Job Summary: The Monitoring, Evaluation, Learning Officer will be responsible for designing, implementing and strengthening monitoring, evaluation, accountability, learning and Measurement, Reporting and Verification (MRV) systems for the UNHCR Refugee Environmental Protection Fund Project in Kyangwali Refugee Settlement. The role will support evidence-based project management, donor reporting, carbon-finance compliance, clean cooking monitoring, restoration performance tracking, biodiversity monitoring, and community benefit-sharing verification while ensuring high-quality data collection, analysis, learning and adaptive management throughout the project lifecycle.

Key Duties and Responsibilities:

Develop Monitoring, Evaluation and Learning Plan (MELP) and tools

• Work with the MEL Coordinator and MEL advisors to design and develop the project’s monitoring, evaluation and learning framework.
• Lead the implementation of the monitoring and learning plan and the maintenance of the project performance indicators, monitoring plans and reporting tools.
• Support development and implementation of data collection systems using digital platforms such as ODK, CommCare, KoBo Toolbox and Regreening App.
• Develop, pilot and maintain project performance indicators, monitoring plans, data collection and reporting tools.
• Design, maintain and update project database(s), ensuring secure storage of project information.

Collection of Monitoring, Evaluation & Learning and MRV data

• Lead digital profiling of project participants
• Coordinate baseline study, midterm, and end-line evaluations.
• Ensure systematic tracking and routine data collection on project outputs, outcomes and performance/ impact indicators across all outcome areas.
• Coordinate data collection by the project delivery team – and in particular support the delivery team to integrate regular data collection into their routine activities
• Orient community structures on data collection and reporting
• Coordinate collection, verification and management of carbon project monitoring data.
• Support forest inventory activities and coordinate monitoring of sample plots and carbon stock assessments in accordance with approved carbon methodologies.
• Manage project datasets required for carbon accounting, validation and verification processes.
• Maintain documentation required for Validation and Verification Body (VVB) reviews and carbon registry processes.
• Monitor distribution, registration and usage of clean cooking technologies, including Tier 3 biomass stoves, LPG and Ecoca technologies.
• Track household adoption, utilization, retention and performance of distributed clean cooking solutions.
• Manage monitoring data generated through IoT devices, USB monitoring systems and household surveys.
• Support behaviour change communication assessments and adoption studies.
• Track seedling production, nursery performance, survival rates and restoration progress, including hectares restored and trees established
• Support biodiversity monitoring and environmental co-benefit assessments and Coordinate collection and analysis of restoration performance data.
• Monitor implementation of community benefit-sharing mechanisms.
• Track functionality of grievance redress systems and community scorecard processes, and assess social inclusion, gender participation and community satisfaction indicator.
• Document community feedback and support adaptive management responses.
• Conduct routine quarterly field monitoring visits to support delivery and adaptation.

Capacity Building and Data Quality Assurance

• Build capacity of local communities, community structures, partners and staff on data collection, management, analysis and results-based monitoring principles
• Conduct M&E support supervision and mentorship to implementing partners, community structures and project participants.
• Conduct routine data verification, spot checks and data quality audits.
• Ensure adherence to data protection, confidentiality and ethical data collection standards.
• Conduct data quality assessments and support continuous improvement of data management systems.
• Generate evidence and lessons learned to inform adaptive project management and decision-making

Performance Reviews

• Lead the data and document gathering for the annual project performance review (PPR) and support the Project Manager in ensuring the integration of the PPR’s action points into further project planning
• Carry out internal quarterly program reviews (review of results and monitoring processes)
• Conduct bi-annual mmunity feedback meetings and produce a community feedback report.
• Coordinate review of baseline study, midterm, and end-line reports.
• Lead annual/periodic beneficiary surveys

Learning, Knowledge Management and Reporting

• Lead regular reviews of the project’s log-frame and data collection plans, and ensure that the project is collecting the breadth of indicators required at a frequency and timing in line with reporting purposes
• Ensure consistency of approach in indicator reporting across the consortium
• Produce the required data for the monthly, quarterly, annual and donor reports.
• Develop dashboards, data visualizations and performance summaries for management and partners.
• Support the project manager in the documentation and dissemination of lessons learned best practices, success stories and case studies.
• Support organization of learning events, reflection workshops and co-learning platforms.
• Contribute to publication of technical reports and project learning products

Play key role in delivering the wider objectives of both the UNHCR REP Fund project and Farm Africa’s work in Uganda.

• Contribute to the development and implementation of Farm Africa’s strategy
• Identify and explore opportunities to grow and expand the country project pipeline, both in relation to the current project or related to new project opportunities
• Work with the MELC, CR and the Programme Funding Unit to prepare funding proposals where requested, ensuring that any lessons learned during implementation are documented and built into future project design
• Participate in country-level or pan-Farm Africa programme meetings with other project coordinators, as reasonably requested

Qualifications, Skills and Experience:

Essential

• Bachelor’s degree in Monitoring and Evaluation, Statistics, Agricultural Economics, Environmental Science, Forestry, Natural Resource Management, Development Studies, Economics, Social Sciences or a related field.
• Demonstrable understanding of monitoring and evaluation principles and practices, including the application of the log frame approach
• Experience
• Minimum 8 years of experience in M&E roles with donor-funded development, environmental, climate resilience or humanitarian programmes.
• Experience working with refugee and host communities.
• Demonstrated experience managing monitoring systems for natural resource management, restoration, climate resilience, clean energy or carbon-finance projects.
• Experience with digital data collection platforms including ODK, CommCare, KoBo Toolbox or similar systems etc.
• Experience in carbon project monitoring, MRV systems, GIS, remote sensing or environmental monitoring will be an added advantage.
• Experience preparing reports for institutional donors and development partners

Skills & Abilities

• Excellent stakeholder engagement and communication skills, and ability to inspire and capacity build colleagues to collect high-quality data during their daily project delivery duties.
• Monitoring, Evaluation and Learning systems design skills.
• Quantitative and qualitative data analysis skills, database and information management skills & skills in digital data collection systems
• Carbon project MRV concepts and environmental monitoring skills.
• GIS and spatial data analysis skills (preferred).
• Data visualization and dashboard development.
• Excellent report writing, presentation, and stakeholder engagement skills
• Analytical thinker and problem solver with a passion for evidence-based decision-making
• Ability to draw key learnings from both qualitative and quantitative data and make project delivery recommendations based upon it
• Ability to work independently and manage multiple priorities.

Desired:

• A postgraduate qualification in Monitoring and Evaluation, Statistics, Data Science, Environmental Monitoring, GIS or Project Management is an added advantage.
