Job Summary: Under the direct supervision of the Head of Emergency Response and Livelihoods, and working closely with Programme teams, other CO functional units, the Regional Bureau, and WFO Global Headquarters, the Livelihoods and Resilience Officer will provide technical leadership and oversight for the design, implementation, monitoring, and quality assurance of WFP Uganda’s livelihoods and resilience portfolio. The role focuses on strengthening production systems, improving market linkages, advancing self-reliance pathways, supporting government capacity, and ensuring effective programme assurance across refugee and host community contexts.

A central priority is supporting households and communities to transition from humanitarian dependence toward sustainable, resilient, and market driven livelihoods, in alignment with national government frameworks such as the Self Reliance Strategy, CRRF, NDP IV, NUSAF IV and the Parish Development Model.

Key Duties and Responsibilities:

  • Strategic Leadership & Programme Design
  • Lead the design and refinement of integrated livelihoods and resilience programmes aligned with WFP’s Country Strategic Plan (CSP).
  • Ensure programmes promote self-reliance, reduce long term dependency, and support progressive graduation from food/cash assistance.
  • Support development of community and district plans using WFP tools such as 3PA and seasonal livelihood planning.
  • Conduct and guide market assessments, value chain analyses, and feasibility studies to inform evidence-based design.
  • Strengthen Production Systems
  • Oversee interventions that enhance productivity, post-harvest handling, and value addition for smallholder farmers and producer groups.
  • Promote climate smart agriculture, livelihood diversification, and asset creation aligned with resilience-building objectives.
  • Strengthen farmer groups, cooperatives, and community structures for aggregation, bulking, and improved access to services.
  • Market Linkages, Economic Inclusion & Food Systems Development
  • Facilitate strong market linkages between producers, aggregators, processors, traders, and financial service providers.
  • Support food system development and value chain upgrading relevant to target communities (cereals, legumes, horticulture, livestock, etc.).
  • Promote financial inclusion initiatives (VSLA strengthening, access to credit, digital finance).
  • Coordinate with CBT and Supply Chain units to leverage market-based approaches, HGSF, and local procurement initiatives.
  • Advancing Self Reliance & Transitioning from Dependency
  • Lead the development of self-reliance frameworks, graduation pathways, and transition strategies for refugee and host populations.
  • Support the identification of households ready to transition from humanitarian assistance through context appropriate criteria.
  • Promote economic empowerment initiatives (youth skilling, women’s economic empowerment, enterprise development).
  • Ensure adaptive safety nets and progressive reduction of assistance where feasible, aligned with vulnerability monitoring.
  • Government Capacity Strengthening
  • Provide technical assistance and capacity building to government institutions, including OPM, MAAIF, MGLSD, and Local Governments.
  • Strengthen government systems for livelihood planning, agricultural extension, market development, and disaster risk management.
  • Support integration of WFP tools (3PA, community-based planning, food systems approaches) into government frameworks.
  • Facilitate joint work planning, monitoring, and review meetings to promote sustainability and ownership.
  • Programme Assurance, Quality & Compliance
  • Ensure all livelihood interventions comply with WFP corporate policies, donor regulations, and national guidelines.
  • Lead programme assurance, including field monitoring, partner performance reviews, risk management, and due diligence.
  • Ensure mainstreaming of protection, gender, disability inclusion, environmental safeguards, and AAP in livelihoods programming.
  • Support the development and rollout of SOPs, operational guidelines, and implementation tools.
  • Monitoring, Learning, Evidence & Reporting
  • Work with RAM/MEAL teams to define indicators, data collection tools, and monitoring frameworks.
  • Lead evidence generation on resilience, self-reliance outcomes, income changes, and graduation impacts.
  • Document lessons learned, case studies, and best practices to inform programme adaptation.
  • Prepare timely reports, briefs, and inputs for donors, senior management, and partners.
  • Coordination & Partnerships
  • Strengthen coordination with government ministries, district authorities, UN agencies, NGOs, private sector and financial institutions.
  • Represent WFP in technical working groups (Agriculture, Livelihoods & Resilience Sector, CRRF Steering structures, etc.).
  • Provide technical guidance and oversight to cooperating with partners to ensure harmonized quality implementation.
  • Resource Mobilization
  • Contribute to the development of concept notes, proposals, donor engagement materials, and resource mobilization efforts focused on livelihoods and self-reliance
  • Perform any other duties required to support WFP Uganda’s livelihoods and resilience objectives.

DELIVERABLES AT THE END OF THE CONTRACT:

  • Key Deliverables
  • Finalized integrated livelihoods and resilience programme designs aligned with the CSP.
  • Completed market assessments, value chain analyses, feasibility studies, and community planning outputs (3PA, SLP, CBPP).
  • Strengthened production systems, farmer groups, and market linkages, with documented results.
  • Implemented self-reliance and transition initiatives, including graduation criteria and pathways.
  • Delivered capacity-building support and integration of WFP tools into government systems.
  • Enhanced programme assurance through monitoring, partner reviews, risk management, and finalized SOPs/guidelines.
  • Produced evidence and learning products, including reports, briefs, case studies, and outcome analyses.
  • Strengthened coordination and partnerships with government, UN agencies, NGOs, and private sector actors.
  • Contributed to resource mobilization through proposal inputs, concept notes, and donor engagement materials.
  • Completed additional operational tasks to support WFP Uganda’s livelihoods and resilience objectives.

Qualifications, Skills and Experience:




  • Advanced university degree in Agriculture, Agribusiness, Rural Development, Economics, Development Studies, Food Systems, or related field; OR
  • First university degree with 3 additional years of relevant professional experience.
  • Experience:
  • Minimum 7 years of relevant professional experience in livelihoods, agricultural development, market systems development, resilience building, or food systems.
  • Experience working with refugee and host community programming.
  • Experience working with government institutions and private sector actors.
  • Experience contributing to or leading self reliance or graduation programming—an advantage
  • Experience in programme assurance, partner oversight, and compliance is desirable.
  • Knowledge & Skills:
  • Strong technical knowledge of agricultural production, climate-smart agriculture, and market systems.
  • Understanding of self reliance pathways, graduation models, and resilience-building approaches.
  • Strong partnership and coordination skills, particularly with government and private sector actors.
  • Excellent analytical, problem-solving, reporting, and communication skills.
  • Familiarity with WFP approaches (3PA, CBT, AAP, Protection, Gender, Food Systems) is an asset.
  • Languages:
  • Fluency in English required.
