Job Title:  Project Finance & Administration Coordinator

Salary: UGX 73,299,474 Gross Per Annum

Preferred start date: October 2026

Length of contract: 2 years

Reports to: Snr. Finance & Administration Manager

Expected travel: Fairly regular international and domestic travel

Restless Development Uganda is an agency for youth-led change; we support the collective power of young leaders to create a better world. We make sure that young people’s voices are heard and that they have the power to mobilise action in their communities to respond to long-standing challenges. Across Karamoja, West Nile, Eastern and Central Uganda, we support young people to influence the decisions that affect their lives while strengthening the systems and institutions that enable them to realise their full potential. We also coordinate the Uganda Youth Collective, a national platform of over 600 youth-led organisations working together to amplify youth voices and influence policies through the National Youth Working Group. About our Youth Employment Work:

Restless Development is implementing an inspiring  youth employment portfolio designed to improve the economic resilience and livelihoods of young people by expanding their access to dignified and fulfilling work, entrepreneurship opportunities and inclusive financial services. Working across 13  Districts in Karamoja sub region, Eastern, West Nile, Western Uganda, and in central region. Our approach places young people at the center of programme design and delivery while strengthening the local systems that support dignified and fulfilling work. Our work equips young women and men with market relevant technical, entrepreneurial, and financial capabilities while connecting them to employers, markets, business development services and affordable financial products. We work through  youth-led organisations to create coordinated pathways  that support young people to transition successfully into employment, self-employment and enterprise growth.

Job Summary:   The Project Finance & Administration Coordinator will lead the financial and administrative management of Restless Development’s programmes. The role will provide oversight of project finances, administration, and operational systems, ensuring efficient resource management, compliance with organisational and donor requirements, and effective delivery of programme activities.

 

The Project Finance & Administration Coordinator will supervise the Project Finance & Logistics Officers, providing leadership and technical support to ensure timely financial processing, budget monitoring, financial reporting, and logistical coordination. The role will work closely with programme teams, consortium partners, and the organisational Finance and Operations teams to strengthen financial accountability, support project planning and forecasting, and ensure effective administration of project resources.

 

Key Duties and Responsibilities:

Financial Management and Budget Oversight

  • Lead the financial management of projects, ensuring effective planning, budgeting, expenditure control, and financial accountability.
  • Coordinate preparation, monitoring, and periodic review of project budgets, forecasts, and cash flow requirements.
  • Monitor budget performance and expenditure trends, identifying variances and recommending corrective actions.
  • Review and approve financial transactions, accountabilities, reconciliations, and supporting documentation in line with delegated authority.
  • Prepare and submit accurate and timely financial reports for management, consortium partners, and donors.
  • Support budget revisions, grant modifications, and financial planning throughout the project lifecycle.

Administration, Operations and Logistics Oversight

  • Oversee administrative and logistical support for project implementation, ensuring efficient coordination of training, meetings, workshops, travel, and field activities.
  • Ensure procurement, asset management, inventory control, and logistics processes comply with organisational policies and donor requirements.
  • Strengthen administrative systems and operational processes to improve efficiency and value for money.
  • Coordinate with operations and procurement teams to ensure timely acquisition of goods and services.

Team Leadership, Compliance and Risk Management

  • Line manage and mentor the Project Finance & Logistics Officers, providing technical guidance, performance management, and capacity development.
  • Ensure compliance with organisational financial policies, donor regulations, statutory requirements, and internal control systems.
  • Coordinate internal and external financial audits, donor financial reviews, and compliance assessments, ensuring timely preparation and availability of all required financial documentation.
  • Lead the implementation and follow-up of audit recommendations, ensuring that identified issues are addressed and internal controls are continuously strengthened.
  • Conduct periodic financial compliance checks and support risk assessments to promote effective financial management across the project.
  • Identify financial and operational risks and implement appropriate mitigation measures to safeguard project resources.
  • Promote a culture of accountability, transparency, and continuous improvement within the finance and administration function.

Strategic Coordination and Organisational Support

  • Work closely with programme managers and consortium partners to support financial planning, work planning, and implementation.
  • Provide financial analysis and management information to support programme decision-making and resource allocation.
  • Contribute to the development and strengthening of financial and administrative systems, tools, and procedures.
  • Uphold Restless Development’s values, safeguarding standards, code of conduct, and organisational policies.

Others responsibilities

  • Other duties as required, including occasional work on weekends for which time off in lieu (TOIL) can be taken.

Skills and Experience

Essential

  • Bachelor’s degree in Finance, Accounting, Commerce, Business Administration, or a related field.
  • Professional qualification such as CPA, ACCA, or equivalent, or significant progress towards completion.
  • At least 5 years’ progressive experience in finance and administration, with at least 2 years in a supervisory role within the NGO or development sector.
  • Demonstrated experience managing finances for donor-funded programmes, including budgeting, forecasting, financial reporting, and compliance.
  • Experience supervising finance and/or administration staff and supporting performance management.
  • Strong understanding of financial controls, internal audit requirements, procurement processes, and grants management.
  • Good knowledge of Ugandan financial, tax, and labour regulations applicable to NGOs.
  • Strong analytical, budgeting, and financial planning skills.
  • Excellent leadership, communication, and stakeholder management skills.
  • Advanced proficiency in Microsoft Excel and experience using accounting or Enterprise Resource Planning (ERP) systems.

Desirable

  • Experience managing finances for consortium or multi-partner programmes.
  • Experience working on Mastercard Foundation or other large institutional donor-funded programmes.
  • Experience supporting organisational financial audits and donor compliance reviews.
  • Knowledge of project management and results-based budgeting approaches.
  • Membership of a recognised professional accounting body.
