Purpose of the role: Farm Africa secured a three-year AGRA funded project to support farmers in Eastern Uganda in a consortium with Equator Seeds, The Grain Council of Uganda (TGCU), and Stanbic bank. The project focusses on “Enhancing resilient food systems for 76,400 smallholder farmers households with climate adaptative and inclusive food loss reduction solutions in Eastern Uganda.”
The MEL Officer will lead the design of a robust, innovative monitoring, evaluation, and learning system to provide staff, partners, and stakeholders with up-to-date, reliable, and actionable information. S/he will lead the process of harnessing data/results from every available source including communities and end-users of food loss reduction solutions technologies. S/he will lead integration of technology to the day-to-day monitoring of project activities, using an online integrated dashboard, database, picture solutions, mobile technologies and other e-solutions. S/he will lead generating of evidence for use to improve programming; measure and share project results; and enable discussions about improvement and impact.
Key Duties and Responsibilities:
Develop Monitoring, Evaluation and Learning Plan (MELP) and tools
- Design project specific Monitoring, Evaluation and Learning (MEL) Plan
- Develop/refine primary output level data collection and analysis tools and disseminate and orient project delivery staff on it.
- Work closely with the MEL Coordinator to ensure their input and review in planning, implementation and reporting of all the above activities
Collection of Monitoring and Evaluation data
- Develop and pilot data collection and reporting tools for MEL.
- Design project database(s)
- Lead digital profiling of project participants
- Coordinate data collection by the project delivery team – and in particular support the delivery team to integrate regular data collection into their routine activities
- Develop a dynamic interactive online database with inbuilt dashboards.
- Work with MEL Coordinator to develop relevant picture solution technology to enhance process monitoring
- Orient VBAs on data collection and reporting
- Gather data as on all outcome areas, routine data collection on performance indicators
- Update project databases
- Compile and aggregate indicator tracking data and update PMP table
- Conduct routine quarterly field monitoring visits to support delivery and adaptation.
Capacity building
- Orient project staff, partners and VBAs on MELP, data collection and reporting tools
- Conduct support supervision and mentorship visits – be part of the integrated team
- Conduct M&E support supervision and mentorship to implementing partners, VBAs and groups.
- Provide continuous M&E support (onsite and online) and emerging M&E related updates to staff, partners and VBAs
- Build capacity of local communities, VBAs, partners and staff on data collection, management, analysis and results-based monitoring principles
Data Quality Assessment
- Conduct Annual DQA; carry out internal data quality assessment
- Carry out internal quarterly program reviews (process monitoring)
Performance Reviews
- Lead the annual project performance review (PPR) and ensure integration of the PPR’s conclusion and action points into further project planning
- Participate in Joint Results Review Committee (JRRC) meetings quarterly
- Conduct quarterly community feedback meetings and produce a community feedback report.
- Conduct and submit baseline study, midterm, and end-line review reports.
- Lead annual beneficiary surveys
Reporting project results
- Lead regular reviews of the project’s log-frame and data collection plans, and ensure that the project is collecting the breadth of indicators required at a frequency and timing in line with reporting purposes
- Carry out data analysis of project data
- Participate in writing quarterly and annual project reports, and ensure availability and timely cleaning and analysis of both outcome and output data
- Upload data into AGRA online reporting system (AMIS)
- Visit other partners for collaborative learning sessions
- Participate in writing the final project report
- Work with the MEL Coordinator to ensure consistency of approach in indicator reporting across the REGAIN Project and Farm Africa
Knowledge Management and sharing
- Review and refine the knowledge management plan
- Track the development, and dissemination of knowledge products to relevant audience
- Capture and disseminate lessons learned, success stories, and impact narratives through knowledge products.
- Track learning questions/studies progress
- Identify where we are making progress and where we need to improve
- Visit other partners for collaborative learning sessions
- Support the project team to implement what has been learned (Adaptive management)
- Maintain a centralized repository of MEL data, reports, and learning materials.
- Facilitate internal and external learning events to share insights and promote replication.
Play key role in delivering the wider objectives of both the AGRA project and Farm Africa’s work in Uganda.
- Participate in project team meetings as requested by the Project Manager
- Review and contribute to the development of various project or organisational presentations, reports, or other publications on M&E and knowledge management at Farm Africa.
- Support the implementation of the project’s visibility strategy in line with donor guidelines.
- Contribute to the relevant forum to share M&E and knowledge management experience of the project and contribute to the growth of Farm Africa’s expertise in these areas
- Maintain regular and effective communications with the wider project team, Uganda Country Office
- Act as an ambassador, promoting the project and the work of Farm Africa, including hosting visitors, speaking at workshops, conferences and meeting donors and other officials as and when required.
- Contribute to the development of relevant Farm Africa strategies

Qualifications, Skills and Experience:
- Relevant academic qualification (Degree or equivalent) in numerate/ analytical subject (e.g. statistics, economics, econometrics, applied social science)
- Demonstrable understanding of monitoring and evaluation principles and practices, including the application of the log frame approach
- Minimum 8 years of experience in M&E roles within agriculture, climate resilience, or rural development projects
- Strong expertise in data analytics, visualization, and digital MEL tools (e.g., KoboToolbox, Power BI, DHIS2).
- Proven experience in designing MEL frameworks and conducting field evaluations
- Experience in synthesising data and drafting clear written reports/ briefings and familiarity with donor reporting requirements and adaptive management principles
- Experience of designing and/or maintaining databases of project information
- Ability to inspire and capacity build colleagues to collect high quality data during their daily project delivery duties.
- Excellent report writing, presentation, and stakeholder engagement skills
- Analytical thinker with a passion for evidence-based decision-making
- Ability to draw key learnings from both qualitative and quantitative data and make project delivery recommendations based upon it
- Expert in data management and manipulation, especially using Excel
Desirable
- Experience of working in an M&E or knowledge management role in an INGO
- Experience conducting field research in Eastern Uganda
