Key Duties and Responsibilities:
- To adopt and demonstrate an exemplary behaviour with regard to H3SE, to implement H3SE rules and requirements within his/her area of responsibility, to verify the integration of H3SE requirements in all Logistics contracts and to verify that H3SE rules are understood and respected by all Contractors involved in the supply of logistic services.
- To ensure general compliance of Ugandan laws and government regulations, monitor and advise Project Management in terms of administrative procedures, applicable regulations, laws with regard to logistics matters and to ensure general relationship with local authorities within his/her responsibility.
- To define, quantify and schedule all the needs with regards to the logistic services during the Project Execution Phase, in liaison with DW Logistics Manager, Surface Logistics Manager, Work Package Managers and Project Management, in order to optimize the associated Tilenga Logistic strategy and to collaborate in the definition of the associated budget for Project Execution.
- Prepare the related Contracts including prequalification exercises, CFT preparation and issue, technical evaluation and clarification. Follow Contractors services and performances.
- Participate in the setup of an operational logistics organization of the drilling, site preparation and construction activities within the TILENGA project and Company.
- Support the DW Logistics Manager in guaranteeing the execution of logistic operations related to drilling site preparation, construction and production
- Prepare and update Logistics budgets & PDC and control expenditure accordingly to Cost Control.
- Define and establish the logistics operational structure, optimize it, and control its efficiency
- Study the implementation of a logistics structure, conduct technical audits.
- Specify the technical needs of the logistical structure according to the considered operations
- Study, produce and introduce the operational procedures
- Prepare, follow and control supply planning
- Negotiate, follow, manage and control execution of contracts and purchases
- Establish and control the management of stocks and its tools
- Prepare and control the respect of security and safety rules, and of metier rules
- Ensure the smooth transition and the continuity of all Logistics related issues between the Project and production phase
Qualifications, Skills and Experience:
- Degree holder in relevant fields of Supply Chain / Engineering / Operations.
- At least 15 years’ operational and management experience, with a minimum of 10 years’ experience in the Oil and gas industry with a solid background in Logistics and Procurement, with experience in onshore Drilling and Completion activities a plus. Additional experience on SAP/MM.
- Experience in logistics engineering studies and design particularly for a difficult environment or terrain. Experience in managing Subcontract Agreements and Framework Agreements.
