Job Summary: The Technical Field Lead will provide technical assistance, oversight, and capacity strengthening to IRC teams across shelter, construction, procurement, and cash programming components. The role also involves leading the project team in Adjumani Refugee Settlement to prevent and respond to gender-based violence (GBV) in line with current humanitarian and development needs. This includes strengthening interventions in child protection prevention and response, access to justice and legal assistance, cash support, and the provision of shelter and non-food items (NFI) to highly vulnerable individuals.

With support from the Protection Coordinator and the Senior Field Management Coordinator, the Technical Field Lead will ensure that project goals and objectives are achieved in a timely and efficient manner. This role position requires that all activities are implemented in accordance with IRC policies and procedures, and in full compliance with donor requirements.

The position carries responsibility for overall program management and oversight, ensuring that project activities are aligned with the broader protection strategy, donor commitments, and standards for high-quality service delivery.

Key Duties and Responsibilities:

  • Technical Support to the teams
  • Provide technical guidance to field teams on the implementation of shelter activities in line with donor, IRC and sector standards.
  • Support beneficiary targeting, verification (technical aspects), and quality assurance of shelter construction processes.
  • Conduct regular field visits to monitor progress and identify gaps in implementation.
  • Build capacity of field teams through on-site technical support.
  • Build staff capacity in work plan development and reporting to ensure accurate monitoring and documentation of activities.

Technical Support on Construction and Repair Activities

  • Provide technical supervision for construction, rehabilitation, and repair work.
  • Ensure adherence to approved designs, BoQ (Bills of Quantities), and construction standards.
  • Review and validate technical specifications for materials and construction methodologies.
  • Support quality control processes, including inspections and certification of completed works.

Oversight of Procurement and Distribution Processes

  • Provide technical input into procurement planning, ensuring specifications are accurate and fit-for-purpose.
  • Support evaluation of supplier technical submissions and quality of materials.
  • Monitor delivery, storage, and distribution of NFI and construction materials to ensure compliance with IRC procedures.
  • Ensure that distributions align with approved beneficiary lists and technical requirements.

Strengthening Compliance in Cash Programming

  • Provide technical oversight and support to cash-based protection interventions (e.g., conditional/unconditional cash for protection).
  • Ensure compliance with IRC cash programming guidelines and donor requirements.
  • Enforce use of Cash SOPs, tools, and tracking mechanisms for cash implementation.
  • Monitor utilization of cash grants to ensure alignment with intended protection outcomes.
  • Support risk identification and mitigation related to fraud, misuse, and safeguarding concerns.
  • Program design and implementation
  • Assume primary responsibility for project management and implementation and ensure compliance with the donor agreement and project proposal, proactively notifying the Integrated Protection Coordinator if issues arise.
  • Lead project planning and oversee program implementation and budget expenditures to ensure effective use of resources against planned activities and expected outputs.
  • Ensure adequate project monitoring and evaluation systems are in place to collect information and consolidate data regularly to demonstrate impact and inform ongoing program design.
  • Assist in the program development and design process through assessments, assisting in proposal writing, and budget development.
  • Develop and deliver the provision and quality of training on Access to Justice, GBV, and Child Protection, and other key resources for the project team, community members, and service providers.
  • Actively contribute to the revision and implementation of a protection sector strategy to meet the needs of all the vulnerable individuals, including response to emergencies as they arise.
  • With support from the supervisor, lead the development of the program tools and keep them updated i.e, work plan, procurement, and spending plans.
  • Communication and reporting
  • Compile and prepare quality periodic project progress reports, as well as final reports, and feed in other information as required by donors, the Country Office and the Technical Unit.
  • Prepare quality weekly updates and monthly reports that meet standards and timelines.
  • Ensure proper program and donor visibility in the project sites.
  • Lead data analysis and interpretation exercises with the project team to inform programming and advocacy.
  • Ensure project team understands, maintains, and follows ethical practices in data sharing and communication with external audiences per the existing Information Sharing Protocol.
  • Human resource development and management
  • Provide ongoing supervision, mentoring, training, and technical support and guidance to the project team, and ensure that all adhere to best-practice principles in all aspects of program implementation.
  • Ensure Performance Management System documentation for all staff is in place and followed up regularly.
  • Coordination and networking
  • Ensure close collaboration with partners to enhance adequate referrals, including health agencies, child protection agencies, UNHCR, and other relevant actors as deemed necessary from time to time.
  • Represent the Organization at regular working group meetings, reviews, strategic planning, and assist in the preparation of new initiatives for the program in the Uganda Country Office.
  • Ensure regular communication with the Protection Coordinator and Senior Field Management Coordinator and other internal departments regarding the project’s progress and processes.
  • In liaison with OPM, UNHCR and other actors, ensure updated referral pathways for which the project is contributing to are available for and adequately shared with staff, volunteers and community members.

Qualifications, Skills and Experience:




  • Master’s degree in social work, Gender/Women Studies, Public Health, or other appropriate fields; or a BA in related field with equivalent experience
  • At least 7 -8 years’ experience in the field of Gender-based violence prevention and response, SRHR with Development and Humanitarian Nexus.
  • Strong understanding of case management, psychosocial support and life skills programming to promote survivor healing and recovery.
  • In-depth understanding of related international standards, and CP, GBV prevention and response strategies.
  • Proven leadership, program management, staff development, planning, analytical, interpersonal, and Communications skills.
  • Excellent communication and analytical skills and ability to present ideas effectively, in both oral and written form.
  • Ability to use good judgment when making decisions and to take accountability for decisions made.
  • Ability to handle multiple tasks, proven self-initiative, and problem-solving abilities.
  • Good computer skills, including Microsoft Excel, Access, Word, Outlook, and PowerPoint.
  • Be able to work in a stressful setting and adapt quickly to changing environments.
  • Demonstrated experience in shelter, procurement oversight and cash-based programming.
  • Strong knowledge of implementation standards, humanitarian shelter guidelines (e.g., Sphere), and compliance frameworks.
