Job Summary: The IFRC Programme Coordinator is based in
Kampala, Uganda, overseeing and facilitating the following three IFRC
programs/emergency operations being implemented in Uganda with the Uganda Red
Cross Society (URCS): – Population Movement Emergency Appeal responding to the
Congolese refugee crisis in Mid-Western region (Hoima district); -Community
Epidemic and Pandemic Preparedness Program, (CP3) , in Bundibugyo, Kabala and
Kamwenge districts. – Ebola Appeal, focusing on Ebola Preparedness activities
in Uganda in the Western region of Uganda. The incumbent will work in close
liaison with IFRC East Africa cluster,
IFRC Africa region technical support and CP3 program team for timely and
quality management and implementation of emergency operations and IFRC
programmes as per agreed work plans and
budgets, guaranteeing sharing of information including best practices and lessons learnt. The
Programme Coordinator will support and supervise IFRC technical delegates
linked to the IFRC programs/emergency operations and will collaborate and
coordinate with Movement partners, as well as with humanitarian agencies, donors and
governmental institutions, guaranteeing IFRC external representation.
Key Duties and Responsibilities: Reporting to the IFRC EAIOI Operations
Coordinator and to the CP3 Regional Coordinator based in Nairobi;
- Working closely with URCS Operations Managers for the EVD
preparedness, CP3 and the Congolese refugees crisis as well as with, URCS
Directors, Managers and Coordinators - Supporting URCS in developing workplans and financial plans in
accordance with agreed priorities and funds available, as well as
adherence to relevant IFRC/URCS standards and requirements; - Overseeing the timely, efficient and effective implementation of
IFRC support to URCS in responding
to influx of population from the
Democratic Republic of Congo (DRC), EVD preparedness activities, as well
as the implementation and scale up of the CP3 program; - Ensuring close cooperation and coordination with Movement partners
as well as humanitarian agencies, donors, and governmental institutions,
guaranteeing IFRC external representation; . - Ensure planning, management and coordination of the Emergency
Appeals as well as the CP3 program
alongside URCS counterparts to achieve their timely and effective
implementation; - Monitor and oversee operations/program implementation and budgets
based on approved operations/program documents, log frames and action
plans according to donor regulations and bilateral agreements; - Ensure the adherence to national and international emergency and
post-emergency standards where applicable, in the implementation of
activities by URCS staff and volunteers; - Ensure effective monitoring and reporting mechanisms as part of
Emergency Appeals and the CP3 program in Uganda , strengthening URCS capacity in PMER;
Ensure sharing of information through the elaboration of periodic reports
and ad hoc papers analyzing lesson learnt and best practices, in order to
create evidence based reports, develop case studies and realize advocacy
initiatives. - Lead any revision of the Emergency Appeals on the base of context
analysis and in line with URCS and IFRC strategies and priorities; - Provide technical support for the scale up of the CP3 program on the
base of lessons learnt, context analysis and in line with URCS and IFRC
strategies and priorities; - Collaborate with IFRC and URCS Finance departments to monitor expenditure
against budget including specific pledge commitments for expenditure and
reporting; - Collaborate with IFRC and URCS Supply Chain departments to ensure
timely and correct implementation of procurement processes; - Ensure timely development and provision of appeals and pledges based
narrative and financial reports to the IFRC EAIOI office, according to
IFRC procedures. - Provide coaching, mentoring and capacity building support, as
required, to the operations management and technical staff of Ugandan Red
Cross Society. - Ensure the application of the strategic direction of operations and
focusing on achievement of the planned objectives. - Maintain close reporting and communication lines with URCS, IFRC
cluster office and Movement partners. - Support the URCS structures to cooperate, collaborate and consult
with key partners including Government agencies, UN partners and NGOs, and
Movement partners to ensure consistency, harmonization and to avoid and
duplication of effort. - Support the URCS to manage the effective and proper use of assets,
financial resources and facilities according to UCRC and IFRC standard
procedures in order to comply with auditing requirements. - Manage the IFRC in country team, including finance delegate and
operations manager, as well as any additional delegates or surge support
who might be required to support the operations/program in the future; - Assure full compliance of operations with RC/RC principles, IFRC
rules, regulations and policies and operational strategies of the HNS and
relevant reference documents and policies (Sphere, Do No Harm). - Perform any other related duties or responsibilities that may be
assigned by the Operations Coordinator.
Qualifications, Skills and Experience:
- The ideal candidate must hold a relevant University degree (WASH/
Public Health/ Civil Engineering /Disaster Management/International
relations) - IMPACT course (or equivalent knowledge)
- Demonstrable experience working as an Operations manager, preferably
in a remote or isolated emergency context and/or in a refugee camp
setting. - Five years’ experience working for a humanitarian aid or local
organization on empowerment and community-driven capacity building. - Experience building and maintaining strong cooperative and
professional relationships with local and international partners - Experience of project planning and implementation, monitoring and
evaluation - Experience of writing comprehensive narrative and financial reports
- Experience of working for the Red Cross/Red Crescent Movement
- Technical background in WASH, Public Health or Protection
- Knowledge of / experience with participatory methodologies/
volunteer management in emergencies - Self-supporting in computers (Windows, spread sheets,
word-processing, e-mail) - Strong demonstrable skills and expertise in capacity building in
emergencies - Good skills in training, facilitation and presentations
- Excellent communications skills and ability to sensitively negotiate
complex situations - Valid international driving license (manual gears)
- Skills in mentoring and developing staff
- Willing to spend 6 months in a difficult, remote environment with
minimal access to a main town - Creativity and the ability to work with limited resources
