Job Summary: Support government to strengthen the social service workforce through finalization of the national operational framework for social care and support and social service workforce.

Key Duties and Responsibilities:

The Ministry of Gender Labor and Social Development (MGLSD) is embarking on the process of enacting a law to regulate the provision of Social Care and Support (SCS) services and the social service workforce. The first step in this process is to conduct a Regulatory Impact Assessment (RIA) of the proposed law. The purpose of the RIA is to evaluate the potential socio-economic impacts of the proposed legislation, enhance transparency and stakeholder participation, and assess the necessity and rationale for the law. The RIA will also help identify the provisions that should be included in the legislation, and which provisions will inform the Principles for the Bill.

Uganda introduced the Regulatory Best Practice Handbook for the Public Sector in 2004, which institutionalized the use of RIAs. The RIA process is intended to:

Ensure that all proposed actions, strategies, policies, laws, or regulations are informed by an evidence-based study that clarifies the root causes of the issues (whether due to policy gaps, enforcement weaknesses, or other factors).

Provide policy justification, ensuring that the proposed Social Work Council and related legislation do not contradict or conflict with existing policies and laws.

  • Undertake a cost–benefit analysis.
  • Assess stakeholder impacts.
  • Identify regulatory alternatives.
  • Determine implementation feasibility.
  • Confirm that the benefits of the action outweigh its costs.
  • Ensure that the selected action reflects consensus among the majority of consulted stakeholders.
  • Verify that the selected options are feasible.
  • Guarantee that the chosen approach meets the actual needs of citizens — the ultimate beneficiaries.
  • The RIA will therefore provide the foundation for determining the most appropriate regulatory instrument to address the identified issues in social care and support services, while also strengthening the social service workforce.

Qualifications, Skills and Experience:




  • Master’s degree in social work, social sciences, or related areas.

Years of Experience/ Knowledge/Expertise/Skills required:

  • An advanced degree or equivalent professional qualifications in Social Work, Public Policy, Social Sciences, Economics, Development Studies or Social Policy.
  • Experience of not less than 10 years on similar assignments.
  • Deep understanding of Uganda’s Social Protection and Social Care and Support Context. Understanding of current debates on social care, social protection and Strengthening of the Social Service Workforce in Uganda, the East African region and continental level. Experience in conducting Regulatory Impact Assessment processes, Policy making legislative making process in Uganda.
  • Ability to facilitate, lead and manage Professional Policy Formulation Working Groups/ teams
  • Good analytical, interpersonal and report writing skills.
  • Familiarity with Uganda’s Public Sector Planning, Legal and Policy-Making processes.
  • Excellent research, analysis, report writing and communication skills.
