Job Summary: The HSSE Manager will be responsible for overseeing health, safety, social, and environmental compliance across operations. This role ensures we meet regulatory requirements, implement international best practices, and engage stakeholders effectively, especially regarding livelihood restoration and community impact.
Key Duties and Responsibilities:
Occupational Health & Safety Leadership (Primary Focus)
- Lead the development and implementation of OHS policies, systems, and programs
- Conduct risk assessments and enforce preventive controls across operations
- Oversee incident investigations and ensure effective corrective actions
- Drive emergency preparedness and response systems
- Champion a proactive and embedded safety culture
Training & Capacity Building
- Design and implement a robust health and safety training framework
- Conduct training needs analysis for staff and line managers
- Lead HSE inductions, refresher trainings, and toolbox talks
- Build leadership capability in safety accountability across teams
- Monitor and report on training effectiveness and compliance
Compliance & Regulatory Management
- Ensure full compliance with Uganda OSH regulations and NEMA requirements
- Lead audits, inspections, and regulatory engagements
- Prepare and submit statutory HSSE reports
- Maintain accurate compliance records and documentation
- Monitor regulatory changes and implement required updates
Environmental & Social Management
- Lead Environmental & Social Impact Assessments (ESIAs) and approvals
- Oversee environmental audits, waste management, and sustainability initiatives
- Monitor water, soil, and environmental performance
- Ensure compliance with environmental permits and standards
Community Engagement
- Build strong relationships with local communities and stakeholders
- Establish and manage grievance mechanisms
- Support the implementation of Livelihood Restoration Programs (LRP)
Leadership & Collaboration
- Provide HSSE expertise across all departments
- Champion the integration of International Finance Corporation Environmental & Social (E&S) standards into business processes, ensuring operationalisation across all functions
- Oversee internal audit programs and system effectiveness reviews to ensure sustained compliance with IFC and ESG requirements, including tracking, reporting, and closure of audit findings
- Support line managers in fulfilling safety responsibilities
- Represent the organisation with regulators and external stakeholders
Qualifications, Skills and Experience:
- Bachelor’s degree in Environmental Science, Occupational Health & Safety, Engineering, or related field
- A master’s degree is an added advantage
- Minimum 10 years’ HSSE management experience
- Proven experience in ESIA processes and regulatory approvals
- Mandatory: Experience in a similar HSSE leadership role within the manufacturing or agriculture sector
- Strong leadership and stakeholder engagement skills
- Excellent analytical and problem-solving ability
- Must-Have Qualifications & Certifications
- NEBOSH Diploma (or equivalent advanced OHS qualification)
- ISO 45001 Lead Auditor Certification
- Strong knowledge of ISO 14001 Environmental Management Systems
- Certification in Incident Investigation & Root Cause Analysis or equivalent
- Training in Behaviour-Based Safety (BBS) and safety culture transformation
- Demonstrated expertise in Risk Assessment & Hazard Identification (HAZAP, Bowtie)
- Certification in Emergency Response & Crisis Management
- Strong grounding in Occupational Health, Industrial Hygiene & Environmental Compliance
- In-depth knowledge of Uganda OSH regulations and NEMA requirements
- Experience in IFC Audits
