1.2 Invitation to bidders/vendors
Invitation for Pre-qualification for Goods, Services and works to TechnoServ- Uganda.
TechnoServe – Uganda intends to update its register for suppliers for various goods and services for 2026/2027. Interested firms are invited to apply for pre-qualification, indicating the category of goods, work or services they wish to be considered.
This is a Standard RFI Document for supplies and services to TechnoServe (TNS) Uganda. It is intended to assist TNS to identify and evaluate potential suppliers who may subsequently be invited to give quotations or proposals for supply of goods /and or services within the specified category.
Pre-qualification is open to all eligible suppliers’/service providers/vendors with proven experience and capacity to offer the required services. Interested eligible suppliers are invited to apply for Pre-qualification, indicating the category of Goods, Services and Works they wish to supply.
Existing suppliers/vendors who wish to be retained MUST apply and submit up-to-date information as requested in this pre-qualification document.

- Evaluation Criteria:
TechnoServe is committed to running a fair and transparent vendor pre-qualification process, and ensuring that all vendors are treated and assessed equally during this process. Vendor’s responses will be evaluated against three categories of criteria: Essential Criteria- Eligibility, Capability Criteria, and Financial Criteria.
The Applicant shall provide as part of its Application, the documentary evidence of the Applicant’s legal status, financial, technical and production capability to provide the services in the format provided in Annex A – Bidder response document/template (Forms A1 – A8). Failure to provide the required information may result in disqualification.
4.1 Essential Criteria – Eligibility
Criteria which bidders must meet in order to progress to the next round of evaluation. If a bidder does not meet the minimum Essential Criteria, they may be excluded from the tender process immediately. These criteria are scored as ‘Pass’ / ‘Fail’. These includes areas such as Conflict of Interest, general business eligibility-legality and tax compliance.
4.2 Technical Capability Criteria (80%)
Criteria used to evaluate the bidder’s capacity, ability, skill and experience, historical contract performance, in relation to the requirements. Bids will be evaluated against the same pre-agreed Criteria.

Successful bidders shall be successfully vetted. This involves checking bidders and key personnel against Global Watch Lists, Enhanced Due Diligence Lists, Politically Exposed Persons Lists and physical Site visits where applicable.

Format:
Bidders wishing to submit a bid must use the Bidder Response Document Template in Annex A of this RFI document This document allows vendors to submit all the required information and be evaluated fairly and equally against the set Criteria.

Note: DO NOT email your response to any employee of TechnoServe or deliver your response in hard copy to a TechnoServe office. Failing to adhere to these instructions may make your response ineligible for consideration.
Deadline for Bid Submission:
All tender responses bids/proposals must be submitted by 17th September 2026. Late bid submissions may not be accepted.
