Job Title: Protection Team Leader

Key Duties and Responsibilities:
Generic responsibilities
- These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan.
- Management of project staff.
- Implement plan of action for delegated portfolio of Protection from Violence projects (activities, budget and project documentation).
- Day to day follow of progress in project implementation.
- Ensure compliance with NRC policies Protection from Violence tools, handbooks, and guidelines.
- Ensure that projects target beneficiaries most in need and explore and asses new and better ways to assist.
- Promote and share ideas for technical improvement.
- Prepare periodic progress reports and other documents.
- Ensure capacity building of project staff and transfer key skills.
- Liaison and collaborate with relevant local authorities and stakeholders
- Promote the rights of refugees/asylum seekers in line with the advocacy strategy.
Specific responsibilities
- Provide overall technical oversite to respective protection officers across locations in Southwest and ensure streamlined delivery in the settlement and respective transit and reception centres in southwest.
- Provide technical and programmatic leadership to the protection Team in respect to project activities and ensure prudent utilization of, and accountability for resources allocated to the project.
- Support protection case management staff through the provision of technical support and guidance, including approval of case plans and sign-off on cash and in-kind assistance.
- Ensure that staff implement and respect best-practice and international standards in protection case management.
- Understand and follow up on activities and assess progress of implementation, provide solutions and report issues when needed in line with delegated authority and approved implementation plans.
- Oversee awareness raising activities and support the development of messaging.
- Participate selection and management of implementing partners (community-based organisations and community committees).
- Develop and maintain effective working relationships, including service as referral focal points, with relevant stakeholders including partner agencies, community leaders and service providers, and maintain up-to-date service map and agreed referral protocols with partnering agencies.
- Oversee case management (including follow up on referrals and action plans) and support services provided to case management clients in line with NRC Protection Case Management guidelines and tools, including conducting intake and assessment, creating and implementing client-centred case plans, and following-up on case plans in a timely manner.
- Provide psychosocial support to case management clients, as needed.
- Regularly monitor and evaluate the quality of activities & security and protection policies being implemented.
- Develop and maintain effective and Coordination and long-term relation with UNHCR and other actors, representing NRCs’ position in ensuring rights are protected.
- Actively participate in site level Protection cluster working groups and share update with protection lead and MCC for meetings held at national level.
- Ensure General management of the Reception and Transit Centers in South West accordingly
Qualifications, Skills and Experience:

- Professional competencies for this position
- Development Economics; Peace and Conflict Studies; or another relevant field
- Minimum Five years’ experience in protection implementation and management of protection programs in an international, national, humanitarian/human rights organization
- Experience from working with protection programming in a humanitarian/recovery context
- Previous experience from working in complex and volatile contexts
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Fluency in English, both written and verbal.
Context related skills, knowledge and experience:
- Strong knowledge of the humanitarian context in Uganda in general, and the refugee response in Kampala and Southwest Uganda: Kyaka, Rwamwanja, Nakivale, Kyangwali, and Oruchinga
- Knowledge of local languages desirable
- Experience with protection case management (general protection case management preferred, GBV or CP case management acceptable).
- Experience in conducting community outreach.
- Documented skills in Programme/Project Management (formulation, implementation, programme cycles and reporting) and resource planning
- Experience from community-based approaches, cash-based interventions, community mobilization and engagement
- Proven skills and experience in successfully managing field teams, and able to train and manage teams for effective quality implementation (to listen, advise, support, solve conflicts, motivate, etc.)
- Experience from working with partnerships
- Solid computer skills, including MS Word, Outlook and Excel required
- Experience in establishing relationships and coordinating with government and traditional leaders
