance with the human resources manual
Qualifications, Skills and Experience:
- Degree in Biomedical Laboratory Science or other laboratory related course.
- At least 3 years’ experience in designing, implementing, managing and leading donor funded HIV/TB laboratory systems strengthening programs, particularly health facility-based services, including quality assurance systems, laboratory analysis, and interpretation and reporting techniques based on best practices and quality management practices.
- Demonstrated track record of providing mentorship and supervision for strengthening laboratory systems strengthening and training in quality improvement approaches.
- Good knowledge on commodity management and reporting and Laboratory Information Management System (LMIS) functionality.
- Familiarity and experience working with MOH structures and personnel and good knowledge of laboratory related health systems strengthening is highly desired.
- Knowledge with strengthening laboratories to achieve international quality standards including against ISO 15189 and/or SLMTA/SLIPTA.
- Demonstrated ability to work with multiple partners on collaborative projects.
- Demonstrated level of Integrity, Emotional control, Confidentiality and Openness, Team player, ability to work under minimum supervision
- Experience and ability to work in hard-to-reach areas like Karamoja Region
- Good report writing skills, research skills analytical skills, networking skills, ability to respond to tight deadlines.
