About Organisation:
The Agricultural Business Initiative (aBi) Trust is supporting agribusiness development in the private sector to achieve the objective of the Government of Uganda’s Competitiveness and Investment Climate Strategy (CICS). The Trust is a multi-donor entity jointly founded by the Governments of Denmark and Uganda. The mandate of aBi Trust is to support the private sector actors to increase their contribution to the agricultural sector by increasing land and labour productivity, and market competitiveness thereby contributing to poverty reduction through economic growth, wealth, and employment creation.
Job Summary: The purpose of this role is to support the implementation of the procurement strategy for the timely, cost effective acquisition of goods, services and works that results in added value to aBi and meet the standards of international best practice and aBi regulations.
Key Duties and Responsibilities:
To support the development of the procurement plan ensuring that’s it’s in line with aBi’s work plan and budget resulting in the implementation of a proactive and responsive procurement plan.
- Engage with the user department to collect procurement needs for inclusion in the procurement plan.
- Consolidate identified procurements needs and contribute to the development of a draft procurement plan that supports aBi’s work plan.
- Support the procurement manager in implementation of the procurement plan so to ensure responsiveness to the user needs.
- Verify that procurement requests are in line with the procurement plan.
Create and maintain appropriate documentation and mail trail of the procurement process.
- In consultation with the procurement manager, prepare and make submissions to the procurement committee and the Procurement and Investment committee when required.
- Ensure that decisions of evaluation and procurement committees are properly documented.
- Implement the decisions of evaluation and procurement committee.
- Develop and manage a register contracts management
- Prepare Local Purchase Orders, prepare and upload approval memo’s, review all requisitions and supporting documentation received.
To manage the day to day operations of the procurement and purchasing process in a proactive and transparent manner which results in adding value to aBi’s activities and has a positive impact on organisational performance
- Liaise with user departments to ensure that technical specifications and terms of reference are obtained timely for action.
- Ensure that RFP/RFQ are circulated as per the stipulated guidelines.
- In consultation with the procurement manager, participate in the evaluation of quotations, bids and proposals.
- Support the preparation of solicitation documents and offers.
- Guide user departments and other procurement stakeholders on appropriate procurement procedures and principles that promote value for money, efficiency and resilience of the procurement function.
Work with respective departments (finance) to ensure aBi assets are disposed of in a timely and effective manner and in compliance with the provided guidelines.
- Support the procurement manager to review the disposal policies and procedures for relevance and consistent application updating where it is required.
- In liaison with the finance department (internal) review the asset inventory to determine assets that are identified for disposal.
- Manage the disposal process and ensure that the procurement committee is guided on the most appropriate method of disposal in line with best practices.
- Maintain records of the asset disposal process
- And any other duties as requested by the Procurement Manager
Qualifications, Skills and Experience:
- Degree in Procurement and logistics management or supply chain management.

- 3-5 years’ experience in procurement in a medium sized organisation
