About Organisation:
The Ministry of Gender, Labour and Social Development (MGLSD) is a cabinet-level government ministry in Uganda responsible for community mobilization, empowerment, and the protection of vulnerable groups.
Job Summary: To develop and implement effective systems to ensure safe handling, storage, and disposal of chemicals, and prevent unauthorized access or diversion.
Key Duties and Responsibilities:
- Provide day-to-day technical leadership and supervision of the program, in accordance with defined targets, strategies and goals.
- Develop and implement chemical safety and security policies, laws and guidelines geared towards achieving sound management of chemicals at workplace
- Plan, coordinate, manage and report on program activities and collaborate with relevant MDAs, academic institutions, scientific organizations, analytical laboratories, research institutions, chemical industry, international organizations to promote chemical safety and security.
- Conduct risk assessments and audits at chemical facilities
- Provide training and capacity building for staff
- Prepare annual declarations to Organization for Prohibition of Chemical Weapons on chemicals in the country under the chemical weapons convention
- Develop effective and proactive fund mobilization strategies to support program activities
- Conduct inspections of workplaces in line with Toxic Chemicals Prohibition and Control Act Cap 329 and OSH Act Cap 231.
- Advise on the acquisition and maintenance of suitable technical equipment and tools to support inspections;
- Conduct investigation of accidents and dangerous occurrences related to Chemicals Biological, Radiological Nuclear and Explosives (CBRNe) materials
- Provide consultation and advice for stakeholders regarding CBRNE risks at workplaces;
- Lead research aspects of the program
Qualifications, Skills and Experience:
Academic qualifications:
- An Honours Bachelor’s Degree in Either industrial Chemistry, Chemical Engineering or Physical Sciences majoring in Chemistry from a recognized institution.
- A Master’s of Science Degree in Chemistry, Industrial Chemistry, Chemical Process Engineering or a related technical field from a recognized institution.
- Possession of a Post Graduate qualification in Programme Management or Public Administration and Management from recognized institution will be an added advantage.
- Additional certification or qualifications in CBRNE, forensic investigations, toxicology or first responder are considered as an added advantage.
Working experience:
- At least 3 years of working experience in related fields of Chemical Safety and Security
Competencies
- Excellent communication and Programme management skills.
- Results-driven, respects deadlines and have a pragmatic approach focused on realistic results.
- Ability to adapt and develop to evolving circumstances and specialized situations.
- Able to deal with complex issues and interpret procedures and guidelines in order to adapt them to cover complex situations.
- Possesses good computer skills
- Knowledge of Ugandan regulations and international best practices on Chemical Safety and Security
